Having responded to Your Lordship’s Despatch No. 3 concerning the offence committed against the *Padroado* in connection with the island of Hong Kong, separated from Macao, I must now state that I concur with the decision adopted by Your Lordship on this matter—namely, to add this new circumstance to the claims already to be presented to the Supreme Pontiff regarding the non-infringement of rights inherent to the said *Padroado*. Nevertheless, I insist that the Order suspend transmission of the Note until the matter of episcopal appointments is clearly concluded—a point which also confirms the contents of Your Lordship’s No. 3 despatch from last year, given the time elapsed since I received it.

The exercise of spiritual jurisdiction by Portuguese ecclesiastical authorities has been disrupted due to the establishment of bishoprics. Having responded to Your Excellency’s Despatch No. 3 regarding the injury inflicted upon the Padroado Eclesiástico through the usurpation of the Island of Hong Kong from Macao, I must now state that I concur with the decision adopted by Your Excellency on this matter—namely, to bring this new circumstance to the attention of the information already being submitted to the Supreme Pontiff concerning the usurpation of rights inherent to the same Padroado. Nevertheless, I have received instructions to defer the delivery of the Note until the matter concerning the appointment and confirmation of Bishops is sufficiently resolved—a point which also relates to Your Excellency’s despatch No. 15 from last year. Some time ago, I received your No. 2 (highly confidential).
