fue decreto pontifício de 16 de março de 1864— realizam-se a previsão do pedido, pois que o prefeito apostólico da Lusitânia lhe declarou oficialmente em fins de fevereiro último que não procedia à execução do que fora acordado com conselhos de Roma à Santa Sé. Effectivamente entre mim e o delegado d'aquelle Prelado, após várias e demoradas conferências a que de propósito vieram por diferentes vezes a Macau, resolveu-se proceder à execução do Decreto de Propaganda de três de fevereiro de mil novecentos e três, conforme o explica o Decreto Pontifício de dezesseis de março de mil novecentos e quatro.

Eu pretendei, como em vários ofícios fiz ver ao governo de Sua Majestade, que a ilha de Hainan viesse para a jurisdição de Macau, além do distrito de Sha-King, algumas sub-prefeituras ao sul d'este, e sustentei esta pretensão ainda depois das explicações dadas pela Santa Sé ao Decreto de três de fevereiro, porque o Prelado de Cantão se mostrara disposto a entrar em um acordo comigo sobre uma diferente delimitação. Mas afinal deixei, porque aquele Prelado não me cedia o que eu reclamava, e a troco do que me queria ceder, pretendia que eu lhe cedesse, além da ilha de Hainan, a melhor parte do distrito que os Decretos da Santa Sé davam a Macau.

min, não me permitiria reclamar outros territórios além do distrito de Chen-ying; segundo - no decurso das negociações entre bordadas por mim e o Prelado de Cantão para chegarmos a um acordo sobre uma nova delimitação convenci-me, como já disse, da impossibilidade de, por este meio, reivindicarmos a posse de quaisquer territórios do nosso Padroado actualmente sob a jurisdição dos padres das Missões Estrangeiras de Paris; terceiro - hoje estou convencido de que mais convém ao Padroado o distrito de Shar-King do que a ilha de Macau, por várias razões: a) é muito mais próximo de Macau, a um dia de viagem apenas, a rio acima; b) é muito mais populosa; c) tem muito maior número de cristãos, e muitos d'elles descendentes d'antigas famílias chamadas ao christianismo por nossos missionários, e d) possui mais e melhores igrejas e residências para missionários.

É devida esta demora a ter ficado assente entre mim e o Prelado de Bantãs que missionários das duas jurisdições iriam antes visitar os logares de missão para darem e tomarem conhecimento por meio d'inventários do que houvesse nos diferentes logares.—Fez- se isso em Plainam onde os nossos mis- sionários procederam cavalheiramente para com o enviado do Senhor Prefeito Ayros. trico, recebendo este um exemplar do inventário assignado por elle e pelo supe- rior da Missão portuguesa que a toda a parte o acompanhou.—Dum Shao-King, não tem sido fácil fazer-se outstando por causa de certa opposição da parte d'alguns christãos, de pouca importância na realidade, mas a que os missionários franceses, para seus fins, pretendem dar grande vulto.

Apostólico.—O clero de Cantão não recebeu de bom grado o Decreto de três de fevereiro de mil novecentos e três, e agora que se trata da execução d'elle, procura por todos os meios impedir-a ou pelo menos dificultá-la.—Bastará dizer a Vossa Excelência que desde a publicação d'aquelle decreto e por causa d'elle já foi um dos padres de Cantão por duas vezes à Europa!—Por duas vezes, depois que se resolveu entre nós e os delegados da Prefeitura —que acima disse, mandei missionários de Macau a Cantão com destino a Sheo-King, para que se cumprisse ali a cláusula do nosso acordo. Da primeira vez o missionário não passou de Cantão, sendo despedido a pretensão de que por Hainan é que devia começar a visita!

Ultimamente, no dia vinte e oito de janeiro, para ali mandei o superior da Missão de Macau, Padre Manuel José Pitta, que de propósito chamei para o encarregar d'essa missão. De diferentes pontos me tem ele escrito dando-me conhecimento do modo como tem sido recebido, prometendo estar de regresso em Macau no princípio de Março.

Para que Vossa Excelência se convença, de que não espere queixando-me n'ester termos dos missionários franceses de Cantão, bastará notar os seguintes factores: primeiro— Os dois missionários europeus que ha no districto para não terem que ajudar o nosso missionário na visita que ia ali fazer retiraram-se para Shanghai e d'ali para o Japão, deixando abandonadas as christandades, e isto depois do seu prelado, do, em resposta ao meu protesto, me haver assegurado que ao nosso missionário daria todo o apoio para que a nova visita fôsse conduzida de bom exito.— segundo— Uma d'esses missionários, aliás muito bom sacerdote, é pessoalmente interessado em que se não faça a troca, porque há bastantes annos missionário na capital do districto e ali tem dispensado dinheiro seu na construção de boas igrejas.

