[Illegible] and ministry, and for the salvation of Saint John, beholding the exemplary life of Christ in co-operating divine mercy, the peoples of those regions—afflicted by infirmity and on the verge of spiritual collapse, ignorant alike of divine and human law, and having fled into darkness and error—are drawn to the way of light, which is Christ, to the knowledge of the Christian faith and to the saving waters of Holy Baptism, and to the grace of the Holy Mother Church; and they advance ever more fully therein. Hence, the Christian religion has spread so extensively and profoundly throughout those territories that it has become necessary to send bishops there not only to confirm those who, while still young and tender in years, are brought thither, but also to sustain others who have hitherto persevered steadfastly in the faith, to preserve them within the communion of the Church, to draw them further towards the light of Christ (here figuratively termed *Lumen Tiberi*, i.e., ‘the light of Tiberius’—a classical allusion likely employed metaphorically in this context to signify ecclesiastical authority or apostolic illumination), and to exercise the episcopal functions proper to their office.

In those same territories—where certain chapels and other sacred sites are already present for the celebration of Mass and other liturgical offices, and for the administration of the ecclesiastical sacraments—it is altogether expedient, especially in the settlement of Macau on the island of Macau, that a cathedral church dedicated to the Blessed Virgin Mary—long since erected and formally established—be provided with a diocesan bishop (Cathedral Antistite) and a resident pastor; thereby enabling the planting of more substantial spiritual foundations and the advancement of divine worship.

[Illegible] multitude, while the city is greatly frequented by lepers, merchants, and other inhabitants—diverse goods being brought thither in considerable quantity both for sale and for acquisition—there exists, within the City and Church of the Blessed Mary, a pious desire on our part to elevate the said church to the status of a cathedral.

[370] That the diocese in question should, for the time being, be administered by those bishops resident therein and inclined thereto; that ecclesiastical functions be duly performed and overseen; and that spiritual assistance—such as may further the honour due to the Divine worship and promote the salvation of souls, as the bishop shall judge expedient—be conferred and diligently fostered. Furthermore, he shall exercise episcopal jurisdiction, authority, and power in full measure; and he shall be free and lawfully entitled to perform all and each of the acts which bishops ordinarily possess and are obliged to undertake—by right of law, custom, or otherwise—in their respective churches, causes, and dioceses throughout the Kingdom of Portugal and the Algarves. In addition, he shall enjoy, as bishop, the foot-washing rite (pedilavium) and the solemn Mass, together with other episcopal insignia, prerogatives, honours, and privileges accorded to him ex officio—subject, in accordance with established metropolitan law, to the contemporary and incumbent Archbishop John, Primate of the Metropolitan See.

[ILLEGIBLE] privileges, immunities, and favours—such as those enjoyed, by right of law or custom, or otherwise, by the eternal cathedral churches of the aforesaid kingdoms and dominions—wherever such rights are held or may hereafter be exercised; and by apostolic authority, through the present instrument, we hereby permanently entitle and institute the said churches to those same privileges, immunities, and favours. Furthermore, we formally constitute and elevate the aforesaid churches in Macau to the status of an ecclesiastical city (*civitas*), as previously indicated; and we likewise establish them as an ecclesiastical province (*provincia*), modelled upon the province of Rhenania (Rhinamarum), as well as the dioceses (*dioeceses*) of Diamá (Diama) and Macau—including the aforesaid islands, together with all adjacent islands and territories, and their respective castles, towns, settlements, localities, jurisdictions, and districts—by virtue of the authority vested in King Sebastian (Sebastião) of Portugal, or in such person as he shall specially nominate, appoint, designate, and constitute for this purpose.

[372] In favour of the Bishop: Likewise, we hereby cede and assign in perpetuity—by virtue of this same authority, with the counsel of the said Brothers and in the fullness of our power—to the ecclesiastical clergy and to the members of religious orders (specularium personarum) then residing within the city of Macau, jurisdiction over the said population. Furthermore, we likewise subject—perpetually, by the same authority, with the counsel of all the said Brothers and in the fullness of our power—the city of Macau, the Church of Macau, and its populace: to the Bishop of Macau, in respect of his episcopal jurisdiction; and to Archbishop John, who holds office as Metropolitan at this time, in respect of his ordinary metropolitan jurisdiction.

