Abstract
This abstract describes a corpus of seven interrelated Portuguese royal administrative documents dating from 1611 to 1617, preserved in the Arquivo da Marinha e do Ultramar and associated colonial archival repositories in Lisbon. The materials comprise royal warrants (*alvarás*), provisions (*provisões*), and draft charters issued by the Spanish-Portuguese monarchy under the Iberian Union, concerning financial and logistical support for religious foundations in Madrid: specifically, the Monastery of the Augustinian Recollect Nuns, the Hospital das Necessidades Agostinhas, and the Monastery of the Holy Letters of the Augustinian Nuns. Key figures include Queen Margaret of Austria (referred to as ‘Her Majesty the Queen, may she rest in holy glory’), King Philip III of Spain and II of Portugal, Viceroy Dom Diogo de Mendonça Corte Real of India, Gaspar Lobato, Gaspar d’Abreu de Freitas, and officials including the Clerk of the Treasury and Overseers of Finance (*Vedores da Fazenda*) in Goa. I hereby make known to you, my Viceroy, that, at the earnest petition of the Queen, my most beloved and highly esteemed sovereign lady—whose favour I hold in the utmost regard—I was graciously pleased, on 20 December 1661, to grant a licence authorising two *viagens de grau* (i.e., privileged voyages granted by royal dispensation) from Goa to Macau, the proceeds of which were to be applied exclusively towards funding the construction of the Royal Convent of the Augustinian Recollects (*Recolhas Agostinianas*)—a pious foundation initiated by Her Majesty’s devout intention within the Court of Madrid.

Given that the works have progressed continuously and are now approaching completion—requiring only three further stages to reach full perfection—I am further pleased to grant, for this specific purpose, an additional *viagem de grau* from Goa to Macau. The cargo conveyed thereunder shall be duly transferred (*trespasse*) and sold in accordance with the terms set forth in the present royal warrant (*alvará*), a copy of which I hereby direct to be transmitted to my Viceroy in India.

Moreover, should such transfer and sale take place, the said voyage shall immediately proceed and shall take precedence over all other cargoes already assigned (*peças provistas*) to that same vessel—principally and expressly, notwithstanding any contrary orders whatsoever; for all such prior instructions are hereby declared null and void and formally revoked. Accordingly, no objections—however weighty or grounded in procedural impediments—shall be admitted; and, without prejudice to the foregoing, the individual to whom this voyage is transferred shall be forthwith enrolled in the ship’s official complement (*despensa*), thereby securing his passage.

This arrangement shall be implemented in full. Should it transpire that the said individual is required to travel to the City of Macau aboard the vessel commanded by the *Capitão-mor* (Chief Captain) who has already been despatched upon another voyage—regardless of the circumstances prompting that earlier dispatch—the present provision shall remain fully operative and binding.

The said voyage may be undertaken aboard two vessels; and should the individual to whom the patent is to be transferred die before embarking upon it, the voyage shall instead be undertaken by the person designated as successor. In default of such nomination, the deceased’s heirs shall undertake the voyage in like manner, before all duly appointed officials. The same provision shall apply should the route—or the vessel(s) employed for the voyage—be lost, provided such loss occurs without the vessel having been wholly captured or seized by enemy action.

Accordingly, I command my Viceroy of India to effect the formal transfer of the said patent to the designated transferee, authorising the sale of the patent for the said voyage; and directing that this royal warrant (alvará) be incorporated verbatim into the new patent, in accordance with the standard form, extensions, and clauses customarily employed in patents issued for other and earlier voyages. The Viceroy shall ensure strict and punctual observance of all provisions contained herein, notwithstanding any laws, statutes, decrees, or customary practices currently in force or which may hereafter arise; for all such contrary provisions are hereby expressly declared null and void. Furthermore, the validity of this warrant shall extend for a period exceeding two years, and its execution shall proceed without impediment from the Era (i.e., the Portuguese regnal dating system) or from any other ordinances governing the matters herein stipulated.

[Copy] His Most Faithful Majesty the King makes it known to all who shall see this royal charter:

I have deemed it expedient, by another royal charter dated this day, to authorise a further voyage—beyond the two already granted—to the Indies, in accordance with the customary pattern of such voyages. This additional voyage is to be undertaken expressly for the purpose of purchasing and exporting goods, as stipulated herein and in the accompanying *Instrução* (Instructions) of the same date, which I hereby transmit to my Viceroy in India, directing him to oversee its execution in full. The proceeds thereof are to be allocated exclusively as revenue for the Monastery of the Augustinian Recollect Nuns—a foundation dedicated to Our Lady, most beloved and venerated above all, whose establishment at this Court was initiated out of devotion to the Holy Virgin, may She grant Her celestial glory to its founders.

