Sir Minister of the Navy,

I bring to your attention the contents of paragraphs 3 and 4
of the aforementioned Office memorandum, concerning the subordination
of the Bishopric of Malacca to that of Macau, and of
St. Thomas and Prince’s Island to that of Angola. I respectfully urge Your Excellency's consideration and endorsement regarding these matters.

I fully approve of the response given by Your Excellency
to the Minister for Ecclesiastical Affairs
and Justice, in particular His Excellency’s instruction
that you refrain from sending your official dispatches
under flying seal (sello volante). It is advisable that, in this regard,
Your Excellency ensure compliance with the said Minister’s directives,
while also notifying this State Secretariat
of any matters of importance which require communication,
so that this Ministry may always be kept informed and maintain proper oversight.
