Your Excellency,

Pursuant to a proposal submitted in 1898 by the French Republic’s Legation to His Majesty’s Government, and with mutual agreement having been reached between both parties, it is hereby acknowledged that the island of Hainan shall once again be placed under the jurisdiction of the Diocese of Canton (as had previously been the case prior to the agreement concluded on 23 March 1876 between the Vicar General of the Diocese of Macau and the Apostolic Prefect), subject to the following conditions:

1st – In exchange for the cession of ecclesiastical jurisdiction over the island of Hainan as described above, recognition shall be granted of the Bishop of Macau’s jurisdiction over the entire district of Chao-Shing, an adjacent district to Shean-Chau, within which said Prelate currently exercises ecclesiastical authority;

1. That proceedings be initiated regarding the demarcation of territories hereby ceded, subject to prior authorisation by the Holy See;

2. That the transfer of jurisdictions in question shall be carried out on a provisional basis only (provisoria tantum ratione).

The assent of the French Government to these conventions proposed by the Government of His Majesty was communicated to me by the French Legation in Lisbon on 20 December, and again on 13 of the current month.

Under these circumstances, Your Excellency should agree with the Envoy of the French Republic accredited to the Holy See—who will by now have received instructions from his Government—on the formal confirmation thereof.