Given the urgency and scale of the building works, and as it pleases Me, the King, that the merchandise acquired in the Kingdom from the proceeds of this voyage—and subsequently shipped thence to the Realm—shall be exempt from payment of the *directo* (customs duty) at the customs house of the city of Goa.

I therefore command my said Viceroy and my *Vedores da Fazenda* (Royal Treasurers) in that State to ensure that, after all royal cargoes—including provisions (*oblecima*) and other commodities destined for the Crown’s account—have been duly stowed aboard the ships arriving from the Indies, any remaining space on those vessels shall be fully utilised for the conveyance of all merchandise derived from this voyage. Such goods must be carefully and securely packed together, free from any defect or damage.

Furthermore, should Dom Teodósio de Meneses—Count of Salinas and Ribadeo, Duke of Francavilla, and Royal Treasurer—determine that the revenues generated from the sale of merchandise imported from the Indies under this voyage be remitted to the aforementioned monastery for reinvestment in its construction, I hereby approve such reinvestment not once only, but twice more beyond the initial allocation already granted; and I declare it lawful that no *directo* shall be levied upon the merchandise thus redeployed in these second and third phases of investment. All such goods are to be placed under official embargo within the designated royal storehouses (*paços*), strictly in accordance with the terms set forth in this present charter.

Estas foram por ela oferecidas, por devoção pessoal, para a fundação de uma instituição na Corte de Madrid.

Tendo agora concluído-se a construção do edifício consagrado ao Divino (i.e., the church or religious foundation), tanto na Metrópole como nas Índias Orientais, e estando a obra em vias de perfeição, agrada-Me, por razões de bem público e conveniência administrativa, determinar a atribuição de duas vargas adicionais, além das três já reservadas. That the necessary arrangements be made, I hereby command that due respect be accorded to, and the work be undertaken and completed in accordance with, the terms of the aforementioned *alvará* (royal warrant), together with the two supplementary instructions which I have dispatched therewith to my Viceroy of India and to the *ferra* (i.e., the official seal or warrant) of the *confidante* (trusted counsellor) of my household.

Pursuant to these instructions, construction shall commence forthwith and be brought to full completion at the Royal Works Office (*Real*), namely the building project for the Master of the Small Augustinian Naves (*Maestre de las Nieves pequeñas Agustinas*), a matter of considerable significance—indeed, one deserving especial mention among all those most cherished and particularly weighty undertakings. This enterprise is to be undertaken at the instigation of the said devout patroness, who has resolved to found the establishment in the *Corse* (i.e., *Corte*, meaning ‘Court’—here used metonymically for the royal court or seat of government) of Madrid. Given the nature and importance of the work, the appointment of such a Master is warranted; and it is further ordained that, in conformity with the said instructions, all requisite materials and furnishings shall be procured from the designated revenues and estates (*haciendas*). I shall transmit the relevant documents (*pliegos*) in due course; and customs duties (*derechos*) levied thereon upon entry into the port of Goa shall be remitted to us.

I accordingly instruct the said Viceroy of India and my Overseers (*Vedores*) of the Treasury (*hacienda*) in that dominion to proceed in strict accordance with the foregoing orders and with the formal directives issued heretofore (*de prin se auere mando y H.* — i.e., ‘as previously commanded and ordered’).

This provision is to be executed precisely as set out above. Further, the definitive version shall be issued in the form of the certified copy (*copia*) which His Highness shall cause to be officially promulgated.

In amendment, the Council records that the title ‘Count of Salinas’ is henceforth to be superseded by ‘Marquis of Alenquer’, and that the signatory is to be styled ‘Francavilla, of My Council on These Matters, and Captain General of These Neighbouring Realms of Portugal’, etc.

His Excellency the Marquis of Carmona has informed Your Majesty that the Provinces are in very good order; accordingly, Your Majesty has entrusted them to Luís da Silva, who has affirmed his acceptance. His Excellency has appointed him *ouvidor-geral* (chief judicial magistrate) in Biarai and *ouvidor* (magistrate) in Rado.