Furthermore, we assign to King Sebastian—and to his successors *de jure* as reigning monarch—the right of patronage (*jus patronatus*) and the right of presentation (*jus praesentandi*) to the Cathedral Church of Macau (the *Sé Catedral de São Paulo*, commonly known as the Cathedral of Macau); this right is granted to Us—and to Our successors as Roman Pontiff—within a period of two years, owing to the great distance between Rome and Macau, and notwithstanding any provision to the contrary in the statutes or customary law of the Apostolic See; thus, We—and Our successors as Roman Pontiff—hereby reserve and retain this right of presentation for the said Cathedral Church.

[Illegible] Bishop of Macau, and Pastor, to present candidates for such offices—and for no other purpose; whereas, for the higher ecclesiastical dignities—namely, the post of Pontifical Delegate (or Apostolic Delegate), the principal dignities, and all other canonries and prebends—as well as for benefices to be erected and endowed in perpetuity for the service of Saint Sebastian and for the reigning monarch of the time, we hereby reserve, by this same authority, in perpetuity the right to appoint suitable persons to such dignities, canonries, prebends, and benefices. This reservation applies both at the time of their initial creation and endowment, and thereafter, whenever any such office falls vacant—whether through resignation, death, translation, or any other cause—and regardless of whether such vacancy occurs before the Holy See or elsewhere. The appointment of such suitable candidates shall rest exclusively with the Bishop of Macau serving *in office at the time* (*episcopus Macaensis pro tempore existens*), who shall present them for institution to the said dignities, canonries, prebends, and benefices.

Moreover, the Christian religion has spread so extensively among the indigenous peoples of those territories that there is now urgent need: (i) to strengthen those who, though recently received into the faith, remain spiritually weak; (ii) to preserve in sound doctrine those already established therein; (iii) to bring others into the light of this same faith; and (iv) to exercise the functions proper to the episcopal order.

Among these stands a church dedicated to the Blessed Virgin Mary, erected and founded in situ; within it, several ecclesiastical ministers have been instituted. It is therefore altogether expedient that a cathedral chapter (capitulum) be established there, with a bishop (antistes) and pastor appointed to oversee its spiritual governance and foster greater pastoral care, all for the service and glory of the Lord.

…a multitude—so great that the wealth of the distinguished citizens, the Hercules-born (i.e., *Herculeorum*, a classical allusion denoting noble or heroic lineage), and other inhabitants of the Conventus (i.e., the Roman administrative district of *Conventus Bracarensis*, later adapted in Portuguese colonial usage to denote a jurisdictional or ecclesiastical region) has gathered there, drawn by mercantile opportunity and actively seeking commerce—thereby rendering the place numerically replenished and densely populated. It has thus become established as a City and as the Church of the Blessed Mary; recently, and with pious devotion, it has been elevated to the status of a Cathedral Church.
Having duly considered the matter, after mature deliberation informed by the counsel of those concerned—and with the fullness of Apostolic authority—we hereby accede to the humble petition addressed to us in writing by the aforementioned authorities concerning the erection of fortifications (*castra*). This decision is made for the sake of universal praise, for the glory of the Most Glorious Virgin Mary, for the honour of the entire Triumphant Church, and for the exaltation of the Faith itself; and it is made at the petition of God—here invoked under the title *Deus de Machao* (‘God of Machao’). Accordingly, we decree that the said settlement shall henceforth bear the name *Civitas Machaonensis* (the City of Machao) and *Ecclesia Cathedralis B. Mariae Machaonensis* (the Cathedral Church of the Blessed Mary of Machao), and that it shall be constituted as the seat of a diocese under a Bishop of Machao (*Episcopus Machaonensis*), thereby conferring upon it episcopal dignity and hierarchical stature.

Sebastiani, and for the time being, the faithful of Portugal, together with the Council of the Algarve and its members, shall provide counsel, assistance, and appropriate financial support—through a suitable endowment to be established as soon as practicable—for the erection of the Diocese of Machaon (Machonensis). In the interim, the ecclesiastical persons already instituted in the canonical orders—and Sebastiani himself, along with the clergy serving *de facto* at that time—shall be maintained in accordance with the provisions of the canonical codes. These individuals are to serve the aforementioned Church of Machaon; and through their ministry—and especially that of the Bishop of Machaon—the bishop himself shall discharge his pastoral obligations towards both the local population and other non-Christian (‘barbarous’) peoples. He shall direct them genuinely towards the service of the Faith, instruct and confirm those who are to be converted therein, and administer to them the grace of Baptism—not only to those undergoing conversion, but also to all other Christian faithful residing in the cities and settlements.

