in the action taken by the Sacred Congregation of Propaganda Fide,
acting upon the authority granted by the Pope through the Council,
now the Congregation for the Propagation of the Faith,
informing the Procurator of the same Congregation that for many years
he had been residing in Macau, tolerated under the Orders issued by the
supreme Government of Goa and the Apostolic Prefecture
of the Island of Hong Kong—dependent solely
upon the said Congregation—and vested with the authority to send missionaries within a radius
of six leagues. This information is entirely incongruent
with the reports previously submitted by the same Congregation,
and runs counter to
the Bull Sub Romana Militantis Ecclesia
issued by Pope Gregory XIII, 1586.

I considered appropriate to safeguard the rights of the Vice-Prefecture,
most excellently administered. I therefore ordered
the said Procurator, along with the other propagandists,
his associates and dependants, to leave
the Establishment within three days;
which was effectively carried out. It does not seem prudent
to me at present to approach the Governor of Hong Kong,
who is currently the British Plenipotentiary there, for several
reasons—firstly, because I have not been authorised by the government
to extend any such overture.

[As best interpreted:] alleges the conclusion of a concordat between the Government of Her Majesty the Queen and that of the Holy See, with the aim of bringing an end to such grave and disastrous spiritual disorders as have resulted from a single fatal cause; and while giving thanks to God for deliverance from these troubles, it is precisely at this juncture that the Procurator of the Congregation of Propaganda Fide—then residing in this City by virtue of a Decree of the said Congregation dated 22 April 1851, obtained surreptitiously on the basis of information entirely lacking in truth, particularly concerning the administration of His Excellency’s Government, and without the Sovereign’s Royal Beneplacito—seeks to establish a Mission independent of [ecclesiastical] jurisdiction.