This dispatch conveys the friars’ petition—this matter having been raised by them now, as they pass through en route to their assigned posts—and Your Majesty has ordered appropriate measures to be taken. There is no other province currently available for appointment, nor any other candidate under consideration at present. With regard to the matter referred to Your Majesty earlier—namely, our desire that certain actions be undertaken on Your Majesty’s behalf—we reiterate that we earnestly wish these to be carried out in accordance with the *rapiga* (a formal administrative directive or royal warrant) which Your Majesty previously sent us; this document remains in our possession.

Moreover, we note that the late Luís da Silva—who was stationed here—has since passed away. We hereby formally notify Your Majesty of this fact.

We also enclose herewith the minutes (*minutas*) of the provincial council (*provisões*) and those concerning ecclesiastical appointments (*provisões eclesiásticas*), which we submit to Your Majesty’s service. We remain ever devoted to Your Majesty’s service, and shall continue to discharge our duties with utmost diligence.

Her Majesty the Queen, may she rest in holy glory, was graciously pleased to grant three *dragonas* (a type of Portuguese colonial revenue levy, equivalent to a customs duty or excise on imported goods—here specifically applied to Chinese commodities) for the construction of the Monastery of Our Augustinian Nuns in the Court of Madrid, which the Queen had initiated in fulfilment of her personal devotion. This grant is confirmed by the official provisions (*provisões*) issued in respect of those three *dragonas*.

Now, in view of the substantial expenditure already incurred upon the fabric of the said monastery—though it remains as yet unfinished—and with the intention that the building be brought to completion and full perfection, Her Majesty has further resolved to grant two additional *dragonas*, over and above the aforementioned three.

She commands that the official provisions authorising these two additional *dragonas* be drawn up in precisely the same form as those previously issued; certified copies thereof shall be delivered together with this royal warrant to the scribe of the relevant Treasury Office (*Escrivão da Fazenda*), so that, in strict conformity with both those provisions and this present order, the necessary financial arrangements may be implemented without delay—and the documents forwarded to me for signature.

To the Lords and Gentlemen who shall see this our royal warrant:

By virtue of the petition presented by Her Majesty the Queen, my sovereign Lady and most beloved and esteemed wife, His Majesty has been pleased—and hereby grants—permission, dated 20 December 1610 and again 16 June 1611, for two voyages to be undertaken from Japan to China and thence to Macau. The proceeds arising therefrom are to be applied towards the foundation of the Monastery of the Augustinian Recluses (*Mosteiro das Recolhidas Agostinhas*) in the Court of Madrid, a project long desired by the said Queen. This monastery has since been continuously under construction and is expected to be completed in due course.

Moreover, it pleases His Majesty to grant, for the same purpose, a further voyage from Japan—authorising the transmission of the requisite authority (*poder*) in accordance with the instructions (*gollários*) which His Majesty hereby directs to be dispatched, together with certain supplementary warrants (*aluários*), to His Most Faithful Majesty’s Viceroy in India.

The individual to whom such authority is entrusted shall forthwith undertake the said voyage and shall enjoy precedence over all private individuals participating therein, without prejudice to their respective patents (*patentes*) and official commissions (*provisões*). Nor shall any other orders or instructions previously issued on this matter remain in force: all such prior directives are hereby expressly declared null and void. Should any impediment arise for those concerned—such that they are not heard or considered—this shall not hinder the immediate appointment of the designated agent, who shall assume responsibility immediately upon completion of the voyage and execute the commission in full.

It is further provided that, should the said agent arrive in the city of Macau, he shall place himself under the authority of the Captain-Major (*Capitão-mor*) then present there—even if the latter has departed on another voyage for any reason whatsoever.

Should the transfer of a maritime commission (*aditalhagem*) become necessary aboard two vessels, and should the individual originally designated to undertake it die before effecting such transfer, the commission shall instead be executed by the person subsequently named to succeed him; in default of any such nominee, his heirs shall carry it out in like manner, before all the royal overseers (*provedores*). The same provision shall apply where the clause ‘I shall not embark’ (*Não me embarcarei*) has been inserted into the commission: if the transfer is then required, it must proceed as stipulated—provided that the incumbent remains under no legal impediment preventing its completion.