Upon the watchtower (*specula*) of the Military Church—bestowing this dignity upon those who rule over all and to whom all are subject—though we have been appointed to this office not by virtue of our own merits, but by divine grace—we extend our pastoral care and jurisdiction to all obedient provinces, especially those in which the truth of the Catholic Faith, to the praise and glory of the Divine Name, daily attains ever greater growth and expansion. Through the grace of God and by the divinely assisted ministry of salvation and exemplary conduct, the peoples of those regions—hitherto deprived of both divine and human law, and consequently ignorant of its sources—have, having fled from error, come to know the true light, which is Christ, and have entered into the embrace of the Most Holy Mother Church; and they continue daily to advance further in the faith. Moreover, the Christian religion has spread so extensively among the indigenous peoples of those territories that there is now urgent need: (i) to strengthen those who, though recently received into the faith, remain spiritually weak; (ii) to preserve in sound doctrine those already established therein; (iii) to bring others into the light of this same faith; and (iv) to exercise the functions proper to the episcopal order.

[Page 366] [Main Text] In those same parts—where Masses and other liturgical offices are celebrated, and where the ecclesiastical sacraments are administered—certain chapels and other sacred sites are presently located in the place of Macau, on the island of Macau. Among these stands a church dedicated to the Blessed Virgin Mary, erected and founded in situ; within it, several ecclesiastical ministers have been instituted. It is therefore altogether expedient that a cathedral chapter (capitulum) be established there, with a bishop (antistes) and pastor appointed to oversee its spiritual governance and foster greater pastoral care, all for the service and glory of the Lord.

…a multitude—so great that the wealth of the distinguished citizens, the Hercules-born (i.e., *Herculeorum*, a classical allusion denoting noble or heroic lineage), and other inhabitants of the Conventus (i.e., the Roman administrative district of *Conventus Bracarensis*, later adapted in Portuguese colonial usage to denote a jurisdictional or ecclesiastical region) has gathered there, drawn by mercantile opportunity and actively seeking commerce—thereby rendering the place numerically replenished and densely populated. It has thus become established as a City and as the Church of the Blessed Mary; recently, and with pious devotion, it has been elevated to the status of a Cathedral Church.
Having duly considered the matter, after mature deliberation informed by the counsel of those concerned—and with the fullness of Apostolic authority—we hereby accede to the humble petition addressed to us in writing by the aforementioned authorities concerning the erection of fortifications (*castra*). This decision is made for the sake of universal praise, for the glory of the Most Glorious Virgin Mary, for the honour of the entire Triumphant Church, and for the exaltation of the Faith itself; and it is made at the petition of God—here invoked under the title *Deus de Machao* (‘God of Machao’). Accordingly, we decree that the said settlement shall henceforth bear the name *Civitas Machaonensis* (the City of Machao) and *Ecclesia Cathedralis B. Mariae Machaonensis* (the Cathedral Church of the Blessed Mary of Machao), and that it shall be constituted as the seat of a diocese under a Bishop of Machao (*Episcopus Machaonensis*), thereby conferring upon it episcopal dignity and hierarchical stature.

Sebastiani, and for the time being, the faithful of Portugal, together with the Council of the Algarve and its members, shall provide counsel, assistance, and appropriate financial support—through a suitable endowment to be established as soon as practicable—for the erection of the Diocese of Machaon (Machonensis). In the interim, the ecclesiastical persons already instituted in the canonical orders—and Sebastiani himself, along with the clergy serving *de facto* at that time—shall be maintained in accordance with the provisions of the canonical codes. These individuals are to serve the aforementioned Church of Machaon; and through their ministry—and especially that of the Bishop of Machaon—the bishop himself shall discharge his pastoral obligations towards both the local population and other non-Christian (‘barbarous’) peoples. He shall direct them genuinely towards the service of the Faith, instruct and confirm those who are to be converted therein, and administer to them the grace of Baptism—not only to those undergoing conversion, but also to all other Christian faithful residing in the cities and settlements.

Upon the watchtower of the Military Church—honouring Him who rules over all and before whom all bow in obedience—we, though unworthy in our own merits, having been appointed to oversee all obedient provinces, especially those wherein the truth of the Catholic Faith daily grows in greater measure to the praise and glory of the Divine Name, have, in accordance with the attentive solicitude of a vigilant pastor, duly considered what would best promote the welfare and dignity of those provinces, and what might most fruitfully advance their spiritual harvest.

