Beloved Brothers and Sons,
We have learned—through the letter of the Most Illustrious Lord Bishop, together with the supporting testimonials annexed thereto—of the solemn consecration of the munus (i.e., episcopal office) for the Diocese of Sino-Kin (Sino-Quin, i.e., Macau), duly conferred upon you in Macau. We have likewise been informed—by the same Most Illustrious Lord Bishop’s letter and its accompanying attestations—of the Apostolic affection shown towards you, as well as towards the presbyteral charge entrusted to you for pastoral governance; and further, of your vigorous and commendable efforts in promoting, among other weighty matters, the preservation of doctrinal unity on matters of central theological importance, and indeed the wider advancement of the Catholic faith across these regions.
Your steadfast commitment to this work is assured: as will be evident from the accompanying brief of His Holiness, transmitted to you by the said Most Illustrious Lord Bishop, your appointment has been clearly confirmed at the highest level.
We, therefore, acting as delegates of the Supreme Pontiff—though conscious that our obedience must ever remain proportionate to our station—hereby transmit to you the present instrument, binding you formally to the terms herein. With fraternal confidence, we trust that you will, in accordance with the paternal love which the Holy Father bears you—evidenced by your life, faith, and ready obedience—and in keeping with the considered judgment of the Sacred Congregation, supported by the consensus of several of its members, humbly submit yourself to the Holy Father’s admonition and promptly and willingly conform yourself to his holy will; thereby fulfilling your duty with alacrity and thereby meriting His Holiness’s full confirmation.

Your Brother.
With what profound benefit to your soul the Lord our God has learned—through the letter of the Most Reverend Vicar Apostolic and the testimonies annexed thereto—that you have accepted, in Macao, the office of consecration to the Bishopric of Peking *in absentia*; and with what abundant expression of Apostolic charity—especially towards you, to whom pastoral governance has been entrusted—he signifies his esteem for your vigorous efforts, which are directed not only towards the greater spiritual welfare of your flock, but also towards the expansion of the Catholic faith in those most remote regions. May He hold you in high regard. The same Most Reverend will clearly perceive, from the brief letters of His Holiness appended hereto, the full tenor of this communication.
We therefore, acting under the mandate of the Supreme Pontiff—and as is fitting in dutiful obedience—hereby transmit to you these instructions, firmly trusting that you will, with humility, submit to the mind of His Holiness those qualities which the most loving Father, Rax [i.e., Cardinal Fabio Chigi, later Pope Alexander VII], and likewise the Sacred Congregation of the Propagation of the Faith, having weighed your merits, hold in highest esteem: namely, your virtue, faith, and obedient service; and that, by promptly and zealously conforming your actions to His Holiness’s will, you will abundantly—and in concrete deed—confirm and uphold them.

Reverend Brother,
What great eagerness was shown in reading your letter, most holy Lord our Father, as conveyed in the epistle of the Apostolic Nuncio (Amp. D[?]ges), together with the testimonies appended thereto! From this correspondence it is clearly evident that you have accepted, *in vice*, the episcopal office of the See of Sêkines (Sekines), in Macau—though not yet formally consecrated—and that the Holy See has entrusted to you the pastoral governance of that diocese. Moreover, it is abundantly clear from the same documents how deeply the Apostolic See esteems you: its expression of paternal charity towards you is manifest not only in the conferral of this sacred charge, but also in its confidence that, through your vigorous and diligent efforts, you will advance several matters—indeed, matters of considerable gravity—pertaining to the truth of the faith, the spiritual welfare of your flock, and, further, the expansion of the Catholic religion throughout these distant regions.
We therefore earnestly urge you to heed the instructions contained in the enclosed letters of His Holiness, which have been transmitted to you in the form of a brief (*breve*); these set out the Apostolic Nuncio’s directives with full clarity. Acting, as we are bound to do, under the mandate of the Supreme Pontiff—and with due reverence—we hereby transmit to you the present document, affirming our firm hope that you will amply confirm, in deed and in reality, the highly favourable opinion which His Holiness, the Sacred Congregation [of the Propagation of the Faith], and many other eminent authorities hold of you: namely, that you possess singular sweetness of manner, steadfast faith, and exemplary obedience—qualities befitting a most beloved son of the Church. We trust you will humbly submit yourself to the judgment of His Holiness, and respond to his directives willingly, promptly, and with alacrity.

What great eagerness we felt to read—and what profound joy we experienced upon learning from the letter of His Eminence the Cardinal Prefect of the Sacred Congregation for the Propagation of the Faith (Congregatio de Propaganda Fide), together with the testimonies annexed thereto, that you have duly received in Macao the office of consecration to the Bishopric of Fujian—your appointment having been formally conferred by Apostolic authority. Equally, we note with deep appreciation the signal expression of Apostolic charity towards you, and of pastoral solicitude for the dioceses entrusted to your episcopal governance: this is manifest in the weighty matters—truly grave both for the truth of the faith and for the spiritual welfare of your flock, and no less for the extension and strengthening of the Catholic religion throughout these regions—which your diligent efforts are now called to advance.
You will perceive all this clearly from the briefs issued by His Holiness, which accompany this letter in formal ecclesiastical form.
We therefore, acting under mandate of the Supreme Pontiff—and as dutiful obedience requires—hereby transmit to you these instructions, firmly trusting in hope that you will abundantly and concretely confirm, through your humble and prompt submission to the Holy Father’s will, the highly favourable opinion already held of you by His Holiness, as well as by the Sacred Congregation itself, on account of your renowned gentleness, fidelity, and obedience—qualities which mark you out as a most beloved son of the Church.