Accordingly, I command my officers in the State of India to arrange forthwith for the transfer of the commission to the person who, under the terms of the original royal warrant (*leidamar*), is designated to assume it; and to issue to him his formal patent of appointment, conferring upon him the said commission by virtue of this my royal grant (*alvará*), and in accordance with the customary form, extensions, and clarifications applied to similar commissions for overseas voyages. My officers are further instructed to ensure strict and punctual compliance with all provisions contained herein.

This directive shall take full effect notwithstanding any existing or future statutes, exemptions, or contrary provisions whatsoever; for all such laws—and especially those enumerated in the *Ordenações do Reino*, the *Ordenações Manuelinas*, and the *Ordenações Filipinas*—are hereby expressly revoked and suspended *pro tanto*, so that this warrant may remain in force for a period exceeding one year. Moreover, this *alvará* was not issued by the Senate (*Senado*) of Macau, nor does it derive from any of the aforementioned codified ordinances.

Gaspar Talhe executed this document in Macau on the twentieth day of February in the year one thousand six hundred and seventeen.
Francisco de Almada de Vasconcellos caused it to be written and formally declared it; he further directed that four additional copies be made, of which the present copy constitutes the first, to be read aloud over four successive days.

I, Your Highness, hereby grant the petition he has addressed to me; and I further declare it my pleasure—by virtue of another of my royal grants—to extend, in addition to the two existing licences already conferred upon him, a further licence (*pragmática*) authorising the dispatch of goods to China and Japan. This additional licence shall permit the shipment of timber (*dendor*), as stipulated in the aforementioned grant, together with its accompanying twenty-man cargo allowance (*vintena manta*) dated the same day; these are to be forwarded alongside my Royal Warrants (*Vrrelley*) for India, so that the said timber and cargo may be duly applied—exclusively and in their entirety—to the construction and furnishing of the monastery of the Augustinian Recollects, dedicated to Our Lady, who is venerated above all saints and held in greater esteem than even the glory of the heavenly host. The foundation of this monastery in the royal court has already commenced.

By chance—and by my express will—it is ordained that the merchandise purchased in accordance with the terms of the said *pragmática*, using funds derived therefrom, shall be despatched directly to the Kingdoms without payment of any customs duties at the customs house (*alfândega*) in the city of Goa.

I therefore command the aforementioned Royal Warrants (*Vrrelley*) and my Treasury Controllers (*Vede-res da fazenda*) in that State to ensure that, upon the arrival of vessels (*naus*) bound for the Kingdoms, all such merchandise—including drugs, spices, and other commodities—accountable to my royal estate (*minha faz*), as well as *all and any* merchandise procured from the proceeds of the said *pragmática*, shall be carefully stowed aboard those vessels in secure, well-ventilated, and damage-free conditions.

Furthermore, should the Count of Salinas and Ribades, Duke of Francavilla—my esteemed Controller (*veder*) of the royal estate—so order, it shall be permissible to remit the proceeds arising from the sale of merchandise imported from India under the aforesaid *pragmática* to the aforementioned parties, there to be re-invested. It is likewise my pleasure that such reinvestment may take place twice more—beyond the initial instance—without liability for the aforementioned customs duties, in respect of both the second and third applications of these funds; and that the corresponding merchandise be embarked upon the said vessels strictly in accordance with the modalities set forth in the relevant royal grant (*aluara*), as herein directed.

His Excellency the Secretary of State for the Overseas Dominions (S.E.C.M.) hereby informs the Treasury officials (fazedores):

It is reported that the petition submitted by the aforementioned noblewoman D. Sambagloriança—described as most beloved and devout—has been granted approval for the allocation of three *vrações* (i.e., shares or portions of royal revenue, typically derived from customs duties or other colonial fiscal entitlements) from the *Cunha* (a specific fiscal jurisdiction or revenue stream, likely associated with the Portuguese Crown’s overseas financial administration). These were awarded to enable her to finance the construction of a convent—designated ‘the Convent of Two Letters’ (*molher de duas letras*, a probable allusion to its dedication to the Virgin Mary, whose monogram ‘M.A.’ or ‘A.M.’—*Ave Maria*—was conventionally rendered in two letters)—which she, out of personal devotion, initiated in the Court of Madrid.

