Com effeito este arranjo findou pelos annos de 1820, pelos dezintes Bispos a tratar com ligeirezas, e motivos particulares de alguns, que não gostavam do dito arranjo preciso. Seguido-se a infeliz época da revolução de Macau, e alguns de Macau principiarão na anterida ilha de Lintin a fazer a feira do anfião, e dos mais géneros em evidente rúina dos Direitos Reaes, e da Cidade, a ponto tal, que à Ilha de Lintin, pois uns moradores principais nestes tempos nada, ou quasi nada têm refundido são vem. N., pois, tendo-se no exercício de duas funções da Militar, Republicana, Civil e Militar, os gêneros como tinha jurado as barcas edificadas ao novo regimento do navio portuguesa, fez por voto das ordens, conforme o Decreto de 8 de Abril de 1821, que consta todos por legitimados quando (preceito) não fizerem como eram legitimadas por seus títulos legais. Although the Bishop of Macau continues to be the target of the illusory claims—still rashly disseminated by the faction—on 3rd April 1827, as recalled in the dispatch issued by the Secretary of State to whom it was entrusted, through whom God saw fit to obstruct the malicious designs of the Napoleonic party of the *quinqueannos*, armed only with the duty of conscience, love for and ties to Overseas Territories, and despite the many obligations owed to the Sacred Person of His Majesty of the Ultramarine Realm; I now present to Your Excellency a matter which, although conducted according to civil custom, has nonetheless been entrusted to me personally. This matter, if properly addressed, will serve the interests of the Royal Household and of the City.

It is this: Although under certain circumstances, Representatives had been authorised—under the authority of the Bishop of Estrado, Miguel d’Arriaga Brum da Silveira—to oversee the import and export of opium (*Anfión*) into this City, an arrangement which lasted several years and proved evidently advantageous to both the City and its inhabitants, this system came to an end around the year 1820, due to the negligence of subsequent bishops and the personal objections of certain individuals who disapproved of the said necessary arrangement.

Following this, the unfortunate period of the Macau revolution ensued, during which certain residents began conducting an opium trade on the nearby island of Lintin, along with other commodities, thereby manifestly undermining Royal Revenues and the prosperity of the City. The situation deteriorated to such an extent that, in recent times, leading residents have contributed little or virtually nothing to the City’s customs revenues. Consequently, public administration has been compelled to seek and secure substantial loans in order to meet ordinary expenditures—a state of affairs for which the Bishop-Governor was not only negligent, but actively contributed by incurring considerable debts, including those contracted from Chinese merchants, ostensibly to service these very obligations.

On 31st May 1829, the Bishop-Governor—not only having failed in his duties—was himself instrumental in accumulating extensive debts, even engaging Chinese traders in order to finance such liabilities.

I recall that this was the initiative of Field Marshal António Barreto, who, having already served several times as interim Governor of the City of Macau, expressed satisfaction on the subject. Em geral, havendo em todos os Governos Peninsulares descontentamentos, tanto nesta cidade: estas preocupações provocadas pelo mês de Agosto de Manuel, mesmo se instalações houve como durante os Cursos com os altos oficiais que gozavam antes do tempo do mês de Agosto, agora reconhecidos governando como Primas de todos os respectivos. Foram os diocesados ou contágios de fomento, mas quando total anarquia se observou sem a lei que a queria. Although the Bishop of Macau continued to be the target of the favours granted on 3 April 1829—favours consisting of illuminations—by the faction, which at that time still acted timidly in its remonstrances, these were conceded by the Secretary of State for Overseas Affairs so that the Lord might adjust matters accordingly. At this juncture, Your Excellency is humbly reminded that, regarding civil jurisdiction, although it had previously been assigned and entrusted to him, he affirmed his respect due, for many reasons, to the Sacred See of Lisbon; yet his principal aim has always been the welfare of the Royal Household and of the City.

Thus, even under the circumstances, our loan within the district—formerly promoted and funded by the local Macanese Capeadores—was seen as follows: the appointment of the aforementioned Bishop, Miguel d’Almeida Barreto da Silveira, appeared appropriate both to restore order in Macau and to permit the exportation of harpoons from this city, a measure which had lasted for several years and had evidently benefited both the City and its inhabitants. However, if such measures have since been entirely abandoned, this arrangement was originally established around the year 1820, instigated by certain individuals acting under personal motives and objections to the authority exercised by the Chinese Mandarins in educational administration.