With what eagerness we learned—through the letter of Our Most Holy Lord and through the accompanying testimonies issued by the Most Eminent Dignitary—that you have duly received the office of consecration to the Bishopric of Ferentino; and with what equal joy we perceived, in the same Apostolic communication, the signs of His Holiness’s paternal charity towards you, and of His loving concern for the pastoral governance entrusted to you as priest, especially in respect of certain grave matters—hitherto unknown to us—whose diligent pursuit, through your energetic efforts, will not only further the spiritual welfare of your flock but also promote the expansion of the Catholic faith across these distant regions. As set forth in the enclosed briefs from His Holiness, the Most Eminent Dignitary will clearly understand and fully appreciate this matter.
We therefore, acting in obedience to the mandate of the Supreme Pontiff—as is fitting—we hereby transmit to you the aforesaid commission. Confidently trusting in your virtue, fidelity, and dutiful obedience to our most loving Father, and mindful of the favourable opinion held of you by the Sacred Congregation following the deliberations of several assessors, we humbly entreat you to submit yourself entirely to the disposition of His Holiness’s will, and to carry out his intentions promptly, zealously, and with due reverence—thereby abundantly and concretely confirming what is already affirmed in word and reputation.

With heartfelt goodwill, we have learned from the letters of the Most Reverend Cardinal Angelo, Prefect of the Sacred Congregation for the Propagation of the Faith (Sacra Congregatio de Propaganda Fide), and from the testimonies annexed thereto, that you have lawfully received the office of consecration as Bishop of Se-Kien-fu (Xiamen), duly appointed by the Apostolic See and confirmed at Macau. Moreover, we understand that, in accordance with the Apostolic mandate entrusted to you—and especially in view of your pastoral charge—the Holy Father, moved by charity and desiring not only the abundant spiritual welfare of your flock but also the extension and strengthening of the Catholic faith in those distant regions, has, with his customary serenity and benevolence, committed to you certain weighty responsibilities. You will find these matters set forth clearly and fully in the Brief transmitted to you by His Holiness’s Legation, a copy of which is enclosed herein.
Accordingly, acting under the express command of the Supreme Pontiff—and in full conformity with the obedience due to him—we hereby transmit to you these instructions, bound as you are by canonical obligation. With what deep spiritual joy Our Most Holy Lord has learned—both from Your Affectionate Letters and from the accompanying testimonials—that You have duly received in Macao the mandate to undertake the episcopal consecration as Bishop of Peking; and with what equal expression of Apostolic charity towards You—and towards the flock entrusted to Your pastoral care—His Holiness has indicated that certain matters, indeed weighty ones, require Your diligent attention: not only for the fuller welfare of Your flock, but also for the expansion of the Catholic faith in those distant regions. His Holiness earnestly urges Your cooperation in this regard. You will find these instructions set forth with full clarity in the attached letters of His Holiness, issued in the form of a *breve*.
We therefore transmit to Your Eminence these same documents, acting in faithful obedience to the commands of the Supreme Pontiff—as is wholly fitting. We do so with firm confidence that, by humbly receiving His Holiness’s paternal admonitions—and by prudently, promptly, and zealously conforming Your conduct to His Holy Will—you will abundantly and concretely confirm the most affectionate Father’s already high estimation of Your virtue, fidelity, and obedience, an estimation shared—and indeed reinforced—by the collective judgment of this Sacred Congregation.

To the Illustrious and Most Esteemed Lord Vizir,
We have learned from the English-language letter recently received—accompanied by the attached testimonial documents—that Our Lord has duly conferred upon you the office of consecration to the Bishopric of Tekin (i.e., Tainan, in present-day Taiwan), with canonical institution effected at Macau. We further understand that His Holiness has likewise expressed, through Apostolic letters addressed to you—particularly in relation to the pastoral governance entrusted to your care—a profound and heartfelt manifestation of paternal charity; and that, in so doing, he earnestly exhorts you to address certain grave difficulties (indeed, matters of serious consequence), not only for the spiritual welfare of your flock but also for the advancement and consolidation of the Catholic faith across these distant regions—efforts which shall be greatly aided by your vigorous and dedicated ministry.
The substance of His Holiness’s Apostolic Brief, transmitted herewith in its full canonical form, will be readily apprehended by you from the accompanying Latin text.
Acting therefore in strict accordance with the supreme Pontiff’s express mandates—as is wholly fitting—we hereby transmit to you the said Apostolic Brief, enclosed with this letter. Moreover, moved by the most affectionate respect and filial obedience owed to the Holy See—and with the Sacred Congregation of the Propagation of the Faith (Sacra Congregatio de Propaganda Fide) having strongly recommended such a course—the Father Superior humbly entreats you to receive His Holiness’s most salutary counsels with due humility, and to respond to His prudent and fatherly will with promptness and alacrity; thereby abundantly confirming, in both deed and reality, your steadfast fidelity to the Apostolic See.
