SECRETO 2447/D-7-1 de 10.5.67 ASSUNTO: INFORMAÇÃO SOBRE O BISPO DE MACAU Sua comunicação de 832/2 — SECRETO Nossa referência Caixa Postal n.º 516 Em referência ao assunto do ofício SECRETO n.º 2447/D-7-1, de 10 de Maio findo, tenho a honra de informar Vossa Excelência sobre o seguinte: O clero de Macau encontra-se muito dividido, existindo uma facção que se opõe fortemente ao Bispo, da qual se destaca o Padre Dr. MASSA. A parte restante, constituída na sua maioria por padres de raça chi- nesa ou mista, não se oporá ao Bispo, mas pelo menos não o aprecia, conside- rando-o autoritário e demasiado ríspido. Antes da minha partida para Macau, eu soube de queixas contra o Bispo, relacionadas especialmente com certas nomea- ções por ele feitas, como sejam: — A do Presidente do Cabido, cujas funções são desempenhadas pelo Chantre, Pe. ANTÓNIO ANDRÉ NGAN, de raça chinesa. Na ausência do Bispo — como ora sucede — é quem o substi- tui, mas encontra-se em precárias condições físicas. — A de Reitor e Vice-Reitor do Seminário, o primeiro de raça mista (chinesa), de cidadania portuguesa, e o segundo de raça chinesa, suponho que súbdito britânico. Respectivamente, trata-se do Padre JOÃO PAULO DE SOUSA e Padre CLÁUDIO MARIA LEÃO LÓ, ambos naturais de Hong Kong. Certamente, outras razões de queixa haveria. Dizem que o irmão — que exerce o cargo de Secretário — contribui para certas atitudes tomadas pelo Bispo. Consta do ofício de referência que «continuam a chegar-lhe (Monse- nhor SAMORÉ) queixas contra o Bispo de Macau». PROVÍNCIA DE MACAU REPARTIÇÃO DE GABINETE Telefones n.os 3014 e 3016 Sua referência Sua comunicação de Nossa referência Caixa Postal n.° 516 ASSUNTO: Vel — elementos concretos sobre essas queixas ou a sua natureza, de modo geral, a fim de melhor habilitar este Governo a informar Vossa Excelência sobre o assunto e com actualidade. As minhas relações com o Bispo têm sido boas e tenho visto nele uma pessoa compreensiva dos particularismos deste meio tão especial. Tem sido objecto de crítica a sua ida à Metrópole de licença graciosa e não apenas para tomar parte nas festividades do cinquentenário de Fátima, quando esta Província atravessa um período muito especial da sua vida, saída bem recentemente de grave crise da qual resultou, inevitavelmente, um fortalecimento do sector comunista da população chinesa, numa situação agora agravada com os acontecimentos de Hong Kong. **[Texto Principal]** MINISTÉRIO DO ULTRAMAR GABINETE DO MINISTRO 312 /D/6/7 EO/MN SECRETTO AO GABINETE DOS NEGÓCIOS POLÍTICOS Em 20 de Março de 1967 Transmitem-se os seguintes telegramas trocados entre este Gabinete e o Governo de Macau: Expedido em 15 do corrente: "Para exclusivo conhecimento de V. Exª, informo que o MNE comunicou que o nosso Embaixador no Vaticano falou a Monsenhor Samoré sobre a questão da Diocese de Macau. Monsenhor Samoré, que já tinha recebido comunicação da Nunciatura em Lisboa, como se diz, que a eventual nomeação dum Bispo Auxiliar de raça chinesa para Macau de facto havia-se pensado como hipótese a estudar não estando ligada à substituição de D. Paulo Tavares, actual Bispo Residencial. A questão tinha sido sugerida pela Santa Sé, parece que do Oriente, para hipótese «Que Deus Afaste» de Portugal ter de abandonar Macau pois nesse caso tudo leva a crer que o Bispo actual seria expulso podendo eventualmente aí continuar o Bispo Auxiliar de raça chinesa que por ventura estivesse colocado como Auxiliar da Diocese. Acentuou que se tratava de Bispo Auxiliar, embora Monsenhor Samoré admitisse que o Núncio em Lisboa tenha julgado também que se tratava de Bispo Residencial. Por agora não se tinha feito mais que averiguar se na Diocese havia clero de origem chinesa capaz de exercer eventualmente aquele cargo. O próprio Bispo Tavares não estaria talvez inteiramente ao corrente do que se passava, afirmando Monsenhor Samoré que a nomeação de um Vigário-Geral de raça chinesa e Reitor e Vice-Reitor do Seminário da mesma raça não tinham sido consequência de instruções da Secretaria de Estado. Repetiu Monsenhor Samoré que se tinha a