Reverendos Padres da esta Nossa Carta Pastoral Virem ou ouvi- rem, Saude agraçada para sempre em Jesus Christo Nosso Senhor, e depois huj Verdadeiro Humano, Salvação. Porquanto o Nosso Pastoral ffº presemble Viger as Ovelhas de Nosso Bispado. Temos Saber a todos os Reverendos P.ªs Pre- gadores, e Confessores assistente Nesta Região de Tung-King, assim Re- gulares como Seculares, Não serem defens affelios de pregarem, e confessarem, Onde administrem, outros quaes quer Sacramentos. 1692. Pastoral letter of the Lord Bishop of Macao to Tonkin, requiring all priests to present themselves before the bishop within six months in order to be licensed to administer the sacraments in 1692.

[Main text]

In the city of Goa, by the grace of God and of the Holy Apostolic See, Bishop of this Diocese of Macao and Tonkin, and of His Majesty’s Council—Dom Gunde St. Cosme—To the Reverend Fathers to whom this our pastoral letter is addressed or who shall hear it read: Grace and peace, evermore, in Jesus Christ our Lord; and thereafter, true human flourishing and salvation.

Since our pastoral office obliges us to tend the flock entrusted to our care within this diocese, we hereby make known to all Reverend Fathers—preachers and confessors residing in this region of Tonkin, whether members of religious orders (regular clergy) or secular priests—that none may lawfully preach, hear confessions, or administer any other sacraments in this jurisdiction without first presenting themselves before us, bearing their letters of appointment (*provisões*) or appearing before such delegate as we shall appoint in our stead, in order that, having demonstrated due competence and suitability, they may be formally approved for pastoral ministry—under penalty of *latae sententiae* major excommunication.

This injunction applies universally, save for two exceptions: Father Manuel Brava and Father Chapitão Machado of the Society of Jesus, who—by virtue of their established authority and standing—may continue to administer all sacraments except Confirmation. Nevertheless, even these two are required to present themselves before us in person, and we expressly reject ignorance of this decree as a valid excuse for non-compliance.

We therefore command that this pastoral letter be publicly posted and proclaimed in the churches under the care of Father Manuel Brava or Father Chapitão Machado, and in all neighbouring parishes; once so published, its contents shall be deemed sufficiently promulgated and brought to the attention of all concerned.

Given at Macao, in the episcopal palace, under our signature and seal, on the seventeenth day of August in the year of Our Lord one thousand six hundred and ninety-two.