His Excellency is now informed that a shortfall has arisen in the funding required for the completion of the said convent’s fabric (i.e., its physical structure), particularly given that the works on the *manzadas* (a term here denoting either designated building plots or parcels of land allocated for the foundation) have already been concluded. In view of this, and considering it both fitting and agreeable to His Majesty’s majesty and grace, His Excellency hereby grants—by way of supplement to the original three *vrações*—a further two *vrações*, totalling five, to be transferred and sold in accordance with the established regulations governing such transactions. Specifically, these additional shares may be alienated:
(i) to heirs or assignees resident in Rio de Janeiro (Brazil);
(ii) to those residing in Portuguese India; and
(iii) to noble-born *fidalgos* (members of the titled or landed gentry) attached to the Royal Household.

Such transfer and sale shall take effect immediately upon formal authorisation being issued by the competent Overseas Council official (*Viside*, i.e., *Vice-Rei ou Vice-Governador*, or more plausibly *Vice-Secretário*, though context suggests an acting senior administrator within the Overseas Council apparatus). The grantee is hereby authorised to proceed forthwith with the conveyance.

The form of those instructions must not be delayed, so that their provisions may be implemented without delay and brought to full completion. This matter pertains to the Most Excellent Dr. [Doctor of Theology or Canon Law] of Our August Majesty, and to the Prudent Lady, my most beloved and highly esteemed wife, Dona Saphonago [a variant spelling of *Sofonias* or possibly *Sofia*, though here likely a proper name rendered phonetically in 17th-century Portuguese orthography], who, on this account, initiated the founding of an establishment at the Court of Madrid; and the feasibility of the work undertaken is hereby confirmed. Accordingly, in conformity with the said instructions, the proceedings arising therefrom must be verified, and the aforementioned Dagen’s [likely *Dagões* or *Dagães*: a corruption or variant of *Dagão*, a term used in Portuguese colonial administration for certain fiscal or judicial officers—possibly related to *dagan* (‘revenue collector’) or *dagão* (a local magistrate or commissioner in overseas territories); cf. *dagaõ* in 17th-c. Goa records] must appear before the appropriate authorities and submit their reports (*sems*, i.e., *sentenças* or formal statements/verdicts). Should any dues remain unpaid by certain individuals, due to the laxity or negligence (*funde de dalidade*) of the Governor (*Gvo* = *Governador*), the said dispatches are to be forwarded both to My Overseers of the Royal Exchequer (*Vedores da fazenda*) of that State, and to such other officials as may be required for the purpose—so that the matter may be resolved accordingly, &c.

This is the prescribed procedure.

Moreover, as set out in the certified copy held in Dublin, His Majesty subsequently altered the order of precedence: where the title ‘Count’ had previously appeared, it is now to read ‘Marquis of Alenquer’. Likewise, the designation ‘Captain-General of the Kingdoms of Portugal, &c.’ remains unchanged.

The Most Excellent Lord Marquis of Lemos, in his capacity as Overseas Minister to His Majesty the King, entrusted me with the royal provisions. These have arrived in good condition. Immediately upon receipt, I presented them to His Excellency the Viceroy, who formally approved them and instructed the naus (royal ships) accordingly.

This vessel is to measure the timber—specifically the *paus* (i.e., masts and spars)—which, following my instructions conveyed via the rebellious (i.e., recalcitrant or disobedient) official *minha agada* [a term of uncertain etymology; possibly a scribal variant or local designation for a subordinate officer or agent], are to be prepared and dispatched. This task proved difficult, owing to Your Majesty’s directive that our own measurements be taken. As Camões observes—referring to a particular exemplar in the manner of Frangipani—Your Majesty sent me that substance [i.e., a sample or specimen, likely a botanical or medicinal preparation]. He also describes the construction of the two iron bolts (*pregos*), and we respectfully request that the image of the patron saint (*del padro*) remain unaltered. Your Majesty has graciously granted me a separate, sealed wax impression (*encerpe*) made by Your Majesty’s office, thereby absolving me from any disfigurement of the original seal. By royal command—granted at the petition of Her Majesty the Queen, our Lady, may she rest in holy glory—His Majesty was pleased to grant three *viagens da Índia* (royal licences authorising the shipment of goods from Portuguese India, the proceeds of which were assigned to specific Crown purposes) for the construction of the Monastery of the Augustinian Recollect Nuns, which the Queen, out of personal devotion, had begun to found at the Court of Madrid. This concession is documented in the official warrants (*provisões*) issued for those three voyages.

