Não exercitei até ao presente no Seminário alguma jurisdição; uns fizeram de tê-la exercido, todas aquelas seriam com o prelado local, não com o Bispo de Pelotas, que ali exerce como delegado: logo, dada ocasião de ter ali exercido ato de jurisdição, não houve, nem questões, ou desinteligência se pode imaginar neste assunto por parte do Bispo de Pelotas. Ordenou V. R. ser o luminário de Deus se- gundo o plano que a congregação muito à sua V. M. (fizera), que isto fora com o consentimento de D. G. Marcelino José da Silva, Bispo de Macau; que feita qualquer mudança, ou os padres se iriam embora, e ele não viria outro. A estas forças respondi que eu não procuraria aforte esta lei; Ordeno que eu às elas como vos falo, que eram que devíamos reduzir às Ordens do Soberano; que tantas autoridades tinha A. Your Majesty and Most Excellent Lord,
By Royal Warrant dated 10 June 1813, Your Excellency has directed me to report whether any disagreement (as is presumed) has arisen between myself and the Bishop of Pelotas concerning the exemption status of the Royal Seminary. I hereby solemnly declare that, for my part, no such disagreement has existed—nor has it ever existed—between myself and the said Bishop on this matter. Whoever has asserted otherwise speaks falsely; and this assertion appears unfounded, as demonstrated by the following considerations:
The Royal Seminary falls under neither the jurisdiction of the Bishop of Pelotas nor that of the Doctor [i.e., the royal official or ecclesiastical lawyer referred to in context]; indeed, the Bishop exercises no authority whatsoever over the institution. Consequently, no question—still less any disagreement—could legitimately arise between us on this subject.
To date, I have exercised no jurisdictional authority within the Seminary. Any such authority purportedly exercised by others would have pertained solely to the local prelate—not to the Bishop of Pelotas, who serves there only in a delegated capacity. Hence, even were occasion to have arisen for the exercise of jurisdictional acts within the Seminary, none occurred; nor can any dispute or misunderstanding on this point be reasonably imputed to the Bishop of Pelotas.
By Royal Instruction dated 11 May 1810, His Majesty commanded that I consult with Counselor Miguel d’Arruda Brum de Silveira and jointly formulate an opinion regarding the appellate jurisdictions (*alçadas*). While I acknowledge that I was not at liberty to disregard the Royal Orders, I did not, in fact, enter into consultation with the Bishop of Pelotas. Nevertheless, though I thus failed to consult him—as I was required to do—I emphatically affirm that I did not *fall out* with him. There was no rupture, estrangement, or breach of courtesy; merely a procedural omission.
Subsequent to the remission of the Court of Justice (*Corte Justicária*), its functions having been transferred, the matter ceased to require joint deliberation.

This month, the Bishop paid me a visit. He arrived visibly distressed by the proposed revision of the new plan and, expressing profound dissatisfaction, stated—substantially as follows—that the said congregation had secured from Dom António de Almeida e Noronha (D. A. R.) formal approval for their scheme, which they styled ‘the luminarium of God’, in accordance with the plan previously submitted to His Most Serene Highness (H.M.S.H.) by the congregation itself; that this approval had been granted with the consent of Dom Guilherme Marcelino José da Silva, Bishop of Macau; and that any alteration to the approved arrangement would precipitate the departure of the priests concerned, and no replacement bishop would be forthcoming.
In reply to these assertions, I declared unequivocally that I would not seek to enforce such a measure. I affirmed that, as I now state to Your Excellency, we were bound to conform strictly to the Sovereign’s ordinances; and that Dom António de Almeida e Noronha possessed no greater authority to rescind the original plan than he did to ratify the second version subsequently advanced by the congregation.
As a matter of practical administration, no substantive addition is warranted here; yet it must be observed that, in this matter of contention, the choice lay solely between unity and momentary discord. Your Lordship will be best placed to assess whether Dom António de Almeida e Noronha’s conduct evinces any lack of accord with the aforementioned Bishop of Macau.
I hereby attest, to the best of my knowledge and in full fidelity to the truth, that the information herein conveyed is accurate.

His Excellency the Most Illustrious and Most Excellent Lord,
By Royal Dispatch dated 10 June 1813, Your Excellency commands me to report whether, as is presumed, any disagreement has arisen between myself and the Bishop of Peking concerning the governance (*guisação*) of the Royal Seminary. I hereby assure Your Excellency that, on my part, no such disagreement has existed—nor ever did exist—with the Reverend Bishop on this matter. Moreover, should the contrary have been reported at Court, such a claim would be untrue; and this, I submit, becomes evident from the following considerations.
The Seminary is neither under the jurisdiction of the Bishop of Peking nor of the District. Neither prelate possesses any canonical or administrative authority over it. Consequently, no question—or grounds for disagreement—can logically arise between us on this subject. To date, I have exercised no jurisdiction whatsoever within the Seminary. Rather, I entrusted its day-to-day administration to those individuals who would ordinarily act in concert with the local prelate—but not with the Bishop of Peking, who resides there solely as a guest (*hospede*). Thus, even were occasion to arise for the exercise of an act of jurisdiction therein—which, in fact, has not occurred—no dispute or misunderstanding could reasonably be imagined between myself and the Bishop of Peking on this point.
I further recall to Your Excellency’s attention the Royal Instruction of 17 September 1810, whereby I was directed to collaborate with Counselor Miguel de Arriaga Brum da Silveira in formulating the plan for the Missions. Having undertaken this task in good faith—and having neither deviated from the stipulated laws (*Leis*) nor entered into any formal consultation with the Bishop of Peking—it is entirely accurate to state that I did *not consult* the Bishop; but it is categorically inaccurate to allege that I *fell out* with or *disagreed* (*desintendi*) with the Reverend Bishop.
Subsequent to his arrival and upon learning of his true intentions, I proceeded—

I visited His Lordship the Bishop, who informed me—affirming emphatically—that the matter concerning the new seminary plan involved a fundamentally different content from that previously understood. He stated, in this present residence, that the Congregation had secured from His Royal Highness (H.R.H.) the designation of the Seminary as *his* institution, in accordance with the plan originally drawn up by the Congregation itself; and that this arrangement had been made with the consent of Dom Marcelino José da Silva, Bishop of Macau. Furthermore, His Lordship added that any alteration to this arrangement would result either in the departure of the existing priests or the appointment of others in their stead.
To these points I replied that I would seek clarification directly at the Court of His Sovereign Majesty; and that both I and the members of the Congregation, as loyal vassals, were bound to obey the Sovereign’s commands—commands which His Royal Highness had exercised with such authority over the Congregation for many years.
This approach achieved nothing. With regard to this matter, there was neither genuine concord nor even the slightest appearance of mutual understanding between the Bishop and myself.
This is the full and truthful account I am able to render to Your Excellency.
