署香山縣左堂紀錄二次顧，爲稟報事。乾隆十年九月十四日奉軍民府信牌，乾隆十年九月初八日據該縣丞呈據澳門夷目咹嚕哆等稟請給與紅毛迯夷吹嗎喇吠等二十七名往省附搭商船歸國等。由到府據此惟查紅毛國商船來廣貿易易前後到有數隻，今據稟稱搭船回國，第所搭何人、商船是何姓名，投在何行，未據聲明，不便給照合行查明備牌仰廳照依事理即便轉飭該夷目查明具由申覆。本府查核毋得遲違等因，奉此合就飭行。爲此牌行該夷目照依事理文到立即查明前項夷人所搭何人、商船是何姓名，投在何行，逐一聲叙明白稟覆。

*Office of the Acting Magistrate of Xiangshan County, Left Subprefectural Administrator*: Second official record concerning a memorial submission.
On 14 September (Qianlong 10th year, 9th month), this office received an official dispatch (*xìn pái*) from the Guangdong Provincial Military and Civil Administration (*Jūnmín Fǔ*). The dispatch stated that, on 8 September (Qianlong 10th year, 9th month), the County Assistant Magistrate (*xiàn chéng*) had submitted a memorial—originally presented by the Macau *Yí mù* (‘foreign headmen’ or ‘overseers of foreign residents’), including Anluduo et al.—petitioning the grant of official travel permits (*zhào*) for twenty-seven British subjects (referred to in contemporary Qing administrative terminology as *Hóngmáo yí*, lit. ‘red-haired foreigners’) who had fled to Macau, including one named Chuimàlāfèi, so that they might board merchant vessels bound for Guangzhou (Canton) and return home.
Upon receipt of this submission, the Provincial Administration reviewed the matter and noted the following: Several British merchant vessels have previously arrived in Guangdong for trade; however, while the petitioners state their intention to depart aboard such a vessel, they have not specified (i) the identity of the individual(s) whose vessel is to be used, (ii) the name of the vessel itself, or (iii) the mercantile firm (*háng*) with which that vessel is registered. In the absence of such particulars, it is not possible to issue formal travel permits (*zhào*). Accordingly, this office hereby orders the relevant authorities to investigate fully and submit a detailed report for review. You are instructed to direct the *Yí mù* immediately to ascertain and formally report—clearly and comprehensively—the identity of the vessel’s owner or master, the vessel’s name, and the mercantile firm under which it is registered.
This office will then examine the findings and forward the matter for approval of the requisite travel permits, enabling the aforementioned foreigners to depart aboard the designated vessel. No delay is permissible.
