Tem ambos estes documentos se expu- so o desejo de que o dia de S. Francisco Xavier seja considerado dia Santo de Guarda na Índia portuguesa. Concorda que este empenho o Governo com sua sugestão e por isso rogo a V. Exª. sirva em pregá junto da Junta de ardi ligencias necessárias para a realização daquelle desejo. Deus Guarde a V. Exª. Barbosa, Silva, São Francisco, Alves e Bragança — Abertura da sessão ao meio dia — Deliberação — Lendo puseem os pedidos de varios municipios deste concelho, nuns directamente e outros por intermédio de pes- soas consignadas e de consideração, para que esta commissão municipal solicite que seja declarado dia santo para o estado da Índia o dia 3 de dezembro, em que se celebra na velha cidade de Goa a festa do Glorioso Apóstolo dos Índias S. Francisco Xavier; a commissão considerando: Que não ha no agiologia christão outro Santo que mereça a Índia Portuguesa mais veneração e fi- lial carinho do que o Santo Xavier — porque a membrum deve o que deveu a este na ordem ma- tural e sobrenatural, material e imaterial.

justificam as conquistas. — Que por este motivo: — o dia em que a Santa Madre Igreja celebra a festa do homem tão célebre e tão querido, dia em que a velha cidade, antiga capital destes estados onde se acham os incorruptos restos mortais do grande D. Joaquim da Silva, acolhe gentes de todos os pontos do paiz e de fora d'elle, deve ser um dia em que se passe em santo júbilo sem as preocupações quotidianas e se reste em paz e dignidade para o seu e não envada pela a terra. — Que a mesma festa que aqui se celebra na igreja de Bom Jesus é uma festa oficial, custeada pelo estado e assistida de todo o funcionário técnico, criando-se para este efeito as repartições administrativas. — Que por todos estes motivos o Governo da sua Magnitude compreendeu um dever de gratidão à sagrada memória do grande D. José, fará a maior mercê aos povos da Síndia e consolidará os seus anúncios ainda mais no seu coração se encorajasse para que seja declarado dia Santo para arquidiocese de Goa o dia 3 de dezembro.

Exa. se empenha para se obter da Santa Sé por meio do Governo, a elevação do dia de S. Francisco Xavier, a dia Santo de guarda na Índia portuguesa, Goa, Damao e Diu.

depois logo a solicitação do Governo para assim ser mais glorificado o grande Santo, Padroeiro das Índias e do Japão; d'outro lado a iniciativa do governo despertará certa unidade spiritual japonesa, a nação portuguesa e seu privilégio secular, embora reduzido quanto à crença, não só entre os cristãos, mas também entre os de toda a lei. Têm observado bem que na actual decadência do nosso imenso império oriental, cujo aspecto passou a mais escuras, principalmente devido ao influente da religião católica, que pregamos e ainda officiamente mantemos noeste da Índia, e de certo modo fora d'elle, o conservar-se viva n'aquellas borgigas regiões a lembrança das suas glórias e feitos históricos. Illustrious Sir,
By this dispatch, I have the honour to transmit to Your Excellency, for your information, a copy of a letter from the Most Reverend Archbishop-Primate of the East, addressed to the Ministry of War and the Ultramarine Provinces, together with an extract from a session of the Municipal Council of Bardez. Both documents express the desire that the feast day of Saint Francis Xavier be recognised as a Holy Day of Obligation in Portuguese India.
The Government concurs with this request and accordingly, I kindly request that Your Excellency take the necessary steps to liaise with the relevant ecclesiastical authorities to facilitate the fulfilment of this wish.

Deliberation — Having read petitions from several municipalities within this concelho, some submitted directly and others through duly authorised and respected intermediaries, requesting that this municipal commission petition for the declaration of 3 December as a holy day throughout the State of India, in honour of the feast of the Glorious Apostle of the Indies, Saint Francis Xavier, celebrated in the ancient city of Goa; the commission, having considered the matter, observes:
That within the Christian hagiology, no other saint merits greater veneration and filial devotion from Portuguese India than Saint Francis Xavier—since this region owes to him, in both natural and supernatural, material and immaterial terms, all that it has ever possessed.

justifying conquests. — That for this reason: — the day on which the Holy Mother Church celebrates the feast of a man so renowned and beloved, the day on which the ancient city, former capital of these territories containing the incorrupt mortal remains of the great Dom Joaquim da Silva, welcomes people from all parts of the country and beyond, should be a day spent in holy jubilation, free from daily concerns, devoted to peace and dignity in his honour and not desecrated by worldly affairs. — That the same festival celebrated here at the Church of Bom Jesus is an official festival, funded by the State and attended by all technical officials, with administrative departments established specifically for this purpose. — That for all these reasons, the Government of His Magnificence has recognised it as a duty of gratitude towards the sacred memory of the great Dom José, and would confer the greatest favour upon the peoples of Sindia, further consolidating its authority within their hearts, if it were to encourage the declaration of 3 December as a Holy Day throughout the Archdiocese of Goa.

Having taken into account my requests regarding the maintenance of the decree concerning the Portuguese bishops in India, as officially communicated some days ago by my ministry, and likewise noting the important decree on the exemption from customs duties (*affande ga*) for religious vestments and liturgical furnishings imported into the various overseas territories, I hereby make a further request, the ratification of which would redound to the honour of religion and of the Royal Patronage (*Padroado Real*).
I respectfully urge Your Excellency to take steps, through the Government, to obtain from the Holy See the elevation of the feast day of Saint Francis Xavier to the status of a holy day of obligation throughout Portuguese India—Goa, Daman and Diu.

Shortly afterwards, the Government’s request was made with the aim that the great Saint, Patron of the Indies and of Japan, might thus be further glorified; on the other hand, governmental initiative would foster a certain spiritual unity among the Japanese, while the Portuguese nation and its long-standing privilege—though diminished in terms of religious adherence—not only among Christians but also among all those subject to its jurisdiction, would be reaffirmed. It has been rightly observed that, amidst the present decline of our vast Oriental Empire, whose condition has grown increasingly bleak, the preservation of Catholicism—the faith we have preached and still officially uphold in the West of India and, to some extent, beyond it—has played a significant role. In these remote regions, the memory of Portugal’s former glories and historic deeds continues to endure. These are matters of particular significance in the religious sphere, among others.

As in the recent exhibitions held by the confreres of St Francis Xavier—which attracted such large numbers of people from distant areas—many have already heard what I have just stated, and I have on other occasions reiterated it. Therefore, with this in mind and with great desire, I urge that the first feast of the Holy Apostle be celebrated instead of merely observed, marking the passing of this jubilee year of the Queijas Community. I acknowledge that the proposal I make may encounter an objection: namely, the economic losses arising from the suspension of public offices, and the interruption of work among labourers and farmers. However, this objection loses its force when weighed against the moral considerations I have presented. Furthermore, in many regions the feast day of St Francis Xavier is already widely observed; what is now sought is the official endorsement and universal adoption of this practice. — May God preserve Your Excellency.

From the custody of this petition, having been concluded by S. Bárbaro, the Governor-General of this State, and by S. João, the Patriarch of the West Indies, confidently awaiting that this circumstance will be duly attended to, thereby reaffirming the long-standing absence of this Catholic proverb—yet one in which both Catholics and non-Catholics visibly hold in veneration the Holy Apostle Saint James of present memory—and as no further copy of such an instrument was brought forward, the session was adjourned accordingly.