Por isso foi justamente nas duas christandades sujeitas a esse talmúis: simarior que se manifestou opposição da parte dos christãos. — Terceiro. — O senhor Prefeito Apostólico, em lugar de fazer acordar panhar d'esta ultima vez o nosso missionário por um padre que cumprisse o que me promettera, mandou com elle o Padre Fourquet; isto é, aquelle Missionário que desde meado de mil novecentos e tres, já foi por decas vezes á Europa para ver se conseguia a derrogação do Decreto de tres de fevereiro d'aquelle anno! — Quarto. — A boa vontade d'ajudar o nosso missionário, que já era de presumir, mostrou-a o Padre Fourquet logo em Cantão antes de partir para Sheowing, dizendo ao nosso missionário que talvez a pessoa encarregada das chaves da igreja e residência missionária.

O receio da apostasia dos christãos de que pretendem tirar partido, é infundado, como já lhes mostrei, para não dizer fingido.

I have the honour to forward to Your Excellency enclosed copies of a letter from the Reverend Bishop of Macau and another from the Overseas Secretariat, outlining the difficulties raised by the Apostolic Prefect of Canton regarding the handover, on the side of Macau, of the jurisdiction pertaining to the Shap Kung district, in exchange for that ceded to the island of Hainan.
I request that Your Excellency take note of the circumstances detailed in the aforementioned letters, and urge the Holy See to issue instructions to the Apostolic Prefect to implement the agreement which, as Your Excellency is aware, was concluded between the governments of His Majesty [the King of Portugal] and the French Republic, and approved by decree of the Holy See.

With reference to the note indicated at the close of the predecessor’s dispatch of 29 May, number [illegible], of last year, I have taken occasion to inform the Reverend Bishop of the Diocese of Macau of the developments regarding the representative in Paris, concerning the resolution of the question of jurisdiction over Hainan Island and the Shao-ting district, resulting from negotiations initiated between that Prelate and the Apostolic Prefect of Canton.
By a dispatch dated 8 June last, it is reported that the Bishop has restated the terms established during those negotiations up to the conference held with the Apostolic Prefect on 4 December 1866. It was resolved at that conference that, effective immediately, Hainan Island would pass into the jurisdiction of the Apostolic Prefecture of Canton, while the district of Shao-ting (or Shao-ing) would fall under the jurisdiction of the Bishopric of Macau. The conditions for conduct ahead of a new meeting were also established.

By pontifical decree of 16 March 1864—provision was made for the request, given that the Apostolic Prefect of Lusitania officially informed [the authorities] at the end of last February that he would not proceed with the implementation of what had been agreed upon with the advice of Rome and submitted to the Holy See. In view of this declaration, the Bishop of Aracaju requested, by telegraph, authorisation—which was granted—for travel to Europe, taking the opportunity to deal directly with the matter in Rome; but in order for his efforts to be effectively supported, I consider it necessary that the measures requested by him in the aforementioned letter of 8 February be adopted, a true copy of which has been transmitted to the city of Lisbon, urging that, due to the urgency of the matter, the necessary instructions be dispatched promptly to our representative in Paris and to the Delegate of His Excellency accredited to the Holy See.

Most Illustrious and Excellent Sir,
I have the honour to acknowledge receipt of Your Excellency’s correspondence dated 11 October and 16 December last, informing me of the communications received by the Ministry of Foreign Affairs from His Excellency the Portuguese Minister in Paris, regarding the agreement concluded between myself and the Apostolic Prefect of Canton concerning the exchange of jurisdictions over Hainan Island and the Shao-King (or Sheung-king) district.
Indeed, following several prolonged conferences—specifically convened on multiple occasions in Macau—between myself and the delegate appointed by that Prelate, it was resolved to proceed with the implementation of the Propaganda Fide decree of 3 February 1903, as further clarified by the Pontifical Decree of 16 March 1904.

I wished, as I have previously indicated to the government of His Majesty in various official communications, that the island of Hainan should come under the jurisdiction of Macau, together with the district of Sha-King and certain sub-prefectures to the south thereof; and I maintained this claim even after the clarifications provided by the Holy See regarding the Decree of 3 February, because the Prelate of Canton had expressed a willingness to reach an agreement with me on an alternative delimitation. However, I ultimately withdrew my claim, as that Prelate refused to concede what I was demanding; moreover, in exchange for what he was prepared to cede, he sought from me not only the island of Hainan but also the most valuable portion of the district which the Decrees of the Holy See had assigned to Macau.

