Now that this Department has assumed its duties, it hereby issues this formal directive, requiring strict compliance. Upon receipt of this order, you are to proceed immediately with the preparation of the said tribute items.

For the Imperial Household’s requirement of foreign snuff, it is imperative that only genuine imported snuff be selected—specifically, that which is characterised by a sharp (acidic) aroma, a pale yellow hue, and a fine, even granulation. Such snuff must be submitted in its authentic, unadulterated form. The declared value of each consignment must be clearly specified in the accompanying documentation; under no circumstances may the stated value be understated.

A short delay ensued, during which inferior and counterfeit tobacco—deemed unfit for official acceptance—was submitted in its place; consequently, the proposed exchange was deemed inappropriate and could not be sanctioned.
In accordance with this directive, it has been ascertained that the present case was initially subject to an earlier instruction issued by the former Provincial Governor (Fuxian), ordering the procurement of the requisite tobacco. This instruction having been duly transmitted to the relevant authorities, a subsequent directive followed.

Subsequent orders were issued to expedite the payment of over four hundred *réis*, and an official proclamation was posted prohibiting local agents (*tǔgǔn*) from hoarding or purchasing the currency.
In accordance with the aforementioned directive, and upon receipt of a report from the foreign magistrate (*yí mù*), it has been confirmed that the master of vessel no. 17, Mr. Nōkālā Huālú (Nócrá Falcão), is currently in Macau.

Matters concerning the Western trade and the vessel’s return to Macau, etc.
With regard to snuff: this item is a native product of Western Europe (‘Da Xiyang’), and its carriage aboard the said vessel is therefore both customary and expected. You are hereby instructed—upon receipt of this order—to direct the foreign headman (‘Yi Mu’) immediately to ensure that the vessel returns forthwith to Macau, bringing with it the aforementioned consignment of snuff.

Upper-grade snuff, together with matching ornamental bottle caps (‘luō luō duō’ type), received in full accordance with the prescribed quantities. All items have been duly logged and securely stored. This is to inform you formally that delivery has been completed and accounts settled; urgent notification is hereby dispatched to the County Magistrate’s Office to facilitate prompt procurement. Under no circumstances are these goods to be sold privately, lest operations be impeded.
