And now wishing to effect this assistance, Her Majesty has already contributed significantly to the building of the said monastery and to works still incomplete, which are expected to reach completion. It is therefore fitting to grant, for this same purpose, two further *Dragens*, in addition to the three aforementioned; with the proviso that the provisions relating to these two additional *Dragens* shall be drawn up in the same manner as those previously issued. Copies of these, duly signed and countersigned, shall be delivered together with this instruction to the Chronicler of the Treasury, to whom this matter pertains, so that they may be immediately enacted within three days, and I may receive notification accordingly.

By His Excellency the King, it is hereby made known to all who shall see this Our Writ that, during the minority of the Queen, My much beloved niece—and by reason of her tender age—it was deemed expedient to grant permission on 29 December [i.e., 29 January] 1611 for a voyage to Japan to be undertaken. Furthermore, I now confirm and renew this authorisation, directing that the proceeds thereof be employed in sending persons from the Religious Orders—skilled architects among them—whom the Queen may dispatch as soon as possible to establish the desired foundation at this Court.

And since this arrangement has been maintained continuously, and must now be brought effectively and fully into execution, it seems fitting to Me that another voyage to Japan should be entrusted to Japanese envoys. Thus, I command with urgency that authority be transferred accordingly; and I hereby instruct that a formal mandate be sent under royal seal to the Captain-Major of India, specifically to Mestre Rio Leão, concerning this matter.

Upon the transfer of such authority, the said voyage shall be immediately undertaken, and precedence shall be given to all provisions herein contained, even if any prior patents or commissions contain clauses to the contrary. All such conflicting orders are hereby explicitly declared null and revoked. Therefore, should any individual arrive under such contradictory authority, they shall not be heeded; rather, whomever is duly appointed to undertake the said voyage and receive the transfer of power shall be placed immediately in possession of the commission and shall execute it effectively.

Moreover, should the said appointee arrive in the city of Macau while the Captain-Major is absent on another voyage, the former shall have the right to seize goods or demand security as necessary. Nevertheless, I expressly order that the designated person proceed with their voyage first. In the said city, the Governor may avail himself of any unencumbered vessel present in the port, appropriating it for the purpose of making the voyage, provided that just compensation is paid to the owners according to fair valuation, without further delay or impediment. This applies particularly in cases where no sufficiently large ship is available in the harbour to carry the customary cargo destined for Japan.

Furthermore, as a mark of obedience, I am pleased to decree that the textiles and other goods acquired in conformity with the said fair at Praga, when shipped back to the Kingdom, shall not be subject to any duties upon entry at the Customs House of the City of Goa.

I further instruct the aforementioned Viceroy and my Treasurers of Finance in that State that, after having loaded into the holds of the ships the gold intended for the biennial voyage, together with the first consignment and other spices to be transported at the expense of my Royal Treasury, they shall cause to be placed in the remaining space all and any textiles and goods originating from the said Praga fair, provided they are deemed suitable and properly packed (without risk of damage).

Moreover, in the event that the Count of Faro and Nobility, D. Teixeira de Franca Vila, whom I have appointed Major of my Royal Treasury, shall determine it advisable, I order that the proceeds derived from the sale of goods belonging to the revenue arising from the said Praga fair be remitted to the designated destinations, there to be reinvested. I authorise such reinvestment to take place via two additional ships beyond the one previously granted, without payment of the aforementioned duties on the second and third uses of the capital; and that the goods purchased therewith be embarked in the said ships in the manner and form prescribed by the alvará.
