Edict dated the thirty-first day
[Main text]
The Left Magistrate hereby issues the following edict to the foreign headmen, including *Yālūduō* and others, for their information and compliance:
Pursuant to instructions received from the Military and Civil Administration (*Jūnmín Fǔ*), a permit—designated ‘Ship No. 23’—has been issued to the ship’s master, *Huá Māoshū Xiǎoxiū*, and is enclosed herewith. This permit is to be formally transmitted to the said foreign headmen, who shall immediately deliver it to the ship’s master for his receipt and strict observance.
The ship’s master is accordingly instructed to proceed forthwith to the provincial capital (*shěngchéng*, i.e., Guangzhou) to present himself before the Imperial Maritime Customs Commissioner (*Guān Xiàn*) and petition for an additional official travel permit (*piào zhào*) authorising onward passage.
He is further required to declare accurately the full quantity of goods purchased: under-declaration of purchases is strictly prohibited. Upon his return, he must submit, without delay, a detailed manifest listing all imported goods, to be verified against the original permit. Any surplus materials remaining on board after unloading must likewise be declared on the manifest and surrendered to the customs authorities for storage pending final settlement. Upon completion of these formalities, the original permit must be formally surrendered to the relevant office.
All parties are to comply fully with these stipulations. Non-compliance will not be tolerated. This edict is issued accordingly.
