de la République Française, transmise,
en 1898, par la Légation de France à
Lisbonne au Gouvernement de Sa Majesté
Très Fidèle, il a été convenu que l'Île
de Hainan serait de nouveau soumise
à la juridiction du Diocèse de Canton,
(comme cela avait lieu avant l'accord
célébré, le 23 mars 1876, entre le
Vicaire Général du Diocèse de Macao
et le Préfet Apostolique) moyennant
les conditions suivantes :
1ère — Du'en échange de la cession de

L'île d'Hainan, en 1875-76, fut détachée de la circonscription de la mission du Kuangtoung pour être soumise, par le Saint Siège, à la juridiction ecclésiastique de l'évêque de Macao.
Toutefois, comme ce prélat ne disposait que d'un nombre restreint de prêtres il ne put, jusqu'ici, songer à entreprendre l'œuvre de l'évangélisation de l'île, trop éloignée d'ailleurs de sa résidence. Paris, s'est notablement élevée.
Loppée, depuis un certain nom-
bre d'années, et se trouverait
en état d'entreprendre, sans
trop de difficultés, l'organisation
d'un centre de mission dans
l'île d'Hainan.
Le gouvernement français
a cru pouvoir signaler l'intérêt
de la question à l'attention
du Cabinet de Lisbonne, et le
gouvernement de Sa Majesté Fidèle
se montra disposé à entrer
dans les mes qui lui étaient
exposées. Certaines difficultés
d'ordre politique paraissent

devoirs être surmontées plus aisément lorsqu'on eût constaté que le rattachement de l'île d'Hainan au siège épiscopal de Macao n'avait eu qu'un caractère provisoire, exprimé dans les termes mêmes de la Bulle d'investiture de l'Évêque de ce diocèse, et qu'une compensation pourra être offerte à ce prélat.
En conséquence M. Avoye, à la date du 15 juillet dernier, remit au représentant de la République à Lixomme un memorandum exposant que le gouvernement royal était disposé à consentir à ce que l'île d'Hainan fût de nouveau soumise à la juridiction de l'évêque de Canton sous la

Rouvier l'opinion que pour activer les modifications à apporter à la délimitation du diocèse de Macao, il serait bon que l'Ambassadeur de la République près le Saint Siège fût invité à s'entendre avec l'Ambassadeur de Sa Majesté Très Fidèle pour demander, au concert, au Saint Siège, la nouvelle réglementation du diocèse de Macao et du Konang Tong.
M. Ainti, du son côté a déclaré nécessaire que l'entente entre les deux gouvernements fût constatée d'abord pour que le Saint Siège pût procéder

Le gouvernement de l'Empire de Macao,
(Chine), consentirait à ceder à la France
l'île de Hainan à fin qu'elle soit
réunie ecclésiastiquement aux Vicariats
Apostoliques de Canton, en cas que le
Gouvernement Français à son tour,
accordât au Portugal certains territoires
limitrophes à la Chine et Colonie Britannique
de Macao.
Le Saint-Siège, a qui une telle
combinaison ne présenterait, en thèse
générale, aucune difficulté, prendrait

Le gouvernement du S.M.
n'aura aucun droit à consentir à ce que
l'île d'Haïnan soit déclarée au Canton
ni à la juridiction des autorités de Canton
comme cela avait lieu avant l'accord
celui-ci le 23 mars 1870 entre le Maire
général au Rio de Janeiro de Macao Manuel
Lorenço de Fonseca et le préfet apo-
rétique Zephyrine Guillencio, une fois

Translation.
Following a proposal from the Government of the French Republic, transmitted in 1898 by the French Legation in Lisbon to the Government of His Most Faithful Majesty, it was agreed that Hainan Island would once again be placed under the jurisdiction of the Diocese of Canton— as had been the case prior to the agreement concluded on 23 March 1876 between the Vicar General of the Diocese of Macao and the Apostolic Prefect—subject to the following conditions:
1st — In exchange for the cession of jurisdiction over Hainan Island, the jurisdiction of the Bishop of Macao shall be recognised over the entire district of Chao Hing, an adjacent district to Hsian-Shan, over which the same prelate currently exercises ecclesiastical authority.

2. That, as far as possible, the delimitation of the territories ceded in this manner be carried out with the prior authorisation of the Holy See.
3. That the transfer of jurisdiction in question be made on a provisional basis tantum ratione [in respect of jurisdiction alone].
The postponement by the Government of the French Republic of the conditions proposed above was communicated to the Government of His Most Faithful Majesty through the French Legation in Lisbon, by means of a Memorandum dated 13 February.

In 1875–76, the island of Hainan was detached from the ecclesiastical jurisdiction of the Guangdong mission and placed, by order of the Holy See, under the spiritual authority of the Bishop of Macao.
However, as this prelate had at his disposal only a limited number of priests, he has hitherto been unable to undertake the evangelisation of the island—a task rendered more difficult by its considerable distance from his place of residence. Under these circumstances, in recent years the question has arisen as to whether it would not be advisable, in the interests of both civilisation and the Church, to

re-attach the said island to the neighbouring Apostolic Prefecture of Guangdong. This mission, served by priests from the Paris Foreign Missions Society, has developed considerably over a number of years. It has now reached a stage where it would be able to undertake, without excessive difficulty, the establishment of a missionary centre on the island of Hainan.
The French government considered it appropriate to bring the significance of this matter to the attention of the Lisbon Cabinet, and the Government of His Most Faithful Majesty expressed its willingness to consider the proposals put before it. However, certain political difficulties appear to have arisen.

Duties would be more easily overcome if it were acknowledged that the attachment of Hainan Island to the episcopal see of Macao had been purely provisional, as explicitly stated in the terms of the Bull of Investiture of the Bishop of that diocese, and that appropriate compensation could be offered to this prelate.
Accordingly, on 15 July last, Mr Avoye submitted to the representative of the Republic at Lixomme a memorandum setting forth that the royal government was prepared to agree to Hainan Island being once again placed under the jurisdiction of the Bishop of Canton, subject to the

Shortly afterwards, on 31 July, a memorandum submitted to M. Delcassé by the Apostolic Nuncio in Paris confirmed the intentions of the Portuguese government,

In December, Mr Auroy expressed to Mr Rouvier the view that, in order to expedite the modifications to be made to the delimitation of the Diocese of Macao, it would be advisable for the Ambassador of the Republic accredited to the Holy See to be invited to coordinate with the Ambassador of His Most Faithful Majesty, so that they might jointly request from the Holy See a new regulation concerning the Diocese of Macao and Konang Tong.
Mr Ainti, for his part, stated that it was necessary first to establish an agreement between the two governments, so that the Holy See might proceed accordingly.
