To the attention of the foreign merchants Tó Lái Duō et al.:

You are hereby notified that, pursuant to official records, the foreign vessel bearing registration number 21—namely, the *Qiu Bo Luo Shen Ya Li*—was originally detained at this port.

A gale damaged the vessel; a small boat was therefore deployed to return to Guangdong to negotiate with the foreign merchants.
On repeated occasions, they have defied instructions and refused to remit the required customs duties. The Customs Office has accordingly submitted an official memorial on this matter.

Hereby presented is the official directive, which states:

‘It is hereby ordered that Portuguese vessels be examined and classified—distinguishing newly constructed ships from those already in service—and that customs duties be levied accordingly, strictly in accordance with the prescribed tariff schedule based on each vessel’s beam measurement (liangtou) and overall dimensions.’

This is a long-established regulation, and there has never been any precedent for exempting vessels from customs inspection on the grounds of their small size. In the present case, the vessel *Ji Bo Luo Shen Ya Li* (Chibolosheniali), having already put to sea, was wrecked by a storm off the coast of Costa Rica.

The aforementioned vessel is to be dispatched separately to convey cargo back to Guangdong Province and must accordingly be subject to the standard customs duties applicable to newly arrived ships. Should the said foreign vessel fail to comply with these regulations—either through negligence or lack of understanding of proper administrative procedure—the foreign official Anlaiduo (An-lai-to), who holds specific supervisory authority over this matter, shall be held directly accountable.

All matters pertaining to the Portuguese residents were, in principle, under the exclusive jurisdiction of the designated Portuguese headman (‘Yi Mu’), who was responsible for issuing official permits and collecting the requisite duties. Yet the authorities failed to issue clear and unequivocal instructions to the Portuguese vessels, requiring them to pay the full stipulated duties; instead, they permitted repeated instances of non-compliance and deliberate evasion.

Attention is drawn to the absence of proper regulation; strict instructions are therefore hereby issued. Upon receipt of this directive, the said commissioners are to comply immediately and transmit the order without delay to the foreign headman, Lóluōduō, commanding him rigorously to recover the outstanding vessel duty silver owed by the said foreigner.

The western quarter (i.e., the Macau customs office) is required to submit the full amount due by the stipulated deadline. Should any delay occur, even of a minor nature, the responsibility shall fall upon the *yí mù* (‘foreign headman’—a Portuguese community leader appointed by Chinese authorities to act as intermediary) and his subordinates (*lóu luō*, a transliteration of the Portuguese *louros* or *louros de Macau*, denoting junior officials or clerks within the Macau Senate’s administrative apparatus). They shall be held personally accountable for ensuring prompt and complete payment. Should the *yí mù* continue to prevaricate or evade this obligation, all future applications by the Guangdong-based Portuguese community—including requests for official permits (*pái*, i.e., licences authorising trade, residence, or movement)—shall henceforth be refused.

The matter reported herein is not suitable for immediate handover and subsequent despatch.
The relevant licence shall likewise be retained at the Customs House pending assessment of how the matter is to be handled; only thereafter may it be formally accepted. The said commissioner is hereby instructed accordingly.

It is imperative that this matter be investigated and dealt with thoroughly; no delay, prevarication, or evasion shall be permitted.
You are accordingly instructed to report back forthwith, setting out fully the reasons for any action taken—or lack thereof—pursuant to these orders.

In accordance with the foregoing directive, this formal injunction is hereby issued to the foreign headmen (yímù), commanding their strict observance and immediate compliance.

The said foreign merchants are hereby strictly ordered to pay forthwith the vessel duty leviable upon them; the full sum is to be remitted without delay. Should they fail to comply, the responsibility for payment in full shall be placed directly upon the foreign headman, Vileto (or ‘Wei Lai Duo’), who shall be required to settle the outstanding amount immediately.

Should they persist in their previous evasions, all foreign vessels currently present
shall be denied the issuance of outbound sailing permits; furthermore,
no official correspondence or petitions submitted by such foreigners—whether for transmission to higher authorities or for formal endorsement—shall henceforth be accepted.

Failure to comply may result in official censure and disciplinary inquiry.
