regarding the matter concerning the affairs of the Holy See,
a dispatch from the Governor [UNCLEAR: best interpretation] addressed to
the Congregation for Propaganda Fide, dated 22 April 1841, by which
the fact of the usurpation of the rights of the Padroado Real in the Island of
Hong Kong is confirmed, and that this act has been
authorised by the Apostolic See, a circumstance which
I lay before His Majesty for Your Excellency’s most serious con-
sideration; it appears necessary that the commission should treat, with the intervention of His
Holiness, not only this matter, but also
the cases of usurpation carried out in
various acts of injustice

The Vicar Capitular of the Diocese of Macau reports yet another act of usurpation by the Dívi-[sion]
of the Royal Cadernado of His Most Faithful Majesty,
permitted by the Congregation of Propaganda Fide,
authorising the establishment of a mission under its jurisdiction
on the island of Hong Kong, which belongs to the
Diocese of Macau. From the said document, and from the two other
accompanying letters—also enclosed here in copy—Your Excellency will be informed of the measures
which the aforementioned Vicar Capitular and the Governor
of the City of Macau intend to take in opposition
to this scandalous act. Nevertheless, such
measures will prove ineffective unless
the Court of Rome is prevailed upon

of forum rights under the Sacred Royal Prerogative of His Most Faithful Majesty,
established by his motu proprio, and
by virtue of authorisation from his ecclesiastical Superiors,
Slipsa has assumed authority on the Island of Hong Kong,
which, by virtue of the Padroado Real (royal patronage) rights,
was formerly subject to the Bishopric of Macao, and
consequently to the Sacred Congregation as Ordinary
head of this Bishopric. For some time now,
there has been considerable awareness of this
assertion; and although in recent days I have been occupied
in the Senate, it was not possible for me to provide
further confirmation beyond that of a letter such as
the one presented herein.
