este caldeiraõ, de que informaraõ mal a V. Mag.de, a penas tem
renda equiuivalente pera as despesas, e penções neceçarias, a que
esta Cidade está obrigada, asy com os Mandarins gouernadores
desta Prouincia, como com os de Japão, quatro Religiões mendican-
tes, casa de misericordia, e dous hospitaes que sustenta, e outras

Sir,
From the letter which Your Majesty was graciously pleased to have written and dated 20 March 1625—concerning the requests we made to serve in the Chamber of this City of the Name of God in China—we understand that Your Majesty, for the reasons and considerations stated therein, would see fit to order that the ordinary stipends due to the Bishop and the Oidor (Chief Magistrate) of this city be paid from the surplus revenue known as the *caldeirão* of this city. We greatly appreciate this intention and are eager to comply fully with our obligations as loyal and faithful vassals; however, the said *caldeirão*, about which Your Majesty has been misinformed, scarcely yields sufficient income to cover the necessary expenses and pensions to which this city is committed—namely, payments to the Mandarins governing this province and those of Japan, support for the four mendicant religious orders, the Misericórdia charity house, two hospitals maintained by the city, and numerous other essential expenditures.
Moreover, at present, the inhabitants of this city are severely burdened by the losses they have suffered in recent years, and by the considerable expense incurred through loans taken out to finance the fortification and maintenance of presidios (garrisons) arriving here at their own expense from Goa and Manila. To this day, the city remains indebted for many thousands of cruzados, an obligation not yet discharged despite the voyages undertaken for this purpose, placing Macau at risk of complete financial ruin. In view of this, we humbly entreat Your Majesty to extend such mercies as are worthy of your Royal person.

The reason why the instructions issued by Your Majesty cannot be carried out, as I have been informed, is as follows. Your Majesty has ordered a more thorough examination of the accounts, and this city has accordingly referred the matter to the competent tribunals regarding expenditures, whether any have occurred in service to Your Majesty or to this post; authentic payment records are to be provided by the procurators who proceed to this fortress in Your Majesty’s name. Furthermore, it should be noted that Dom Frigge, your Captain-General of this city, was dispatched this year with orders to maintain vigilance and tranquillity both among the local inhabitants and with the Mandarins, the governors of this Province; he has discharged these duties with commendable diligence and ability, fully deserving of recognition not only here but also in other, more elevated stations, for the defence of our territories against enemies, given his prudence and experience as a capable captain and governor, loyal to the service of Your Majesty and to the public good of this city, to which role he has been accepted with general satisfaction.
Regarding the appointment made by Your Majesty concerning the ecclesiastical governance of this Kingdom, whereby Dom Diogo Valente has been designated, he has conducted himself throughout with due propriety and distinction; for he is truly worthy and meritorious, both through the zeal and dedication with which he has attended to the service of God and of Your Majesty, and through the eminent example of his life and moral edification, which he has offered to all. It may well be that, if we had such another leader, we might overcome and resolve the adversities we have faced. May God bring him from India, where he currently resides, to this outpost, which stands in great need of his presence, and thereby enhance its honour and glory, as well as the civil order of the same Realm. May God preserve the Catholic faith and the Most Reverend Lordship of Your Majesty for many long and prosperous years.
