Domus Episcopalis Cathedrali adnexa satis ampla ac de-
cens est, supellectili, bibliotheca ac viridiarío instructa.
Fructus taxati sunt in Libris Camerae ad Florenos 113, 1[3].
Quatuor recensentur Macaonensi in urbe paroeciales Eccle-
siae baptismali fonte munitae, plures laicorum sodali-
tates, duplex hospitale, atque seminarium cum alumnis;
mons vero pietatis desideratur.
Dioecesis ambitus latissime patet.
Promovendus est ad recensitam Ecclesiam praefatus R.
D. Ioseph Emmanuel de Carvalho ex legitimis, catho-
licis, honestisque parentibus in loco vulgo Tourigo
nuncupato dioecesis Visensis et in quinquagesimo
tertio aetatis suae anno constitutus. Presbyteratus

Macau, or Amacao, a Portuguese colony and city situated in the province commonly known as Canton in the Chinese Empire, enjoys a salubrious climate. It extends over an area of approximately three thousand morgas, contains more than four thousand houses, and is inhabited by nearly eighty thousand citizens. Of these, about nine thousand profess the Catholic faith under the temporal sovereignty of the aforementioned Most Faithful King [of Portugal]. The Cathedral Church, dedicated to the Nativity of the Blessed Virgin Mary, boasts a solid and elegant structure requiring no repairs, and is suffragan to the Archdiocese of Goa. Its Chapter consists of three dignitaries: after the episcopal dignity, the first being the Deanery, eight Canons, several beneficed clergy, and other priests and clerics devoted to divine offices; however, a theological prebend is lacking.

Spiritual care of souls is administered directly within the Cathedral, which not only possesses a baptismal font but is also amply furnished with sacred vestments and liturgical items necessary for the celebration of divine services and pontifical functions. To the Reverend Bishop Spachimi, who has been absolved by this Roman Curia of a crime against nature, pastoral consolation is granted according to desire: Having understood that the vacancy of this See required prompt and favourable provision, so that the Church of Macao might not long remain exposed to the disadvantages of an extended interregnum, we, with paternal care and diligent concern, after mature deliberation concerning the appointment of a suitable and distinguished individual, have at length turned our attention to you—born of Catholic and honourable parents in the place commonly called Coccirigo (No. 12, Sin Diocese), now in the fifty-third year of his age, formerly a member of the Order of Preachers, holding the degree of Bachelor in Canon Law, and recently appointed as Our Chamberlain (Cubicularius), one who diligently discharges ecclesiastical duties, who served as Professor of Ecclesiastical Sciences at the Seminary of Vincent and was thereafter promoted to the office of Promoter of the Episcopal Curia.

Furthermore, he has formally professed the Catholic faith, swearing under oath and in accordance with established rite the articles long prescribed by the Apostolic See for such appointments; and he shall be presented to you for this purpose by the aforementioned Charles Alex Nobi through letters patent, bearing credible testimony before Us regarding his doctrine, prudence, and other outstanding qualities. Upon due reflection on all these matters, and having accepted the nomination of his person for the vacant See of the Church of Macao, We hereby, by Apostolic authority, decree that he be advanced to the episcopate and entrusted with the spiritual care, governance, and administration of the said Church.

We grant, by this present authority, the power and faculty—through our apostolic favour and goodwill—that any Catholic Bishop (Antistes) whomsoever you may choose in these regions, who is in communion with and enjoys the grace of the Apostolic See, may freely receive two Presbyters duly established in ecclesiastical office or dignity [provided always that there are not available two other Catholic Bishops or Archbishops, similarly enjoying such grace and communion, who can conveniently be summoned], without prejudice to the canonical norms governing reception. Furthermore, we grant to said Bishop the right to confer such faculties upon the same individual, after he has first taken before us, in the name of the Roman Church, the customary oath of fidelity required of him, according to the form set forth herein.

Moreover, by the authority of these presents, we do hereby fully and absolutely grant, through our Apostolic authority, the said faculty to the aforesaid Bishop. Yet we likewise decree, by the same authority, that if the said Bishop should confer such faculties without first having received the aforementioned oath from the individual, then the conferral shall be null and void ab initio; and furthermore, the Bishop himself shall thereby automatically incur suspension from the exercise of his episcopal office and from the administration of both spiritual and temporal affairs of the Church.

In addition, we further decree that the text of this oath, once exacted as described above, must be subscribed by the said Bishop and transmitted under seal to the Apostolic See as swiftly as possible.

Form of the Oath:

"I, Joseph Emmanuel de Carvalho, Elect Bishop of Macao, do hereby pledge, from this moment forward, my faithfulness and obedience to the Blessed Apostle Peter, to the Holy Roman Church, and to Our Lord Pope Leo XIII, and to his canonically elected successors. I will not, by counsel, consent, deed, or omission, cause harm or loss to the Apostolic See, nor permit it to be wrongfully seized or diminished; nor shall I knowingly lend aid or support in any way—under any pretext whatsoever—to actions detrimental to it. I shall not disclose, even minimally, any confidential matters entrusted to me personally, or by mandate or letters, which might prejudice those concerned, if I become aware thereof. I shall assist in upholding and defending the Papacy of Rome and the Bond of Saint Peter, so far as lies within my duty and office, against all men, saving always due regard for my own proper order."

Reverend, I shall treat you with due honour and assist you in matters befitting your position. I shall take care to preserve, defend, enhance, and promote the rights, honours, privileges, and authority of the Holy Roman Church, our Lord the Pope, and his aforementioned successors. I shall not participate in any counsel, action, or discussion whereby any injury or prejudice may be inflicted upon our said Lord or upon the same Roman Church, whether concerning persons, law, honour, status, or power. And should any matter be proposed or pursued by anyone contrary to the truth, I shall do my utmost to prevent it, and as swiftly as possible inform our said Lord, or such other person through whom the information may most effectively reach His Most Noble Holiness.

I shall observe with all my strength the canons of the Holy Fathers, as well as the decrees, ordinances, dispositions, reservations, provisions, and Apostolic mandates, and shall ensure their future observance by others. Heretics, schismatics, and rebels against our Lord or his aforesaid successors I shall, to the best of my ability, pursue and oppose. I shall attend the Synod in person, unless prevented by canonical impediment. Furthermore, every ten years I shall personally visit the thresholds of the Apostles [i.e., undertake the quinquennial visitation ad limina apostolorum], and render an account to our Lord and his aforementioned successors concerning the entirety of my pastoral office, and all matters relating to the state of my see, the discipline of the clergy and people, and ultimately the salvation of souls entrusted to my care. I shall humbly receive the Apostolic mandates laid upon me and execute them with the utmost diligence.

Should I be hindered by a legitimate impediment, I shall fulfil the above obligations through a duly appointed proxy—namely, the vicar general or another ecclesiastic of equivalent dignity and standing; or, should such persons be unavailable, through the diocesan priest; and, if the entire clergy be absent, through some other priest of proven integrity and religious devotion, fully informed of the matters aforesaid. Regarding any such impediment, I shall provide formal notification, supported by legitimate evidence, to Your Eminence the Cardinal presiding in the congregation of the Sacred Council, transmitting the aforementioned particulars accordingly.