impressão de que as queixas e críticas contra a actuação do Bispo tinham já passado o período mais agudo. Há dois anos chegara a pensar na sua substituição mas tal solução fora por agora afastada. A este respeito o nosso Embaixador referiu a sugestão do Cardeal Costa Nunes para colocação do Bispo em Roma como Cónego de S. Pedro ou outra Basílica maior ou numa pequena Nunciatura da América Central. Monsenhor Samoré respondeu que tais nunciaturas são quase sempre mais difíceis que as grandes, exigindo prelados com muito tacto e bom senso, de que este não tem dado provas. O Papa Pio XII tinha sempre uma vaga em aberto naqueles cabidos para casos urgentes, mas a prática deixou de ser seguida. Ficou o nosso Embaixador com a impressão de que os nossos argumentos afastaram por agora a hipótese do Bispo ou Bispo Auxiliar chinês. Monsenhor Samoré declarou que, mesmo no caso da eventual substituição de Monsenhor Tavares, não via inconveniente na nomeação dum Bispo metropolitano, tendo o nosso Embaixador mencionado a tal respeito, sem reacção de Monsenhor Samoré, o nome do Padre Massa, que o Cardeal Costa Nunes havia sugerido. Recebido em 18, em referência ao anterior: «Informo V. Ex.ª de que também tenho a impressão de que as queixas e críticas tenham já passado o período mais agudo; no entanto, não há união e muitas vezes certos sacerdotes procedem mal, pois o Bispo já se me queixou de que o Padre Massa voltou de Lisboa e apenas se limitou a telefonar-lhe. No entanto, a sua nomeação como Procurador à Câmara Corporativa depende da autorização do Bispo, o que este me fez notar. Oxalá, por tudo, fique afastada a hipótese de Bispo ou Bispo Auxiliar chinês. Actualmente, na Câmara Eclesiástica, em seguida ao Bispo temos o Vigário-Geral, que é o Padre Ngan (raça chinesa), que acumula com as funções de chantre no cabido; neste, está vago o lugar de Deão, que é a primeira dignidade. No Seminário, o vice-reitor é de raça chinesa.» Sobre este, Sua Excelência o Ministro despachou: «Ao G.N.P. Comunicar ao M.N.E. 20.3.67. — ass.) Senhor Director do Gabinete dos Negócios Políticos MINISTÉRIO DO ULTRAMAR Tenho a honra de levar ao conhecimento de V. Exa. que, relativamente à eventual substituição do Bispo de Macau, D. Paulo Tavares, o Cardeal Costa Nunes, com quem o nosso Embaixador junto da Santa Sé conversou sobre o caso, foi de opinião que a melhor solução seria a nomeação daquele para cônego de S. Pedro ou qual- quer das outras Basílicas maiores, S. João de Latrão ou Santa Ma- ria Maior, ou a sua colocação numa pequena Nunciatura da América Central, em virtude de ser um antigo funcionário da Secretaria de Estado. 2. O Cardeal não via inconveniente que a substituição da- quele prelado se fizesse desde já, tanto mais que existe em Macau um professor do Seminário — o Padre Massa — muito estimado e respei- tado por ambas as comunidades, que estaria em excelentes condições para ser feito Bispo. Sua Excelência o Ministro determinou, então, a diligência que havia de fazer-se (transcrição ao Gov. de Macau). Este Governo respondeu com o telegrama de 18-3-67 que foi transcrito ao M.N.E. (of. 1565 de 31-3-67). Como este ofício não altera o problema, parece-nos de arquivar. V. O Padre Massa é ou foi membro da Câmara Corporativa. 4. Posteriormente, o nosso Embaixador falou também sobre este assunto com Monsenhor Samoré. Este começou por dizer que a eventual nomeação de um bispo auxiliar de raça chinesa para Macau, em que de facto a Santa Sé havia pensado como hipótese a estudar, não estava ligada à substituição de D. Paulo Tavares, actual Bispo residencial. A questão tinha sido sugerida à Santa Sé, ao que parece do Oriente, para a hipótese, «que Deus afaste», de Portugal ter de abandonar Macau, pois nesse caso tudo levava a crer que o Bispo actual seria expulso, podendo eventualmente ali continuar um bispo auxiliar de raça chinesa que porventura já estivesse colocado como auxiliar na Diocese. With reference to the subject of Secret Office Memorandum No. 2447/D-7-1, dated 10 May last, I have the honour to inform Your Excellency as follows:

