Ao 23 do dito mês de Julho de 1636 anno, nesta Cidade de Nome de Deus de Macau na China, no Corpo da Câmara della, estando seus Mores de Vinte, como os Officiaes, q. no dito anno forem, a saber, os Juízes Ordinários Mestre Alonso Torre e Jacome de Moray Pereira, e o Vereador Pedro Roiz Pereira e João Carvalho Pinto, e o Procurador da Cidade Miguel Machado, e bem assim o Povo junto, q. foi chamado, q. se lhe preguntasse, como logo foi feito pelo Vereador do anno Pedro Roiz Pereira, quanto lhes parecia, se querião q. se fizesse o Diretor nesta Viagem de Japão, e q. a Cidade estavão devendo aos Japoneses setenta e tantos mil taeis, e além disso era necessário que o Diretor da Náo, e mais gente da Cidade, viessem, e conforme isto, q. lhes parecia; o que ouvido foi todo, offertarão ao maio ir votar, q. se fizesse a cinco por cento, e esse como ce fez voto desta Cidade, e não fez outro nenhum, q. fosse, q. esta era a sua vontade: e affirmaõ isto foi proposto pelo dito Vereador, q. conforme hui Regimento do Desembargador Sebastião Torre Paes, q. estava nesta cidade, fez ordenava, q. não accrescentasse a nenhum [Anotações marginais] No topo, à direita: "Nº 2." On 23 July 1636, in the City of *Nome de Deus* (‘Name of God’) of Macau, China, within the chamber of the Municipal Council (*Câmara*), the twenty municipal councillors (*Mores*) were assembled, together with the city’s appointed officials serving that year: namely, the Ordinary Judges (*Juízes Ordinários*) Master Alonso Torre and Jacome de Moray Pereira; the Councillors (*Vereadores*) Pedro Roiz Pereira and João Carvalho Pinto; and the City Procurator (*Procurador da Cidade*), Miguel Machado. The citizenry (*Povo*) was likewise convened, as required by custom, and formally interrogated—promptly, and on behalf of the Council, by the sitting Councillor Pedro Roiz Pereira—as to their opinion concerning (i) the appointment of a Director (*Diretor*) for the forthcoming Japan voyage; (ii) the outstanding debt owed by the city to Japanese merchants, amounting to some seventy-odd *taéis* (a silver currency unit widely used in East Asian trade); and (iii) the necessity of dispatching both the ship’s Director and other citizens from Macau to Japan, in accordance with the exigencies of the voyage. Having heard the views expressed, all present agreed to proceed to a formal vote, which resulted unanimously in favour of imposing a levy of five per cent (*cinco por cento*) on relevant revenues or assets to finance the expedition. This resolution constituted the sole and definitive vote of the Municipal Council; no alternative proposal was advanced, nor was any other course of action deemed acceptable. The councillors affirmed that this measure had been formally proposed by the aforementioned Councillor Pedro Roiz Pereira, acting in accordance with the regulatory ordinance (*Regimento*) issued by the Royal Judge (*Desembargador*) Sebastião Torre Paes, then resident in Macau.

That no official—whether appointed to Japan or assigned to any other establishment—was currently being sent thither; that those provisions formerly customarily granted for such voyages had now been withdrawn; and that the stipend (ordenado) presently allotted was insufficient to enable the dispatch of suitably qualified individuals—or indeed of individuals of the requisite standing and competence. These considerations, which we have carefully examined and found persuasive, were duly noted. In response, it was observed that, should persons of proven merit and authority be required to travel to Court—particularly where matters of exceptional gravity demand representation beyond the scope of the ordinary duties of the Socorredor—such envoys would be well placed to advocate effectively, in accordance with necessity, for improvements in both civic administration and commercial affairs; and that such improvements may reasonably be anticipated, provided the Crown entrusts this matter to individuals fully conversant with the complexities and significance of the present situation.
Furthermore, the community jointly petitions that, in view of the grave risks arising from the current method of compiling the passenger lists (listas da gente que vai), urgent measures be taken to revise and regulate these lists forthwith; and that such revision be undertaken by the officers of this city, as has long been the established practice and as is expressly requested herein—since, in a matter of such consequence, it would be wholly imprudent to jeopardise the stability of this commerce through administrative delay or procedural uncertainty.

Whereas the imposition of this measure entailed only minimal loss to their estates, and was contrary to the liberty granted by God and His Majesty to His vassals—namely, the right to determine and govern their own estates independently, either in person or through duly appointed agents or attorneys—and whereas they formally protested the inception of this new form of governance, requesting that His Majesty and the Lord Viceroy restore the government of this territory to its former customary practice; such restoration being essential to preserve His Majesty’s sovereignty over these realms of Japan and China—realms of considerable utility to the Crown, given the commercial intercourse conducted therein for the Royal Service, the augmentation of the royal revenue, and the welfare of His Majesty’s vassals; and whereas, in consequence of this restoration, they sought both to reconstitute and to distance themselves from the recent administrative innovations, they commissioned the drafting of this instrument, wherein all signatories affixed their signatures; and others were requested to appoint the aforementioned parish priest (the *paro*) as auditor, entrusting him jointly with the said municipal officers (*oficiais*) to oversee the expenditures incurred in connection with the said *enleitos* (i.e., the formal civic assemblies or town councils), to examine the accounts thereof, and to supervise all other matters pertaining to the administration of this settlement—including, in particular, full transparency regarding the disbursement of public funds; I, Gaspar Correa Coelho, Alferes (a rank equivalent to ensign or junior officer) and Notary of the Municipal Council (*Escrivão da Câmara*), have transcribed this document.
