It is hereby ordered that the said Sub-Prefect must rigorously enforce this prohibition, taking care not to grant any leniency or indulgence whatsoever, lest such laxity give rise to administrative impropriety or procedural irregularity.
In accordance with the above directive, this official notice is hereby issued. Upon receipt, the named officials are to comply strictly and without delay.

Matters concerning internal administration: should foreign (i.e., Western) vessels arrive in Guangzhou to load cotton,
no unscrupulous Portuguese subjects are to be permitted to solicit or press-gang fishing boats or small sampans
for the clandestine transportation and supply of goods. Should any cotton be conveyed to Macau for storage or transhipment,
such activity is strictly prohibited.

No private trading is permitted; upon the departure of the foreign vessel, the goods in question must be loaded aboard in full and conveyed back to the vessel’s country of origin. None may be concealed within Guangdong Province. Furthermore, foreign vessels returning to their home ports are strictly prohibited from carrying cotton; should any cotton already be on board, it must be declared and removed prior to departure.

The said foreign officials were immediately instructed to submit a detailed list of the quantities involved to this Magistrate’s Office. They were then directed to unload the goods and store them within the Canton (Guangdong) residence assigned to the foreign merchants, with strict prohibition against any private sale or trade with local Chinese subjects. The foreign officials were required to maintain regular oversight of the consignment.

Upon careful inspection, should any unscrupulous shopkeepers be found to have colluded in smuggling activities, they are to be reported immediately to this Prefectural Office; upon receipt of such information, the matter shall be formally reported to the higher provincial authorities for thorough investigation and the apprehension and punishment of those involved.
This instruction is issued pursuant to official orders prohibiting such conduct. The foreign superintendents (Yímù) concerned are hereby expressly directed to comply strictly with these instructions; failure to do so will not be tolerated.
