Magistrate Yang of this Prefecture hereby instructs the foreign headman, Mr. Macarotto, to take due notice that, pursuant to an official directive issued by the Provincial Judicial Commissioner (Ancha), you are required to submit a full report concerning the recent case of theft involving the merchants João Agostinho and others. Specifically, you must state:
(i) the nationality of the complainants—namely, Bartholomew Whalley and Macdonell—and
(ii) the nature and description of the goods they brought for trade in Guangdong, together with
(iii) the length of time each has resided in this province.
You are to conduct a thorough inquiry and submit your findings directly to this office without delay.

The Provincial Governor and Imperial Censor has reviewed the petition and hereby instructs this office to issue the following directive.
It is hereby ordered that the said foreign headman immediately submit a formal report identifying:
(i) the national origins of the individuals named ‘Bardi Lihwada’ and ‘Macdonell’;
(ii) the nature and description of the goods they have brought to Guangdong for commercial purposes; and
(iii) the precise duration of their residence in the province.
This information must be furnished in full detail and submitted in writing to this office without delay.