This reservation applies both to the initial foundation and endowment of such dignities, canonries, prebends, and benefices, and thereafter to all subsequent vacancies occurring in them—whether arising from resignation, death, translation, or any other cause—even when such vacancies occur at the Holy See itself. It is therefore altogether expedient that a cathedral chapter (capitulum) be established there, with a bishop (antistes) and pastor appointed to oversee its spiritual governance and foster greater pastoral care, all for the service and glory of the Lord.

…a multitude—so great that the wealth of the distinguished citizens, the Hercules-born (i.e., *Herculeorum*, a classical allusion denoting noble or heroic lineage), and other inhabitants of the Conventus (i.e., the Roman administrative district of *Conventus Bracarensis*, later adapted in Portuguese colonial usage to denote a jurisdictional or ecclesiastical region) has gathered there, drawn by mercantile opportunity and actively seeking commerce—thereby rendering the place numerically replenished and densely populated. It has thus become established as a City and as the Church of the Blessed Mary; recently, and with pious devotion, it has been elevated to the status of a Cathedral Church.
Having duly considered the matter, after mature deliberation informed by the counsel of those concerned—and with the fullness of Apostolic authority—we hereby accede to the humble petition addressed to us in writing by the aforementioned authorities concerning the erection of fortifications (*castra*). This decision is made for the sake of universal praise, for the glory of the Most Glorious Virgin Mary, for the honour of the entire Triumphant Church, and for the exaltation of the Faith itself; and it is made at the petition of God—here invoked under the title *Deus de Machao* (‘God of Machao’). Accordingly, we decree that the said settlement shall henceforth bear the name *Civitas Machaonensis* (the City of Machao) and *Ecclesia Cathedralis B. Mariae Machaonensis* (the Cathedral Church of the Blessed Mary of Machao), and that it shall be constituted as the seat of a diocese under a Bishop of Machao (*Episcopus Machaonensis*), thereby conferring upon it episcopal dignity and hierarchical stature.

Upon the watchtower (*specula*) of the Military Church—bestowing this dignity upon those who rule over all and to whom all are subject—though we have been appointed to this office not by virtue of our own merits, but by divine grace—we extend our pastoral care and jurisdiction to all obedient provinces, especially those in which the truth of the Catholic Faith, to the praise and glory of the Divine Name, daily attains ever greater growth and expansion. And, as a vigilant pastor ought, we reflect diligently upon what may most effectively promote the welfare and dignity of those provinces, and what measures may foster their spiritual fruits—

…in order that the Faith might be more widely propagated, to the Province of China, as well as to that of Japan and to the islands commonly called the ‘Macao Islands’ [Insulae Machaonenses], together with other adjacent territories—and likewise to the islands belonging to the same Sebastian Cogis—as well as to the Militia of Jesus Christ (i.e., the Society of Jesus), which, under the perpetual governance of the Rule of St Ignatius Loyola [Regula Asserienfi: a variant orthography of *Asserien(s)is*, referring to *Regula Societatis Iesu*], administers both spiritual and temporal affairs in those regions; these lands having been conquered and subjected by the aforementioned edict issued by the Defender of the Faith [Fidei Defensor, here used as a formal title for the Portuguese monarch]. To this end, numerous preachers of the Word of God—alongside other religious persons and men of proven learning and integrity—were dispatched, without expense or labour to their parents or families, to proclaim the Gospel there and to draw the inhabitants of those parts to the one true Faith, ‘outside which there is no salvation’ [extra quam nullus est salus], the Faith of the Fathers of old and of all succeeding ages.

Through the grace of God and by the divinely assisted ministry of salvation and exemplary conduct, the peoples of those regions—hitherto deprived of both divine and human law, and consequently ignorant of its sources—have, having fled from error, come to know the true light, which is Christ, and have entered into the embrace of the Most Holy Mother Church; and they continue daily to advance further in the faith. Moreover, the Christian religion has spread so extensively among the indigenous peoples of those territories that there is now urgent need: (i) to strengthen those who, though recently received into the faith, remain spiritually weak; (ii) to preserve in sound doctrine those already established therein; (iii) to bring others into the light of this same faith; and (iv) to exercise the functions proper to the episcopal order.

Among these stands a church dedicated to the Blessed Virgin Mary, erected and founded in situ; within it, several ecclesiastical ministers have been instituted. It is therefore altogether expedient that a cathedral chapter (capitulum) be established there, with a bishop (antistes) and pastor appointed to oversee its spiritual governance and foster greater pastoral care, all for the service and glory of the Lord.