The agreement was effectively concluded by the Bishop of Macau. In addition, mid-October was set as the date for a further meeting, at which the reciprocal handover of the exchanged territories would take place and the appropriate official record would be drawn up and signed; immediately following this act, the French missionaries were to leave the Sheung-ying district, and the personnel of the Portuguese mission were to depart for the island of Hainan. — This was the agreement which the Prelate of Canton stated in a telegram to Paris had been concluded between him and myself, and which he subsequently explained in a formal report. It is likewise this agreement to which our esteemed representative accredited to the government of the French Republic referred in his communications to the Ministry of Foreign Affairs.

Final allocation of the exchanged territories has not yet been completed. This delay is due to an agreement previously reached between myself and the Prelate of Bantãs, whereby missionaries from both jurisdictions would first visit the mission stations in order to mutually inspect and take formal inventory of the assets present at each location.
This procedure was carried out in Plainam, where our missionaries acted in a proper and courteous manner towards the representative sent by Monsignor Prefect Ayros. The latter received a copy of the inventory signed by himself and by the superior of the Portuguese Mission, who accompanied him throughout the process.
In the case of Dum Shao-King, however, such an arrangement has not been easily achieved, owing to certain opposition on the part of some Christians—individuals of little actual significance, but whose resistance the French missionaries have sought to exaggerate for their own purposes.

Apostolic.—The clergy of Canton did not receive the Decree of 3 February 1903 with favour, and now that its implementation is underway, they are endeavouring by all means to prevent it or at least hinder its execution. It suffices to inform Your Excellency that, since the publication of that decree and on account of it, one of the priests from Canton has already travelled to Europe twice! On two occasions, following our agreement with the delegates of the Prefecture—as mentioned above—I sent missionaries from Macao to Canton bound for Sheo-King, in order to fulfil the stipulations of our agreement. The first time, the missionary was not permitted to proceed beyond Canton, being dismissed under the pretence that the visitation should begin via Hainan!

to put an end to such affronts! I lodged a vigorous protest with the Apostolic Prefect regarding this manner of conduct, which is all the more reprehensible given that His Lordship had promised me that the Portuguese missionary would be accompanied by a missionary priest, his delegate, whose presence would ensure due respect; yet he failed to honour this commitment, sending not a priest but a student from his seminary! Most recently, on the twenty-eighth of January, I dispatched to the area the Superior of the Macau Mission, Father Manuel José Pitta, whom I had specifically summoned for the purpose of entrusting him with this mission. From various locations, he has written to me, informing me of the manner in which he has been received, and has promised to return to Macau at the beginning of March.

The missionary was very well received, and in his Christian community the new arrangement encountered no opposition. To convince Your Excellency that I am not making these complaints without cause regarding the French missionaries of Canton, the following factors should be noted: First—The two European missionaries present in the district withdrew to Shanghai and thence to Japan, leaving their Christian communities abandoned, specifically so as not to assist our missionary in the visit he was about to undertake. This occurred despite the fact that their prelate, in response to my formal protest, had assured me that he would provide full support to our missionary to ensure the new visit proceeded successfully. Second—One of these missionaries, otherwise a very capable priest, has a personal interest in preventing the exchange, having served for many years as missionary in the district capital, where he has invested his own funds in the construction of substantial churches.

I observed, during the negotiations we conducted, a particularly strong insistence on ensuring that this portion of the district would remain under the jurisdiction of the Apostolic Prefect of Canton. It was therefore precisely in the two Christian communities subject to this *talmud*—a term here used in its historical ecclesiastical context referring to canonical regulations or local ecclesiastical authority—that opposition on the part of Christians became evident.
Thirdly.—Instead of appointing, upon this most recent occasion, a priest who would carry out the agreement previously promised to me, the Apostolic Prefect dispatched Father Fourquet; namely, that Missionary who, since mid-1903, had already travelled to Europe on at least ten occasions attempting to secure the revocation of the Decree of 3 February of that year.
Fourthly.—The willingness to assist our missionary, which might reasonably have been expected, was demonstrated by Father Fourquet himself shortly after arriving in Canton and before departing for Sheowing, when he informed our missionary that the individual responsible for holding the keys to the church and the missionary residence might be replaced.

This is precisely what occurred, with that priest—representing the Prelate of Canton in a Christian community abandoned by his missionary—feigning ignorance of his duty under such circumstances to seek out the local mandarin in order to secure respect and obedience, rather than allowing the missionary once again to be deceived and insulted through petty intrigue! — Now that Father Pitta has returned to Macau, the final act of reception and formal handover of the territories permitted must take place, as previously agreed between myself and His Lordship the Apostolic Prefect of Canton. — It is possible that this Prelate may yet come forward with new pretexts to further delay resolution of this unfortunate matter. — Clearly, there is now a serious justification for insisting upon compliance. The alleged fear of apostasy among Christians, which they claim to exploit as a reason, is unfounded—as I have already demonstrated to them, if not outright feigned.