Subsequent to the period marked by the revolution in Macau, and following the matter concerning Mr. Dintar’s legacy, numerous foreigners and some residents of Macau began conducting trade fairs on the island of Lantau, dealing in salted fish and other goods in Macao without proper regard to the Royal Duties or the interests of the City. This situation became particularly problematic given that the island of Lantau was increasingly used by leading residents during this period, who either minimised or altogether evaded customs duties payable to the City’s customs house. For this reason, the public administration found itself compelled to seek and promote employment (No. 25°, however), having accumulated substantial obligations necessary to meet ordinary expenditures.

Furthermore, the regulation approved on 31 April 1822—not only was it subsequently interrupted—but also caused considerable harm, extending even to Chinese merchants, all in an effort to settle the aforementioned debts.

Indeed, from 23 September 1823, when His Excellency assumed governance of the city, he immediately sought public support and, in concert with the aforementioned distinguished body, began promoting a new arrangement for said commerce—the sole means of sustenance for Macao.

In fact, this commercial reorganisation was not fully realised at that time due to opposition from certain ill-disposed individuals. The said governor passed away; and after some time had elapsed, several Chinese merchants came before this body, urging the Bishop to take steps to advance the matter concerning this commerce, so that it might be fully implemented to the benefit of both themselves and the city. They further stated that if the Bishop did not intervene in this matter, the Mandarins would appoint no other authority to do so.

Therefore, having heard these merchants and taking into account the indications received from the Mandarins of the district—whose goodwill is essential for maintaining the best possible relations—it is clear that all would be lost unless the Bishop resolves to make the necessary effort to realise this long-desired and long-planned commercial arrangement, bearing in mind the directives previously communicated to him by the said dignitaries and the Senate.

I am convinced that should this commerce fail to operate in Macao, the city’s decline will become inevitable and irreversible—a prospect which the Bishop himself already brought to the attention of the Royal Presence in the year 1823. =/1.54/

Let whoever can double their efforts, for as with all imagined grievances, one suffers under divine judgment. Meio Mody has risen against the evils unfolding within this State, opposing the installation of the Senate. The adversaries, meanwhile, remain virtually criminal in their conduct, such that we may at some point intervene in this matter; for should fortune ever favour us with resources—dabilhas, &c.—contrary to the rightful intentions of those in authority, whose purposes are more significant, then, given the complex and evident circumstances now manifesting more than ever since Manuel’s time—which remains unsettling—confidence would increase through improved relations with the Chiefs. I trust I was summoned on 19 August, and if present, I could examine the causes of the fear which has reached us—moral causes, as well as others amounting already to a hundred miles’ worth of grievances. The circumstances cited yield no rightful grounds for inference towards any external action beyond the scope of the Consultation itself, which affirms my withdrawal. Furthermore, they wish to know by which dates these gentlemen merchants intend to proceed; whether they are willing to undertake this enterprise or not; and, if not, who shall then be entrusted with it.

It is also necessary to ascertain more precisely the smaller portions of the chests (caixas) which remain unsold from previous years, as there is still considerable stock outstanding. To facilitate clearer oversight, Your Government is requested to demand from the Commander of the Casa de Câmara an account showing the manifests of all values pertaining to this tax or duty collected during the current year, so that proper regulation may be established accordingly.

Should this merchant not be trusted, he shall provide 60 patacas as security from the purchaser—whether singly or jointly—and no forced exactions or excessive tare weights (T. Taras) shall apply. It suffices that Your Excellency accept the sum of 60 patacas as part of the sale price. Your Excellency may approach him in such a manner as to ensure satisfaction, having already granted full faith (Fid.). If, however, they decline to accept these terms, then alternative arrangements may be made from among other commercial parties, all of whom stand ready as duly established agents under your subsequent authority.