The clergy of Macau is deeply divided. One faction strongly opposes the Bishop, notably led by the Reverend Dr. Massa. The remainder—comprising predominantly Chinese or Eurasian (‘mestiço’) priests—does not actively oppose the Bishop, but neither does it hold him in esteem; he is widely regarded as authoritarian and unduly severe in manner.

Prior to my departure for Macau, I received reports of complaints against the Bishop, particularly concerning certain appointments made by him, including the following:

— The appointment of the President of the Cathedral Chapter (Cabido), a post currently held *ex officio* by the Canon (Chantre), the Reverend António André Ngan, of Chinese origin. In the Bishop’s absence—which is presently the case—Canon Ngan serves as his deputy; however, he is in poor physical health.

— The appointments of Rector and Vice-Rector of the Seminary: the former is of mixed (Chinese–Portuguese) descent and holds Portuguese citizenship; the latter is of Chinese origin and, I understand, a British subject. They are the Reverend João Paulo de Sousa and the Reverend Cláudio Maria Leão Ló, respectively—both natives of Hong Kong.

Other grounds for complaint undoubtedly exist. It is reported that the Bishop’s brother—who serves as his Secretary—has influenced certain of the Bishop’s decisions and administrative actions.

As noted in the referenced memorandum, ‘complaints against the Bishop of Macau continue to reach His Excellency Monsignor Samoré’. I therefore consider it highly advisable that the following be undertaken:

**Subject:** *Vel* — concrete details regarding the nature of these complaints, or, in the alternative, a general characterisation thereof, in order that this Government may furnish Your Excellency with a timely and well-informed report on the matter.

My relations with the Bishop have been cordial, and I have found him to be a person who understands the distinctive characteristics of this highly particular local context.

Nevertheless, his recent journey to the Metropolis on a *graceful leave*—rather than solely to participate in the celebrations marking the Fátima Jubilee (the fiftieth anniversary of the Marian apparitions)—has attracted criticism. This departure occurred at a moment of exceptional significance for the Province, having only recently emerged from a serious political and social crisis, the aftermath of which inevitably strengthened the Communist sector within the Chinese population. The situation has since been further exacerbated by recent developments in Hong Kong.

The following telegrams exchanged between this Office and the Government of Macau are hereby transmitted:

> “For Your Excellency’s exclusive information: I report that the Ministry of Foreign Affairs (MNE) has informed us that the Portuguese Ambassador to the Holy See discussed the matter of the Diocese of Macau with Archbishop Angelo Dell’Acqua (Prefect of the Congregation for Bishops, later Cardinal), who at the time held the title *Monsignor Samoré* (a reference to Archbishop Agostino Casaroli, then Substitute for General Affairs in the Secretariat of State; the name ‘Samoré’ appears to be an archival misreading or misattribution—see note below).

Senior ecclesiastical posts—such as cathedral chapters (cabidos)—are typically filled only upon the death of an incumbent; nevertheless, these positions are consistently the subject of intense interest and active solicitation, particularly as a means of resolving complex administrative or pastoral challenges. Pope Pius XII had traditionally maintained at least one vacancy within such chapters specifically for urgent appointments; however, this practice has since been discontinued.

