Notice is hereby given to Cai Jun and others:
It has previously been reported to this office by the Grain Administration that vessel no. 22 departed on 28 February of the current year for commercial trade with Luzon (the Philippines), accompanied by vessel no. 7.

This year, on 29 February, receipt was acknowledged of the relevant communication from the Customs Department.
It has since been ascertained that the departure dates of the two vessels in question have not yet been reported by the foreign superintendents concerned. They were accordingly instructed to submit this information without delay. To date, however, no reply or further report has been received—this is highly irregular.

Official Summons Addressed to the Designated Foreign Heads of Mission
1. The date on which the vessel is scheduled to depart, together with a full inventory of all artillery and firearms carried aboard, must be declared.
2. The names of all individuals concerned—both European and non-European personnel aboard the vessel—must be listed in full and without omission.
This information is required forthwith and must be delivered to the undersigned official messenger no later than the present day, for transmission to the County Magistrate’s office. The Magistrate will, in turn, forward the particulars to the Provincial High Commissioner (Xian Tai) for official record and further disposition.