Should the sum be smaller, our debt will likewise diminish. Or could it be that, in payment for my monthly expenses, we might draw from no treasury at all? Necessarily, we would withdraw no more than 25 or 30 patacas as stated; thus, we no longer require 2,000 patacas. Should further patience be needed—even for hundreds, or a hundred thousand patacas—Your Excellency should still refrain from speaking with the residents just yet, as we intend to settle the matter ourselves by the months of April. Most Illustrious and Excellent Sir,

Although the Bishop of Macao continues to be the target of calumnies persistently levelled by a faction still obstinately opposed to him—recalling, as they do, that it was through him that God chose to thwart their machinations—armed only with the duty of conscience, and motivated by the affection and respect which he owes Your Excellency on many counts—it is with this in mind that the Overseas Council of this City submits to Your Excellency a matter which, while not strictly conforming to ordinary civil procedure, falls within the remit of its responsibilities. This is a matter which must be addressed for the benefit of the Royal Household and of the City itself.

It is this: some years ago, an arrangement was established with the Mandarins of the district, promoted and concluded by the able magistrate Miguel d’Arriaga Brum de Silveira, whereby opium could be landed and exported in this City. This arrangement remained in place for several years, bringing evident advantage to the City and its inhabitants. However, it came to an end around the year 1820 due to disagreements and personal motives on the part of certain individuals who bore ill will towards the said magistrate.

This was followed by the unfortunate period of the Macao revolution, after which many foreigners, along with some residents of Macao, began conducting the opium trade—and that of other goods—on the favoured island of Lintin. This has resulted in a serious erosion of Royal revenues and municipal dues, to such an extent that during this time, the principal establishments of several leading residents have contributed little or nothing to the City’s customs house. Consequently, the public administration has been compelled to seek and secure substantial loans to meet ordinary expenditures. The Bishop-Governor was not only a witness to these circumstances but also actively facilitated significant financial contributions, including large sums from Chinese merchants, in order to cover these urgent expenses.

[Main Text] In order to fully assess the matter and take appropriate measures in this regard, an intelligent and well-informed individual should be consulted. I recall, for this purpose, Field Marshal António Luís Ribeiro, who served for several years as interim Governor of the City of Macao and was duly satisfied in that capacity. Indeed, from 23 September 1823—the date on which His Majesty appointed him to govern the city—no sooner had public affairs settled somewhat than he, together with the aforementioned magistrate Arriaga, began promoting a new arrangement for the said commerce—the sole resource available to Macao.

In fact, at that time the reorganisation of trade could not be fully realised due to obstruction by certain ill-disposed individuals. The magistrate died; and after some time had passed, several Chinese merchants came before this office demanding that the Bishop intervene to advance the matter of this trade, so that it might be carried out to their full advantage and to the benefit of the city. They further stated that if the Bishop refused to intervene, the Mandarins would accept no other intermediary.

Therefore, having heard these merchants and taken into account what they conveyed on behalf of the Mandarins of the District—with whom it is essential to maintain the best possible understanding, otherwise all would be lost—the Bishop resolved to make every possible effort to revive the said trade, which had lain dormant and ruined for so many years, bearing in mind the Royal Determinations previously communicated to him by the said magistrate and Senate. He acted in the firm conviction that, should this trade fail to resume in Macao, the city’s decline would become inevitable and irreversible—a prospect the Bishop himself had already brought to the loyal attention of the Crown in the year 1823.=//S.A//=

Sir = Having sworn allegiance to the Liberal Constitution of 1822, as I have already informed Your Magnificence, and seeing that the republican authorities in judicial, civil, and military offices continue to exercise their functions—authorities who, like myself, had likewise sworn allegiance to the Constitutional Basis and to the new regime of the Portuguese Nation—I considered them, in accordance with the Decree of 18 April 1821, to be fully legitimate; indeed, even if they were not so by virtue of that decree, they remained legitimate by virtue of their lawful appointments.

Nevertheless, there have always been dissatisfied elements within this community; consequently, in this city, these individuals orchestrated the installation on 1 August of the same year of a new Senate of the Municipal Council, endowed with the powers it had previously enjoyed prior to 1784. Since then, governance has lacked authority and coherence in all administrative matters. Only discontent, intrigues, and factionalism have been observed—indeed, persist.

In this state verging upon near-total anarchy, the establishment of the new Senate and its consequences [UNCERTAIN: *preza* – possibly 'effects' or 'pressures'] have followed from the extraordinary course adopted, developments which have now reached the august presence of Your Magnificence through numerous documents that render superfluous any further proof of this lamentable truth.

