I have the honour to submit to Your Excellency the Royal Charter appointing the priest António Joaquim de Alpedrinha, General Vicar and Superior of the Capitals of Timor, as coadjutor to the Right Reverend Archbishop of Goa, together with the canonical process relating to the said appointee. These documents were forwarded to me by Father Espírito da Caparinha in his letter of the 26th instant, and I respectfully request that Your Excellency be pleased to give them due consideration and appropriate disposition.

Most Holy Father in Christ, and most obedient son, Dom Luís, by the Grace of God and of the Sea, Lord of Quiné, Ethiopia, Abissinia, Serbia, and India, etc., I kiss the Holy Feet of Your Holiness.
Most Holy Father in Christ, I hereby represent to you the current Presbyter of the Church of the East, Dom Estevão Sebastião. By reason of the vast extent of his Diocese and the jurisdiction over the flock entrusted to him, as well as for the proper administration of that Church, I appoint and elect the said Presbyter António Joaquim as Superior of the Missions of Timor. Furthermore, having represented him as Coadjutor—by virtue of his virtues—he shall assist in fulfilling the spiritual duties of the ministry pertaining to the souls under that jurisdiction, and I request that Your Holiness grant him the Apostolic Letters confirming this appointment and presentation, as is due within the same Church. Additionally, a congrua (stipend) is to be assigned for his sustenance, and particularly do I entreat Your Holiness, Most Holy Father in Christ, to grant long and prosperous years to your life.

Blessed Lord. Your Devout Servant, the King of Portugal and the Algarves, grantor of the Patronage, Navigation, and Commerce of India, with all humility sends to kiss Your Most Blessed Lordship’s feet.
The Holy Metropolitan Church of Goa finds itself in a situation of impossibility regarding the provision of spiritual care to the faithful, and therefore requests that a coadjutor be appointed to assist the present Vicar General, Medeiros, in discharging his duties. The said coadjutor, once duly elected, shall possess the necessary letters and qualifications required for such an office, as befits service to God and the proper governance of the diocese. I inform Your Holiness that explicit mention must be made in the appointment of this matter concerning the preservation of the rights of the Padroado Real [Patronage Right], so that the coadjutor, upon appointment, shall be adequately formed in accordance with these provisions. For my part, further particulars will be conveyed through the Ambassador accredited to the Holy See.
