Abstract
This is a formal imperial proclamation issued on the nineteenth day of the tenth lunar month in the thirty-second year of the Qianlong reign (1767) by Xīng, Magistrate of Xiāngshān County, Guǎngzhōu Prefecture, under authority delegated from the Provincial Governor (*Dūxiàn*) and the Military and Civil Administration (*Jūnmín Fǔ*). Addressed to the foreign headmen (*yímù*) of Macau—including Wēiláiduō and others—the document mandates structural reforms to the annual Macau–Canton trade delegation (*jiélèisī*, rendered as ‘Jelaisi’), requiring it henceforth to operate under the same official permit (*pái*) as merchants from other foreign nations. It stipulates that delegation members must reside temporarily in Macau at premises assigned to foreign merchants and travel collectively to Guangzhou the following summer under a joint permit. The proclamation orders immediate preparation of official lodgings (*gōngguǎn*) in Macau, convening of the eight principal foreign headmen (*bā tóumù*), and assembly of interpreters (*shāng tōngshì*) at the designated residence to receive further instructions. By special appointment, His Excellency Xīng, Magistrate of Xiāngshān County, Guǎngzhōu Prefecture, with one additional rank and eight commendations for administrative service, plus one commendation for military merit, hereby issues the following proclamation:

To the foreign headmen (*yímù*) of Macau—Wēiláiduō and others—be it known:

Pursuant to an official directive (*píngyù*) recently received from the Military and Civil Administration (*Jūnmín Fǔ*), and having personally reported thereon to the Provincial Governor (*Dūxiàn*), it has been ordered that the *jiélèisī* (a Portuguese term, here rendered as *‘Jelaisi’*, referring to the annual Macau–Canton trade delegation) shall henceforth be required, each year, to travel to Guangzhou under the same official permit (*pái*) as merchants from other foreign nations. Upon arrival in Macau, they are to reside temporarily at the premises assigned to merchants of other foreign nations; the following summer, they shall return to Guangzhou together under the same joint permit.

In compliance with this directive, this proclamation is hereby issued to inform you accordingly. You are instructed immediately to prepare official lodgings (*gōngguǎn*) in Macau, convene the eight principal foreign headmen (*bā tóumù*), and summon the interpreters (*shāng tōngshì*) to assemble at the designated official residence to await further instructions.

This Magistrate will personally proceed to Macau on the twenty-first day of the current lunar month to deliver the Provincial Governor’s edict in person.