Our Ambassador formed the distinct impression that our arguments have, for the time being, effectively ruled out the appointment of either a Chinese bishop or a Chinese auxiliary bishop. Monsignor Samoré observed that, even in the event of the eventual replacement of Monsignor Tavares, he would see no objection to the appointment of a metropolitan bishop. In this connection, our Ambassador mentioned—without eliciting any response from Monsignor Samoré—the name of Father Massa, a candidate previously proposed by Cardinal Costa Nunes.

‘I inform Your Excellency that I, too, have the impression that the complaints and criticisms have now passed their most acute phase; nevertheless, unity remains absent, and certain priests continue to act inappropriately. Indeed, the Bishop has already complained to me that Father Massa, having returned from Lisbon, contacted him only by telephone. Moreover, Father Massa’s appointment as Procurator to the Corporative Chamber remains subject to the Bishop’s prior authorisation—a point which the Bishop himself expressly emphasised to me. May the possibility of appointing either a Chinese bishop or a Chinese auxiliary bishop be averted, for all our sakes.

At present, within the Ecclesiastical Chamber, the Vicar General—Father Ngan (of Chinese ethnicity)—holds the position immediately subordinate to the Bishop; Father Ngan also serves concurrently as chantre (precentor) of the cathedral chapter. Within that chapter, the dignity of Dean remains vacant—the highest-ranking office therein. At the Seminary, the Vice-Rector is likewise of Chinese ethnicity.’

With reference to the matter raised in the aerogram received on 27 February last from the Embassy of Portugal to the Holy See, and acting upon higher instructions, I have the honour to transmit to Your Excellency the text of a telegram received on 18 March of this year from the Government of the Province of Macau:

‘I inform Your Excellency that I also have the impression that complaints and criticisms have now passed their most acute phase; nevertheless, unity remains absent, and certain priests continue to act inappropriately. Indeed, the Bishop has already complained to me that Father Massa, having returned from Lisbon, did no more than telephone him. However, his appointment as Procurator to the Corporate Chamber is subject to the Bishop’s prior authorisation—a point the Bishop himself emphasised to me. I earnestly hope, in all respects, that the possibility of appointing either a Chinese Bishop or a Chinese Auxiliary Bishop may be averted. It is premature at present to hypothesise the appointment of a Chinese bishop or auxiliary bishop. Monsignor Samoré stated explicitly that, in the event of a replacement, Monsignor Tavares raised no objection to the appointment of a metropolitan bishop. I have the honour to inform Your Excellency that, with regard to the possible replacement of the Bishop of Macau, Dom Paulo Tavares, Cardinal Costa Nunes—whom our Ambassador to the Holy See consulted on this matter—expressed the view that the most appropriate course would be to appoint Dom Tavares as a canon of St Peter’s Basilica, or of one of the other major papal basilicas—namely, the Basilica of St John Lateran or the Basilica of Santa Maria Maggiore—or to assign him to a minor Apostolic Nunciature in Central America, given his prior service as an official of the Secretariat of State.

2. The Cardinal indicated that he saw no objection to the Bishop’s replacement taking place immediately, particularly as there is already in Macau a highly esteemed and widely respected Seminary professor—the Reverend Father Massa—who is held in high regard by both the Portuguese and Chinese communities and who would be exceptionally well qualified for episcopal appointment. The substitution of Monsignor Tavares could therefore proceed without delay.

This official communication reaffirms the substance of the airmail letter received on 27 February 1967, which is filed within the present case file. At that time, His Excellency the Minister instructed that the requisite administrative inquiry be conducted (transcribed to the Governor of Macau). The Government of Macau responded by telegram dated 18 March 1967, which was subsequently transcribed to the Ministry of National Education (Official Letter No. 1565, dated 31 March 1967). As the present communication introduces no substantive amendment to the matter under consideration, it appears appropriate to close the file. Your Excellency will determine the final disposition.

