Subject: Bubonic plague.
There continue to be a number of isolated cases of bubonic plague in this Consulate, within the city of Canton. Along the southern coast, the disease persists with an epidemic character.
I have the honour of informing Your Excellency that I received a reply from His Excellency the Minister and Secretary of State for Home Affairs regarding the bubonic plague, in response to my official communication, the text of which I take the liberty of transcribing:
"I have the honour to inform Your Excellency that the sanitary condition of the city of Canton has not deteriorated. There have been, and continue to be, only a few isolated cases of bubonic plague, and the disease has not assumed the epidemic character which many had feared. Both along the coast and on the island of Hainan, I am informed that the plague continues to cause considerable devastation. I have the honour to inform Your Excellency that today I addressed a communication to Mr. D. Manuel, Director of the Macau Navigation Office, regarding hydrographic matters in China.
I have the honour to further inform Your Excellency that the general situation in southern China is improving steadily, and that conditions in the city of Canton are relatively satisfactory.
Nevertheless, in my assessment, certain concerns remain.