…a multitude—so great that the wealth of the distinguished citizens, the Hercules-born (i.e., *Herculeorum*, a classical allusion denoting noble or heroic lineage), and other inhabitants of the Conventus (i.e., the Roman administrative district of *Conventus Bracarensis*, later adapted in Portuguese colonial usage to denote a jurisdictional or ecclesiastical region) has gathered there, drawn by mercantile opportunity and actively seeking commerce—thereby rendering the place numerically replenished and densely populated. It has thus become established as a City and as the Church of the Blessed Mary; recently, and with pious devotion, it has been elevated to the status of a Cathedral Church.
Having duly considered the matter, after mature deliberation informed by the counsel of those concerned—and with the fullness of Apostolic authority—we hereby accede to the humble petition addressed to us in writing by the aforementioned authorities concerning the erection of fortifications (*castra*). This decision is made for the sake of universal praise, for the glory of the Most Glorious Virgin Mary, for the honour of the entire Triumphant Church, and for the exaltation of the Faith itself; and it is made at the petition of God—here invoked under the title *Deus de Machao* (‘God of Machao’). Accordingly, we decree that the said settlement shall henceforth bear the name *Civitas Machaonensis* (the City of Machao) and *Ecclesia Cathedralis B. Mariae Machaonensis* (the Cathedral Church of the Blessed Mary of Machao), and that it shall be constituted as the seat of a diocese under a Bishop of Machao (*Episcopus Machaonensis*), thereby conferring upon it episcopal dignity and hierarchical stature.

Sebastiani, and for the time being, the faithful of Portugal, together with the Council of the Algarve and its members, shall provide counsel, assistance, and appropriate financial support—through a suitable endowment to be established as soon as practicable—for the erection of the Diocese of Machaon (Machonensis). In the interim, the ecclesiastical persons already instituted in the canonical orders—and Sebastiani himself, along with the clergy serving *de facto* at that time—shall be maintained in accordance with the provisions of the canonical codes. These individuals are to serve the aforementioned Church of Machaon; and through their ministry—and especially that of the Bishop of Machaon—the bishop himself shall discharge his pastoral obligations towards both the local population and other non-Christian (‘barbarous’) peoples. He shall direct them genuinely towards the service of the Faith, instruct and confirm those who are to be converted therein, and administer to them the grace of Baptism—not only to those undergoing conversion, but also to all other Christian faithful residing in the cities and settlements.

For the Diocese: Moreover, we subject to the said Bishop of Machaon all ecclesiastical, civil, and secular persons residing for the time being within the city and diocese aforesaid; and we likewise subject to them—by virtue of the same fullness of jurisdictional authority, which we hereby cede and assign to them in perpetuity—the city and diocese, as well as the kingdom and people aforesaid: specifically, the Bishop of Machaon *in respect of his episcopal jurisdiction*, and the Archbishop of Goa (Soanensis), *in respect of his metropolitan ordinary jurisdiction and supremacy*, both acting with the counsel and consent of the respective estates and authorities.

[Page 574] [Main Text] The Bishop of Machón, and the pastor thereof, are hereby granted the right of presentation to such benefices—and to no others—for advancement to the episcopal see; whereas advancement to the higher papal dignity (i.e., the bishopric itself), and to other principal dignities, canonries, and prebends—as well as to all other benefices requiring collation—shall be reserved to His Most Serene Highness King Sebastian and his successors *de jure* reigning at the time. This reservation applies both to the initial foundation and endowment of such dignities, canonries, prebends, and benefices, and thereafter to all subsequent vacancies occurring in them—whether arising from resignation, death, translation, or any other cause—even when such vacancies occur at the Holy See itself. To this end, the Bishop of Machón *in office at the time* shall possess perpetual authority—exercisable by virtue of the aforesaid mandate—to present suitable candidates for institution to these same dignities, canonries, prebends, and benefices.

We hereby decree that the right of patronage (jus patronatus) and the right of presentation pertaining to this foundation belong—by virtue solely of its original endowment and royal donation—to Sebastião [King Sebastian of Portugal, r. 1557–1578] and to his successors as reigning monarchs. Furthermore, we declare that this right may not be abrogated—or deemed abrogable—by the Apostolic See under any circumstances, except where Sebastião himself, or the monarch then reigning, shall have given express prior consent thereto; and should any abrogation occur otherwise or in any other manner, such abrogation shall be perpetually null, void, and without legal force, efficacy, or effect.
