The Magistrate of Xiangshan County, Yang, hereby issues the following proclamation to the foreign headmen, including Wei Li’an and others:
Be it known that snuff constitutes an item required for tribute ceremonies. As stipulated in the established regulations governing tributary practice, repeated official proclamations have already been issued, urging and pressing upon you—foreign merchants—to supply this commodity without further delay.

The said foreign official is accordingly required to conduct a thorough investigation—ascertaining whether grain stocks have been carried over from the previous year, or whether supplies have been brought in via alternative routes—and to procure the full requisite quantity without exception.
However, as the stipulated deadline now approaches, the said foreign official has repeatedly been instructed to act, yet has persistently deferred compliance.

All excuses citing the non-return of vessels from the Lesser Western Ocean are unacceptable when urgent official business is at hand.
Such pretexts are wholly inappropriate; the matter therefore requires renewed and stringent admonition. Upon receipt of this directive, the foreign headmen—specifically Wei Li Duo and others—must conduct a thorough and definitive investigation, and procure and supply only the highest-quality genuine articles.

Four hundred and more taels of foreign opium, together with patterned glass bottles of the approved type.
Each item has been duly received and inventoried in full; the valuation is submitted herewith for your immediate attention.
This matter is referred to the County Magistrate, who will accordingly despatch an official to Macau to purchase and deliver the required quantity—no discretion is permitted in this regard.

Sale conducted in secret has caused serious error; this is highly inappropriate and requires immediate correction. A special directive is hereby issued without delay.
