Account and Appointment

His Majesty, guided by divine providence in matters concerning India, shall proceed in this matter in accordance with the advice received from the Councils, which have determined what is necessary for the preservation and defence of the general administration of that State. He has taken into consideration the need to maintain stability within its institutions, ensuring proper oversight and integrity in office, so that those appointed may act effectively and lawfully. Should they be permitted, such appointments will be proposed preferentially to persons deemed suitable.

To Dom Rodrigo de Sá, currently in Lisbon, who has served with distinction in the armed forces and has already undertaken a mission to India, His Majesty entrusts a new commission to proceed thither with a sufficient escort.

And to Francisco Luís, member of His Majesty’s Council, who previously travelled to India in the company of his lord when he was appointed captain-major of Nau, and who later served in Angola; having also rendered service in military campaigns, and most recently as captain-major of the island of São Miguel—

And from India, to António de Sousa Coutinho and Francelino da Elyva, both of whom have served for many years in that State in positions of importance, possessing the requisite experience and understanding of the affairs pertaining to its governance.

Overall, given their standing and proven loyalty, those originating from India will find it easier to adapt to the conditions required to maintain order, as we intend; His Majesty shall therefore select such persons as are most experienced and deserving. In Lisbon, the sum of six thousand five hundred cruzados shall be disbursed to Cartilho Fernandes Pereira.