The legitimate authorities have been—and remain—sacrificed to caprice, slander, calumny, usurpation, and public scandal, becoming mere instruments to unsettle the poor Macanese people. We, who are regarded by the Chinese Christians and Gentiles alike as a community requiring the utmost vigilance and circumspection, are thus exposed to grave reputational harm.

I implore, to the fullest extent possible, that Your Magnificence intervene with all urgency and vigour to address the ills afflicting this settlement before any remedy becomes entirely ineffective. Given the current state of affairs, there is justifiable cause to fear that some infernal device may already be preparing a future blow against us. It is well known and widely suspected that foreign interests harbour designs upon this strategically important location, whose complex circumstances now demand, more than ever, skilled management, diplomatic acumen, and the most vigilant prudence in dealings with the Chinese. Such provisions could easily be exploited, particularly given that many remain profoundly dissatisfied.

Observing the lamentable state in which Macau—your homeland—has found itself in recent years regarding trade with the said Chinese, I have sought diligently to discover some remedy for this city. Indeed, Your Excellency, it seems that decline has taken hold, and all those who care for its vitality perceive that Macau may already have reached the final stage of its complete ruin.

Now, the Chinese are willing to speak with the Mandarins, who stand ready to negotiate the restoration of commercial arrangements—on condition, however, that Your Excellency act as third-party mediator in this matter, explicitly stating their unwillingness to conduct correspondence on this affair without Your Excellency’s mediation. Given that, in recent years, these sectors have fallen into a lamentable state of decline, it is imperative that the respectful proposal on this matter of great importance be duly considered by Your Excellencies’ wise deliberation.

Accordingly, the most effective and beneficial measures should be adopted to address the commercial concerns of both national and foreign merchants—including Chinese and Siamese traders—by establishing a shared centre of assembly. Such an institution, developed in conjunction with the Most Illustrious Lord Governor and Captain General of this City, would contribute meaningfully to the collective prosperity of Macau.

As I am entrusted with the administration of this port, its affairs, and as the person designated to act as head of this municipality, I address this communication to Your Excellency, informing you fully of the proposal made by the residents, which they have requested that I submit to Your Excellency, so that in your most excellent discretion you may determine what seems most appropriate.

The residents have instructed me to inform Your Excellency that, only if graciously permitted by you, they request that the Most Illustrious Lord Governor summon the French merchants currently resident here regarding the matter of Macau timber, just as was done previously with the Paua and S. João cases, holding them accountable on behalf of Mr. Manuel B.a and other royal officials. They propose that these parties be summoned on a date to be determined by Your Excellency, and that the residents themselves will also assemble those who are to attend, in order to ascertain whether these merchants are willing to agree to conduct this transaction or not.

Should it be agreed that the business proceed, it will then be necessary to establish approximately what proportion of the chests that have arrived during the current year—and those still remaining unsold belonging to these gentlemen—might be involved, so that the Most Illustrious Lord Governor may better determine whether he should require Messrs. Carlos, acting as commissioners of the Chamber House (Casa de Câmara), to provide manifests for all vessels arriving at this settlement during the year, enabling a clearer assessment of whether these merchants should remain liable to pay 60 patacas per buyer towards expenses, or not. It is not necessary for the authorities to impose this demand forcibly; it would suffice if these merchants were simply to accept the inclusion of the 60 patacas within the sale price.

The Most Illustrious Lord Governor may approach them in such a manner as to secure their agreement while preserving the welfare of this city. Should they refuse to accept the terms, then alternative measures may be adopted, given that all are subjects of the same august Sovereign.

We wish to know whether Your Excellency will decide to proceed with this matter or not. If Your Excellency intends to proceed, we shall act as swiftly as possible, for there remain no more than thirty days, or slightly more, until the date of our New Year; at that point, all courts will cease operations, and our mandarins will undertake no business until after the festival—after which it becomes more difficult. Currently, there are several buyers who wish to purchase, but cannot do so because the transaction has not yet been finalised. Once the deal is concluded, Your Excellency may rest assured that within a day of reopening, purchases will be made—certainly not fewer than five or six chests. When selling, we respectfully request that Your Excellency consult those who already possess some chests, and kindly inform this House of any developments regarding this transaction.

