immediately following the Decree for the suppression of the convents, the monthly stipends—known as *congruas*—hitherto received by missionaries, ranging from 30 to 50 pardaos per missionary together with their catechist and servants, were generally reduced. This abrupt measure, which some less-informed observers regarded as an act of high political strategy and a means of enriching the National Treasury, far from appeasing the wrath of Heaven, brought down upon the Portuguese churches a host of calamities; and among the territories of the State of India, a multitude of misfortunes ensued, whose dire consequences only God knows how far they may extend.

The Prefecture has been abolished, and the revenues of the Convents have come to an end; yet another decree from the Prefecture has reduced the stipends allotted to the poor missionaries. They petition, they maintain their claims, they cry out—yet my appeals have gone unheeded.
