We proceed as follows: in the first instance,
the matter is to be addressed in writing; in the second instance, the matter pertains to the district of Soneïvo Bložena — specifically, the left bank of the Stu River, extending downstream to the confluence with the Pyñyz River — and concerns the jurisdictional boundaries between the Dominican Order and the Orthodox (Rusyn) ecclesiastical authority.

**Subject:**
On the transmission to India of the decrees of the Sacred Council of Trent; on the office entrusted to him by the Supreme Pontiff—wherein his Fraternity is advised that this vicarial responsibility ought rather to be lamented than celebrated; expressing joy at the growth and expansion of the Church of God in India; commending the Cardinal of Portugal for his zeal in matters of piety; confirming in office an ecclesiastical prelate who had petitioned to be excused from pastoral duties, and offering him consolation by example; and granting him the faculty to dispense lawfully in matrimonial causes and to grant sacred indulgences on certain designated days. See *Life of Pope Pius V*, Book III, Chapter 5, and Book VI, Chapter 11.

Venerable Brother, greeting and Apostolic Blessing.
We have learned with pleasure from your letter that our letters, together with the volume containing the decrees of the Sacred Council of Trent, have reached you.
Regarding the office entrusted to us—which your Fraternity, following the custom of others, offers congratulations upon—we observe that your Fraternity would do better to mourn rather than rejoice at our appointment: for we bear a burden far exceeding both our merits and our personal capacity.

Odd-numbered: Yet we do not falter in spirit, even in 606,
nor are we daunted by these labours, placing our trust in the Lord’s mercy—
He who does not forsake those who labour and who, bearing burdens laid upon them,
flee to Him for refuge. We were greatly gratified to receive your brief account
concerning the state of these Provinces. With no small measure of consolation,
we learned that the Catholic Church has grown substantially, with thousands of Gentiles
converted to the faith of Christ, and continues annually to increase through the accession of new sons.
Blessed be God, who has deigned to regard and illuminate so many, so great, and so widely dispersed nations—
nations which formerly walked in darkness. Just as we mourn—and continually lament—the losses sustained by the Church
in Europe on account of the Lutheran heresy and other pestilential errors,
so too do we rejoice and exult in its growth and expansion in these parts of the world.
What is most to be desired, given the vastness of the harvest, is an ample supply of labourers.
You commend our beloved son Henry, Cardinal of Portugal, whose diligence you note in presiding over
the Office of the Holy Inquisition against Heresy.

We acknowledge, in your presence, the continued vigour of your ministry—whose vigilance has been of great significance and has frequently borne abundant fruit. We recognise your exceptional and outstanding zeal for the Catholic Faith and Religion; nor do we doubt that, out of your piety, you have diligently rendered to the living and deceased bishops of these regions all assistance and support within your power towards cultivating and extending this Vineyard of the Lord—and that you will continue steadfastly to labour therein. To this end, although you are already actively engaged, we shall—by our own paternal exhortation—further encourage and urge you forward.
As for your humble petition, set forth in reference to the labours and hardships you have endured, whereby you entreat us to release you from the burden of the Archepiscopate, we judge it wholly inexpedient to accede to your desire. Indeed, moved by paternal charity, we grieve that at this stage of your life you should be wearied by such labours and exposed to danger; yet, Father, remember: ‘Through many tribulations must we enter into the Kingdom of Heaven’ (Acts 14:22). The post to which the Lord has graciously appointed us is not to be abandoned. Is not the fullness of manhood—*pubes*—present within you?

Given the weight of these occupations, cares, and labours—by which we are incessantly wearied in the discharge of this office—do we not occasionally grow weary of life itself, and find our former state to appear more desirable? Yet the yoke which the Lord was unwilling to bear is not ours to cast off; rather, we have resolved to bear it with fortitude of spirit, until such time as it shall please Him to release us from these bonds of the body and set us free. Lay aside, too, this thought; and, having been called—as you write—to the office to which you have been appointed, strive diligently therein to demonstrate your obedience and fidelity to Bonino, assured that for these brief external labours an eternal reward awaits. As you have urged, we hereby grant forthwith to the bishops of the respective dioceses the faculty to dispense, in accordance with canon law, in cases where individuals have contracted marriages inter se within degrees prohibited by law, or may hereafter do so. We have judged it appropriate to grant you the faculty to seek such absolutions and dispensations from the Apostolic See, as you will understand from our other letters. Moreover, we have conferred upon you, your bishops, and your successors the authority to grant, annually, to the faithful of Christ, on certain especially solemn feast days, specific indulgences. Letters embodying this concession have been dispatched to you together with the present letter.
The remedy (antidōtum) which you state in your letter that you have sent to us has not yet reached us. Its arrival would be most welcome—not because we stand in need of it ourselves, nor because we suppose it will ever be required by us, but because such a token of your affection towards us cannot fail to be profoundly gratifying.

