Éminence : Cette Légation a pris connaissance de la création d’une nouvelle Préfecture apostolique dans la province de Canton (Chine) par Lettre apostolique du 31 janvier 1924, publiée dans les « Acta Apostolicae Sedis » du 1er avril 1924, tout en étant convaincue que cette décision ainsi que la précédente création de vicariats apostoliques dans la même province n’ont pas été prises par le Saint-Siège dans l’intention de porter préjudice au droit de l’Évêque de Macao d’avoir à sa charge, lorsqu’il aura un nombre suffisant de missionnaires disponibles, l’évangélisation des régions indiquées dans l’article VI du Traité du 21 février 1857 entre le Saint-Siège et le Portugal. Cet article a été reconnu en vigueur, comme Votre Éminence Révérendissime le sait, par l’article XI de la Convention du 23 juin 1886. En remerciant d’avance Votre Éminence Révérendissime d’une réponse à cet égard, j’ai l’honneur de l’assurer de ma plus haute considération.

Sr. Ministro dos Negócios Estrangeiros Em referência ao ofício do Sr. Dr. Pedro Martins N.º 4-A, de 5 de janeiro de 1921 e ao Despacho do Ministério a digno cargo de V. Exa. n.º 4, de 11 de fevereiro imediato, ofício e despacho acerca da criação de mais um vicariato apos- tólico na província de Cantão, cabe-me a honra de par- ticipar a V. Exa. que tendo chegado ao meu conheci- mento que fora publicada nas *Acta Apostolicae Sedis* em 1 de abril do ano findo uma prefeitura apostólica na dita província, dirigi ao Cardeal Secretário a Nota adjunta por cópia. Como V. Exa. se dignará notar, manifestei a convicção de que a criação de prefeituras e vica- riatos naquela província não é feita com intenção de prejudicar os direitos garantidos ao bispo de Macau pelo artigo XI da Convenção de 23 de Junho de 1886. A dita prefeitura apostólica, que foi entregue aos missionários americanos chamados de «Maryknoll», compreende três sub-prefeituras civis denominadas Sanwui, Chak-hai e Sanning, que parece seria muito vantajoso colocar debaixo da jurisdição de facto do bispo de Macau, tanto por motivos de ordem reli- giosa como por motivos políticos e económicos. Rogo a V. Exa. o favor de consultar sobre assunto aquele Exmo. Prelado, se no seu alto critério V. Exa. o julgar oportuno, e de me dar em qualquer caso as instruções que entender necessárias. Em referência ao ofício do Sr. Dr. Pedro Martins Nº 4-A, de 5 de janeiro de 1921 e ao Despacho do Ministério a digno cargo de V. Exa. número 4 de 11 de fevereiro imediato, ofício e despacho acerca da criação de mais um vicariato apostólico na província de Cantão, cabe-me a honra de participar a V. Exa. que tendo chegado ao meu conhecimento que fora criada por Carta Apostólica publicada nas «Acta Apostolicae Sedis» em 1 de abril do ano findo uma nova Prefeitura Apostólica na dita província, dirigi ao Cardeal Secretário a Nota adjunta por cópia. Como V. Your Eminence,
This Legation has taken note of the establishment of a new Apostolic Prefecture in the Province of Canton (China), effected by Apostolic Letter of 31 January 1924 and published in the *Acta Apostolicae Sedis* of 1 April 1924. While acknowledging this measure—and likewise the earlier establishment of Apostolic Vicariates in the same province—the Legation is firmly convinced that neither decision was intended by the Holy See to prejudice the rights of the Bishop of Macau to assume pastoral responsibility for the evangelisation of the territories specified in Article VI of the Treaty concluded between the Holy See and the Kingdom of Portugal on 21 February 1857. As Your Eminence the Most Reverend is aware, the continued validity of that article was expressly confirmed by Article XI of the Convention of 23 June 1886.
In anticipation of Your Eminence’s kind response on this matter, I have the honour to assure you of my highest esteem.

This Legation has taken note of the establishment of a new Apostolic Prefecture in the province of Guangdong (China), as decreed by the Apostolic Letter of 31 January 1924 and published in the *Acta Apostolicae Sedis* of 1 April 1924. While fully acknowledging the Holy See’s authority in such matters, the Legation remains convinced that this decision—and likewise the earlier establishment of apostolic vicariates within the same province—was not intended to prejudice the rights of the Bishop of Macau to assume pastoral responsibility for the territories specified in Article VI of the Treaty concluded between the Holy See and the Portuguese Crown on 21 February 1857. As Your Eminence most Reverend is aware, that provision was expressly confirmed as still in force by Article XI of the Convention signed on 23 June 1886.
The Legation respectfully requests Your Eminence’s kind consideration of this matter and would be grateful for your Eminence’s response.

His Excellency the Minister for Foreign Affairs
With reference to the despatch of Dr Pedro Martins, No. 4-A, dated 5 January 1921, and to the Ministry’s subsequent instruction addressed to Your Excellency, No. 4, dated 11 February of this year—both concerning the proposed establishment of an additional vicariate apostolic in the province of Guangdong—I have the honour to inform Your Excellency that, having learned that an apostolic prefecture had been erected in that province and officially promulgated in the *Acta Apostolicae Sedis* of 1 April last year, I transmitted to His Eminence the Cardinal Secretary of State the accompanying note (a copy of which is enclosed).
As Your Excellency will observe, I expressly affirmed my conviction that the creation of apostolic prefectures and vicariates apostolic in Guangdong is not intended to prejudice the rights guaranteed to the Bishop of Macau under Article XI of the Convention of 23 June 1886.
The aforementioned apostolic prefecture—entrusted to the American missionary society known as the ‘Maryknoll Fathers’ (Catholic Foreign Mission Society of America)—comprises three civil sub-prefectures: Sanwui (Xinhui), Chak-hai (Jianghai), and Sanning (Sanxing). It would appear highly advantageous—on both religious and political–economic grounds—to place these territories de facto under the jurisdiction of the Bishop of Macau.
I respectfully request Your Excellency’s kind consideration of whether it would be opportune, in Your Excellency’s high discretion, to consult the Most Reverend Prelate on this matter; and, in any event, to furnish me with such instructions as You may deem necessary.

With reference to the dispatch of Dr Pedro Martins, No. 4-A, dated 5 January 1921, and to the Ministry’s subsequent directive (No. 4), dated 11 February of this year—both concerning the proposed establishment of an additional Apostolic Vicariate in the province of Guangdong—I have the honour to inform Your Excellency that I have recently learned that a new Apostolic Prefecture was erected in that province by Apostolic Letter published in the *Acta Apostolicae Sedis* on 1 April last. To this effect, I have addressed a note—attached hereto in copy—to His Eminence the Cardinal Secretary of State. As Your Excellency will observe, I therein expressed my conviction that the creation of [UNCLEAR: obscured word] apostolic prefectures and vicariates in the province is not intended to prejudice the rights guaranteed to the Bishop of Macau under Article XI of the Convention of 23 June 1886.
This newly established Apostolic Prefecture has been entrusted to the American missionary society known as the ‘Maryknoll Fathers’. It comprises three subordinate prefectures—Sanwui, Chék Hái, and Sánníng—which, it appears, would be highly advantageous to place de facto under the jurisdiction of the Bishop of Macau, both for religious reasons and for considerations of political and economic coherence. I respectfully request Your Excellency’s kind assistance in consulting the said Most Reverend Prelate on this matter, should Your Excellency deem it appropriate to do so in your high office.