His Majesty having now learned that substantial sums have already been expended upon the fabric (i.e., the physical construction and architectural works) of the said monastery—yet that the building remains incomplete—has further resolved, in order that the monastery may be brought to full completion and perfection, to grant two additional *viagens da Índia*, supplementing the three previously granted. His Majesty hereby commands that the warrants for these two further voyages be drawn up in precisely the same form as those previously issued; certified copies (*cópias rubricadas*), duly authenticated with the royal rubric, shall be delivered together with this warrant to the Clerk of the Treasury (*Escrivão da fazenda*) to whom jurisdiction pertains, so that, in strict conformity with these warrants and with the present royal order, three official exemplars shall be prepared without delay and forwarded to His Majesty for signature.

His Majesty makes it known to all who shall see this royal charter that, upon the petition of the Municipal Council of Macau—most beloved and highly esteemed by His Majesty above all others—he has graciously granted, on 28 June 1611, licence for two voyages between Japan and China. Considerable time has since elapsed, during which the aforementioned individual earnestly commenced negotiations at the Royal Court of Madrid concerning the matter in question. Moreover, as the said monastery remains under construction and is yet to be completed, His Majesty has deemed it expedient to grant, for this purpose, an additional voyage from Japan—subject to the terms stipulated in the formal warrant (*provimento*) issued thereon, which shall be transmitted together with this charter to His Majesty’s Viceroy of India. The individual to whom this privilege is assigned and sold shall forthwith undertake the said voyage and shall be vested with full authority over all persons duly appointed therein by His Majesty.

It shall be permissible to undertake this voyage aboard two vessels. Should the individual to whom this privilege has been transferred die before embarking upon the voyage, it shall devolve upon the person subsequently designated for that purpose; and, in default of such designation, upon the deceased’s heirs—under the same conditions and subject to all the provisions herein stipulated. Furthermore, should the ship (nau) or vessel(s) employed for this voyage be lost—not as a consequence of any fault attributable to those concerned—the privilege shall nevertheless remain valid and enforceable.

Accordingly, I hereby command my Viceroy of the State of India to issue forthwith a patent (carta patente) to the person to whom this voyage has been transferred and sold under the present instrument (alvará), incorporating the full text of this alvará verbatim and conferring upon the grantee all the customary prerogatives, stipulations, and declarations attaching to similar voyages. The Viceroy is further instructed to ensure strict and punctual observance of all provisions contained herein—without prejudice to, and expressly overriding, all laws, ordinances, statutes, and customary practices now in force or hereafter promulgated to the contrary. For this purpose, all such laws and ordinances are hereby declared null and void, particularly those which might otherwise restrict the validity or operation of this instrument. Although the effect of this alvará extends beyond one year, and although it was not issued through the Chancellery (Chancelaria), it shall nonetheless take full legal effect—despite any contrary provisions contained in other ordinances.

By My Hand, the King, I make it known to all who shall see this royal charter that, by virtue of another royal charter dated this same day, I have been pleased to grant an additional voyage—beyond the two already granted—to China and Japan, such as are customarily undertaken. This third voyage is authorised for the purpose of transporting and selling goods, in accordance with the provisions set forth in the aforementioned charter and its accompanying instructions, which are enclosed herein and transmitted simultaneously to My Viceroy in India. All proceeds arising therefrom are to be remitted to the Royal Treasury (Venda) for the benefit of the Monastery of the Augustinian Recollects—a foundation initiated at this Court by My most beloved and highly esteemed Queen, may she rest in holy glory, out of her devout zeal.

And, given the nature and pious purpose of this undertaking, I am pleased—and hereby declare it fitting—that no customs duties whatsoever shall be levied in the customs house of the city of Goa upon any merchandise purchased in conformity with the said instructions from the proceeds of this voyage and subsequently dispatched to the Kingdom.

I therefore command My said Viceroy and My Overseers of Finance (Vedores da Fazenda) in that State that, after the pepper and other commodities destined for the Royal Treasury—shipped on account of My Exchequer—have been duly stowed in the holds of the ships bound for the Kingdom, they shall ensure that all remaining cargo space be fully utilised for the conveyance of *all and every* commodity acquired from the proceeds of the said voyage; provided always that such goods are carefully and securely packed, and transported without risk of damage.

Furthermore, should the Count of the Exchequer and Chief Overseer of Finance—the Duke of Francauila, a member of My Council of State and Overseer of My Royal Exchequer—determine that the revenues generated from the sale of these Indian goods (derived from the said voyage) be re-remitted to the Indies for reinvestment, I expressly permit such reinvestment to occur *twice more*, in addition to the initial allocation—without imposition of the aforementioned customs duties upon either this second or third cycle of expenditure.

