Tenho a honra de acusar recepção do ofício nº4A, de 5 de
Janeiro relativo à constituição de um novo vicariato apostólico
que abrange parte das regiões pertencentes ao vicariato de Can-
tão, e cujos limites foram definidos nos termos, que V. Exa. trans-
creve, da "Littera Apostolica", de 1 de Agosto ultimo

Concordando inteiramente com a opinião expressa por V. Exa.
de que, no caso dessa resolução da Santa Sé reduzir os limites
da diocese de Macau, nenhuma vantagem teríamos em permitir que
fosse feita unilateralmente, expuz o caso ao Sr. Ministro das Co-
lonias, para averiguar se, pela criação do novo vicariato aposto-
lico, sofreram quaisquer modificações os confins da diocese de
Macau. Segundo informação telegráfica recebida do Governador de
Macau, a área daquela diocese não foi alterada.

Tenho a honra de comunicar a V.E. que em o numero de I de dezembro
findo das "Acta Apostolicae Sedis" a paginas 562 e 563, foi publicada uma
"Littera apostolica" de agosto ultimo, pela qual a Santa Sé constituiu
um novo vicariato apostólico com parte das regiões pertencentes ao vica-
riato de Cantão, na China, segundo nela se refere. ——— Seus confins
define-os assim: " ab actuali Vicariatu de Canton in Sinis, praeter insu_
lam mox memoratam, partem etiam abscondimus, quam Sinensium mare allicit
ad meridiem, ad occidentem vero Tonkinensis regno, ad septentrionem [UNCLEAR: best interpretation] si provinciae fines claudunt, ad orientem vero cingunt fines meridiona_
lis sub prefecturae Sin Yi, exucta nempe limitum linea ab ingressu Sin

Ao novo vicariato foi dado o nome de "Vicariatus apostolicus de
Quang Tong occidentalis et de Hainan" com residência do vigario em
Fort Bayard e a sua administração foi confiada à Sociedade de Paris
para as missões estrangeiras.

Como na referida "Littera" se diz que o novo Vicariato é desdobra-
mento do anterior de Cantão e a area respectiva é parte da abrangida
por aquele, de concluir é que nenhuma modificação se tenha produzido em
prejuízo da jurisdição do bispo de Macau.

Mas, porque o vigario de Cantão é Mons. Guébriant, pertencente à dita
Sociedade de Paris para as missões estrangeiras, e, segundo comuniquei a
V.E. nos meus citados ofícios, os designios, tanto d'um como d'outra, parece
serem no sentido de obterem a reducção da area jurisdicional da diocese de
Macau, rogo a V.E. o favor de mandar averiguar se, de facto, a citada Littera
estabeleceu algumas restrições na area da mesma diocese e, em caso afir-
mativo, de me enviar as instruções que, no seu superior critério, entenda
convenientes. ——— Parece-me que nenhuma vantagem ha para Portugal, se aca-
so houve reducção nos limites da diocese de Macau, permitil-a, assim feita

His Excellency the Portuguese Minister to the Holy See

I have the honour to acknowledge receipt of Your Excellency’s dispatch No. 4A of 5 January, concerning the establishment of a new apostolic vicariate encompassing part of the territories previously belonging to the Vicariate of Canton, the boundaries of which were defined, as Your Excellency transcribed from the "Littera Apostolica" of 1 August last.

Fully concurring with Your Excellency’s view that, should this decision by the Holy See result in a reduction of the territorial limits of the Diocese of Macau, it would be to our disadvantage to allow such a change to proceed unilaterally, I have referred the matter to the Minister for the Colonies to determine whether the creation of the new apostolic vicariate has entailed any modifications to the boundaries of the Diocese of Macau.

According to telegraphic information received from the Governor of Macau, the area of the said diocese has not been altered.

Your Excellency, Minister of Foreign Affairs,

I have the honour to inform Your Excellency that in the issue of 1 December last of the *Acta Apostolicae Sedis*, on pages 562 and 563, an apostolic letter (*Littera apostolica*) of last August was published, in which the Holy See has established a new apostolic vicariate comprising territories formerly belonging to the apostolic vicariate of Canton in China, as set forth therein.

Its boundaries are defined as follows: "from the present Vicariate of Canton in China—apart from the island soon to be mentioned—we also detach a portion bounded to the south by the Chinese sea, to the west by the kingdom of Tonkin, to the north [UNCLEAR: best interpretation] by the provincial frontiers, and to the east by the borders of the southern sub-prefecture of Sin Yi; specifically, the boundary line runs from the entrance of the river Sin Iic into the sub-prefecture of Mao Meng up to the western boundary of the sub-prefecture of Tien Pe near Ian-ko-heu, then extended from those boundaries directly to the town of Shon Tong, and from there by a straight route to the eastern shore of that same town."

The new vicariate has been named the *Vicariatus apostolicus de Quang Tong occidentalis et de Hainan* (Apostolic Vicariate of Western Kwangtung and Hainan), with the vicar’s residence at Fort Bayard, and its administration has been entrusted to the Paris Foreign Missions Society (Société des Missions Étrangères de Paris).

As stated in the said *Littera*, this new vicariate is formed by division from the former vicariate of Canton, and the territory in question was previously included within the jurisdiction of that vicariate. It may therefore be concluded that no modification detrimental to the jurisdiction of the Bishop of Macau has occurred.

However, since the Vicar of Canton is Bishop Guébriant, a member of the aforementioned Paris Foreign Missions Society—and as I have previously communicated to Your Excellency in my referenced dispatches—the intentions both of the individual and of the society appear directed towards the reduction of the ecclesiastical jurisdiction of the Diocese of Macau—I respectfully request the favour of Your Excellency instructing the appropriate authorities to verify whether, in fact, the cited apostolic letter has imposed any restrictions upon the territorial extent of the Diocese of Macau; and, should this be confirmed, to send me such instructions as Your Excellency, in your superior judgment, may deem appropriate.

It appears to me that, should the boundaries of the Diocese of Macau have been diminished, Portugal would derive no benefit from permitting such a reduction—especially if enacted unilaterally and without consultation by the Holy See.