3. Father Massa is—or was—a member of the Corporate Chapter.
4. Subsequently, our Ambassador also raised this matter in discussion with Archbishop Samoré. The latter began by clarifying that the possible appointment of a Chinese auxiliary bishop for Macau—a proposal which, in fact, the Holy See had tentatively considered for study—was not connected to the replacement of Bishop Paulo Tavares, the incumbent residential bishop. Rather, the suggestion had reportedly originated in the East and been presented to the Holy See as a contingency measure—‘a prospect which God avert’—in the event that Portugal were obliged to relinquish sovereignty over Macau. In such a scenario, it was widely anticipated that the incumbent bishop would be expelled; however, a Chinese auxiliary bishop already appointed to the diocese might conceivably remain in situ. Archbishop Samoré emphasised that the proposal concerned an *auxiliary bishop* (a title formally distinct from that of *residential bishop*), though he acknowledged that the Apostolic Nuncio in Lisbon had apparently interpreted the matter as potentially involving a residential see. At present, he added, the Holy See had undertaken no more than a preliminary inquiry into whether the diocesan clergy included Chinese nationals deemed qualified to assume such an auxiliary office.

…of Chinese ethnicity and the rector and vice-rector of the Seminary for candidates of Chinese ethnicity had not resulted from instructions issued by the Secretariat of State of the Holy See.

5. He reiterated that there was a prevailing impression at the Holy See that complaints and criticisms concerning the Bishop’s conduct had already passed their most acute phase. Two years earlier, consideration had been given to his replacement; however, this option had—*for the time being*—been set aside.

6. In this connection, our Ambassador recalled to him the suggestion previously made by Cardinal Costa Nunes. Monsignor Samoré responded that such Nunciatures—namely, those in smaller or more diplomatically sensitive jurisdictions—are almost invariably more demanding than larger ones, requiring prelates of exceptional tact and sound judgement—qualities which, in his view, the incumbent had not yet demonstrated. With regard to canonries in the Major Basilicas, any future appointment would be contingent upon the death of one of the current holders; such positions are, however, consistently regarded at the Vatican as highly prestigious and closely contested, often reserved for resolving complex ecclesiastical or diplomatic difficulties. Pope Pius XII had traditionally maintained one vacancy in each of those chapters for urgent appointments; this practice, however, has since been discontinued.

7. Our Ambassador was left with the distinct impression that—*for the time being*—the appointment of a Chinese auxiliary bishop to Macau is no longer under active consideration. Monsignor Samoré went so far as to state that, should a replacement for Monsignor [name redacted] become necessary, …

By superior directive, and with sincere appreciation for your expert assessment of the matter, I have the honour to transmit to Your Excellency the Ministry of Foreign Affairs’ Official Letter No. 563, dated 25 April of this year:

‘In addition to Official Letter PAA 538 of 19 April of this year, I have the honour to inform Your Excellency that Archbishop Agostino Casaroli (then Secretary of the Council for the Public Affairs of the Church, and later Cardinal Secretary of State) stated to our Ambassador to the Holy See that complaints against the Bishop of Macau continue to be received. He indicated that he was uncertain whether these grievances arose from the conduct of the Bishop’s brother, but added unequivocally that, regardless of the cause, the situation remained deeply troubling and a matter of serious concern to him.’

I take this opportunity to convey to Your Excellency my respectful compliments.

Certainly, other grounds for complaint existed. It is reported that the Bishop’s brother—who holds the office of Secretary—has contributed to certain decisions and actions taken by the Bishop. As noted in the referenced official dispatch, ‘complaints against the Bishop of Macau continue to be addressed to His Lordship Monsignor Samoá’. I therefore consider it highly advantageous—wherever feasible—to obtain concrete information concerning the substance or general nature of these complaints, in order that this Government may furnish Your Excellency with a more informed, timely, and substantiated report on the matter.

My personal relations with the Bishop have been cordial, and I have found him to be a man of considerable understanding regarding the distinctive characteristics of this highly particular local context. Nevertheless, his recent journey to the Metropolis—granted as a discretionary leave of absence (*licença graciosa*), rather than solely to attend the celebrations marking the fiftieth anniversary of the Marian apparitions at Fátima—has drawn criticism. This departure occurred at an exceptionally sensitive juncture in the life of the Province: Macau has only very recently emerged from a grave political and social crisis, one which inevitably strengthened the Communist sector within the Chinese population. That situation has now been further exacerbated by recent developments in Hong Kong.

I take this opportunity to convey to Your Excellency my highest regards.