[Heading] Draft Royal Warrant of His Majesty the King

Know ye that, in response to the petition of the Queen—my beloved and highly esteemed niece, may she rest in holy glory—His Majesty has graciously consented to grant three braças of royal revenue from the *Rina* (a fiscal levy or revenue stream) to be applied exclusively towards the construction of the Monastery of the Holy Letters of the Augustinian Nuns, which she, out of personal devotion, has begun to found in the Court of Madrid.

His Majesty is now further apprised of the continued importance of this royal favour in support of the fabric (i.e., the physical construction and endowment) of the said monastery, the royal letters authorising its foundation having already been completed. In order that the necessary funds may be secured more fully, His Majesty is pleased—by his sovereign grace—to acquire, for this specific purpose, an additional two braças of *Rina* revenue beyond the three previously granted. These two additional braças are to be levied, scraped (i.e., collected and consolidated), and sold in accordance with the provisions previously issued by His Majesty to the Viceroy of India, and as further directed to Fernão de Fron, a fidalgo (nobleman) of His Majesty’s household, who currently serves under the Viceroy.

The individual or individuals to whom these three braças (i.e., the original three, now augmented to five in total) shall be assigned and sold shall thereby acquire immediate and unencumbered title thereto.

In order that the said goods may be dispatched and sold in accordance with the aforementioned royal warrant (*alvará*), and in accordance with two sets of instructions which I am transmitting therewith to my Royal Comptroller (*Vedor Rei*) of India and to His Serene Highness the King of Ceylon—Gentleman of My Household—the purpose being that the proceeds thereof shall be applied to the completion of the Hospital of the Augustinian Nuns of the Necessities (*Hospital das Necessidades Agostinhas*), which Her Majesty the Queen, my Lady and most beloved and revered grandmother, wife and Lady of the Infante Dom Pedro, my brother, began to found at the Court of Madrid; and whereas the construction has been delayed owing to lack of funds, I am pleased—and deem it fitting—that no customs duties whatsoever shall be levied at the customs house of the city of Goa upon any monies or goods acquired from the proceeds of the said voyages and subsequently despatched to the Islands, provided such acquisitions are made strictly in conformity with the aforesaid instructions. I accordingly instruct the said Royal Comptroller of India and my Treasury Comptrollers (*Vedores da fazenda*) in that State to verify the proper application of these funds and to render an account thereof to me in due form.

This provision shall remain in force until further notice. All other matters shall be governed by the terms set forth in the certified copy accompanying this instrument, bearing the signature and rubric of His Excellency Dom Diogo de Mendonça Corte Real, Count of Salinas — Marquess of Alenquer, Duke of Franqueira, Senior Domestic of the Royal Household, Viceroy of India, and Captain-General of these Kingdoms of Portugal, etc.

The Honourable Manguel Arimon, in his capacity as *Cuidador* (Custodian) to His Majesty, has successfully obtained the royal warrants (*provisões*). These have now been duly approved and sealed. Accordingly, Your Excellency is hereby instructed to dispatch these warrants forthwith to Luís da Silva; and His Lordship has already forwarded them—along with a copy—to the aforementioned individual. The warrants were transmitted aboard the ships *Ilha* and *Exmo Sr.*

I hereby transmit to Your Excellency the documents which had been prepared in conjunction with these two warrants. The warrants themselves were drafted by Mr. [illegible: possibly ‘Lobay’ or ‘Lebay’], and I am enclosing copies hereof for Your Excellency’s records.

Your Excellency will please note that these warrants are to be implemented with the utmost respect and diligence, in accordance with the instructions conveyed to me by Mr. Noednik, who acts on behalf of His Excellency. They are to be issued annually, in the precise form stipulated in the original directive communicated to me—of which a copy is enclosed herein.

This matter concerns the rights due to His Majesty arising from the *Sociedade de Previsão da Frima* (‘Frima Provident Society’), a charitable and regulatory body established for the welfare of seafarers and colonial officials. It further relates to analogous provisions under the *Regulamento Geral* (General Regulation), and to those obligations incumbent upon Your Majesty’s administration—matters which have previously been raised with Your Excellency and formally acknowledged therein.

A certified copy of the warrant has likewise been prepared by Mr., as requested, so that I may retain it for submission to the Minister of State, in order that he may record its issuance and ensure compliance therewith.