We reiterate to Your Excellency that the two thousand taels previously discussed—though we could draw upon the guarantee of forty chests—are not urgent. Should we withdraw fewer chests, our obligations will be correspondingly reduced. It may even be that, for a period of half a month, we shall not draw from any chest at all? Were we to do so, it would certainly be less than twenty-five or thirty chests mentioned earlier. Thus, there is no pressing need for the two thousand taels; if required, the amount needed would be very small—no more than one hundred and twenty thousand taels. Your Excellency need not yet speak with the local residents, as we intend to settle the arrangement ourselves by the month of April. Although the Bishop of Macao continues to be the target of calumnies which the faction still rashly utters—bearing in mind that it was he whom God employed to thwart their machinations, acting solely armed with the duty of his conscience, love, and respect, which for many reasons he owes to the Sacred Person of His Majesty—it is in this context that he submits to Your Excellency a matter which, though seemingly civil in nature, nonetheless falls within his remit as Governor; a matter which, if successfully concluded, will benefit both the Royal Treasury and the City.

It is this: some time ago, an arrangement had been established with the Mandarins of the district, promoted and carried out by the able magistrate Miguel d’Arriaga Brum da Silveira, enabling opium to be imported and exported freely in this City. This arrangement lasted several years, bringing evident advantage to the City and its inhabitants. Indeed, this agreement came to an end around the year 1820 due to misunderstandings and personal motives on the part of certain individuals who were opposed to the said magistrate.

There followed the unfortunate period of the Macao revolution; and immediately thereafter, many foreigners, along with some residents of Macao, began establishing an opium market on Lintin Island, trading opium and other goods, to the manifest detriment of the Royal Revenues and the City itself—so much so that, during these times, several leading citizens paid little or nothing at all to the City’s customs house. Consequently, the public administration has been compelled to seek and secure substantial loans in order to meet ordinary expenditures. The Bishop-Governor was not only a witness to these circumstances but also facilitated considerable sums from Chinese merchants towards covering these expenses.

Sir, = The Constitutional Basis having been sworn in February 1822, as I have already reported to Your Majesty’s [Magestade] attention, and public authorities—ecclesiastical, civil, and military, both general and local—continuing in the exercise of their functions having likewise sworn allegiance to the said Basis and to their adherence to the new regime of the Portuguese Nation, they were undoubtedly in conformity with the Decree of 18 April 1821, by which all such authorities were deemed legitimate; even if this were not so, they would still be legitimate by virtue of their lawful titles.

Thus, in this city, certain parties promoted the installation on 19 August of the same year of a new Senate of the Municipal Council (Senado da Câmara), reasserting the powers it had enjoyed prior to 1784—a body which has governed us ever since, consolidating all administrative matters under its authority. However, dissatisfaction, intrigues, factionalism [facções], and a near-total state of anarchy are now evident in Macau; and God grant that matters do not deteriorate further, as I greatly fear.

The establishment of this new Senate, and the consequences / that naturally followed from the extraordinary course adopted / and which continues to be pursued, will reach the august presence of Your Majesty through numerous official documents, thereby relieving me of the necessity to substantiate this lamentable reality. And we wish to know whether Your Excellency intends to proceed with this transaction or not; if Your Excellency does intend to proceed, we must act as swiftly as possible, as there remain no more than thirty-odd days—soon it will be our New Year, at which point all courts will cease operations, and our Mandarins will undertake nothing further until after our festival. Delays will increase costs. Currently, there are several buyers who wish to purchase but cannot do so because the transaction has not yet been concluded. Once the transaction is finalised, Your Excellency may rest assured that immediately upon its opening, at least five or six Chests will be sold. We kindly request that Your Excellency speak with those who hold any Chests, and should they decide to sell, that they graciously inform the Treasury of this matter.

We reiterate to Your Excellency that the 2,000 *patacas* previously mentioned, though drawn from an amount equivalent to 40 Chests, are not essential to us. If a lesser sum is withdrawn, our service will necessarily be reduced accordingly. It may even occur that, for a period of half a month, no withdrawal will be made from any Chest? Nonetheless, we shall certainly withdraw significantly less than 25 or 30 such Chests. Thus, we have no pressing need for 2,000 *patacas*—if required at all, only a very small amount. Regarding the 120,000 *patacas*, Your Excellency need not yet consult with the residents, as we intend to finalise the arrangement ourselves by April; in the meantime, payments will be made gradually.
