This district office is hereby instructed to verify and forward the matter without delay; any official found guilty of negligence, procrastination, or dereliction of duty—thereby causing detriment to public affairs—shall be subject to disciplinary action. This instruction is issued with immediate effect and must be strictly observed.

…even if such actions should give rise to disturbances and incur censure; and upon the departure of foreign vessels for Macau, as well as in respect of all other matters required by regulation to be reported officially, prompt notification shall forthwith be submitted to the relevant authorities.

Proclamation: Strict Prohibition and Enforcement of the Law
To be communicated forthwith to the foreign headmen, including the individual known as ‘A-Li-Duo’, and all others under their jurisdiction.
You are hereby formally instructed—pursuant to the matters herein set forth—to comply immediately and without reservation. You shall strictly supervise and restrain all foreign subjects under your authority, ensuring that they observe due bounds, maintain lawful conduct, and pursue their respective occupations peaceably and lawfully. Under no circumstances shall they engage in disorderly or disruptive behaviour.

The Royal Commission hereby assumes authority over this territory for the purpose of maintaining public order among both Chinese and foreign residents, having formally taken up office on the twenty-seventh day of this month. However, in Macau—where Chinese subjects and foreign residents live in close proximity—the responsibility for governance and security rests unequivocally with the Commission. In accordance with established administrative practice, official notices have already been issued to inform the local Chinese population of the Commission’s authority and directives.