**Argumentum**
The Provincial Council of Goa: its decrees are to be examined, and such as are deemed necessary are to be approved; the volume sent to us for this purpose has been received with readiness. The Archbishop is exhorted to continue diligently discharging his pastoral office; the Dominican, Franciscan, and Jesuit religious engaged in the conversion of non-Christians are confirmed and commended in their mission. See Book III, Chapter V of the *Life of Pope Pius V*.

Most Reverend Brother, greetings and the Apostolic Blessing.
We have received with great willingness the volume containing the acts of the Provincial Council recently held in that city under your presidency, and we rejoice exceedingly in the Lord at the zealous and timely manner in which you have discharged this office—so essential both for establishing and for preserving ecclesiastical discipline. We commend your earnest commitment, your diligent labour, and your fervent zeal for the Catholic faith, displayed alike in the conversion of infidels to the true worship of Almighty God and in the pastoral care of those already incorporated into the Church.

Those who have converted are to be instructed in sound and faithful doctrine; and, commending your pastoral office to the Lord in prayer, we earnestly exhort you to discharge steadfastly these and other duties pertaining to pastoral care, and to persevere faithfully in safeguarding the deposit of faith. For nothing could be more gratifying to us than to learn—through your labours, and those of our other fellow bishops—that new fruits of souls are daily being gathered into the eternal granaries, and that fresh shoots of Catholic churches are continually taking root and flourishing. Although the heavenly reward reserved for you and your fellow prelates is assuredly great—being, as it is, the ‘great recompense’ (cf. Hebrews 10:35) laid up in heaven for the faithful witness of St Martin—yet the reward prepared also for all good and faithful ministers of Almighty God remains no less certain. In this regard, we ourselves, moved by sincere and honourable goodwill, stand ready to render you every fraternal service and token of affection within our power, in concert with our brother Bonino. Rabies, likewise, Saint Dominic and Saint Francis—along with the Jesuits (Iouibas)—are diligently engaged in the conversion of infidels in their respective spheres. We therefore wish Your Reverence to bestow upon them Our Apostolic Blessing and to inform them that those who undertake labours for the salvation of souls and the glory of God—not only merit an abundant reward in heaven but are also especially dear to Us.
With regard to the volume containing the acts of your Provincial Council, which you have transmitted to Us, We have referred it to the Congregation of the Consistory (Congregatio Rationum), composed of Cardinals of the Holy Roman Church whom We have specially appointed to examine such conciliar documents, so that they may carefully review its contents and identify any matters requiring correction. Once this examination has been completed, We shall ensure that Your Reverence is fully apprised of all findings.
May Almighty God preserve You, Venerable Brother in Christ, as You pray for Us.

The matter remains unresolved; it is still pending before the Sacred Congregation for the Propagation of the Faith (*Congregatio de Propaganda Fide*), and has not yet been referred to the Roman Curia for final adjudication. It is currently under review by the Cardinal Prefect of the Congregation—Cardinal Carlo Borromeo (1538–1584), here referred to in contemporary orthography as ‘Carbido’, a variant spelling attested in sixteenth-century Portuguese and Italian archival sources.

— that a meeting be convened in his presence on the earliest feasible date;
— and that, within the prescribed term, three persons known to the college be appointed, in accordance with the customary statutes and laws, to serve as one Provisor or Vicar, in accordance with the established practice at Meliapor;
— and that the same individuals shall likewise be designated as the ‘Representatives’ (Rep.) named below, who are hereby entrusted with submitting the present formal record of the meeting and the institution of this office.
