By reason that the ships bound for China are now fully prepared, and that the consultations previously submitted to the Council of State—which had delayed their departure—have at last been resolved, and in view of the fact that divine providence has granted a favourable season for sailing, it is now timely that Your Majesty should issue instructions concerning the dispatch of the fleet.

In this regard, the Secretariat has formally represented to Your Majesty that it would be expedient:
(i) that Your Majesty order the transmission of the official papers relating to the residents of the city of Macau; and
(ii) that, should these papers already have been processed and approved by Your Majesty, Your Majesty’s formal commissions (despachos) be forwarded to this Council, so that they may be duly transmitted to the addressees; or, if such commissions have not yet been issued, that the original papers themselves be sent to this Council for submission to Your Majesty for deliberation.

Yet, to date, neither the commissions nor the papers have been dispatched, nor has Your Majesty responded to this representation—despite the advancing season, a matter of which Your Majesty is fully aware. Under these circumstances, this reminder is both necessary and urgent.

The Procurator-General therefore respectfully requests that Your Majesty also be pleased to:

(1) Resolve the consultation previously submitted to Your Majesty concerning the transfer to this Council of the four officers formerly stationed in the Office of the Treasury (Fazenda) at Macau—namely, the Secretary, Francisco de Barros, and the Officials (Ordenados) Zor de Nárias and Lumentos—as they possess longstanding practical expertise in overseas (ultramarine) administrative and fiscal matters, as evidenced by the prior transfer of the aforementioned Secretary; and

(2) Resolve the consultation submitted to Your Majesty by the Council of the Treasury on 7 November last, and further elaborated upon on 21 November of the same year, concerning the forthcoming China voyage—including its logistical particulars, provisioning, and other operational requirements—and concerning the specific measures deemed necessary for the benefit of the said city of Macau and its inhabitants. This latter consultation acquired particular urgency following the formal rebuttal (réplica) submitted to Your Majesty by António Frallo Ferreira, who, in his capacity as procurator for the city, invoked Your Majesty’s own prior commitment—recorded in the present register—to despatch the fleet without further delay.
